RESOLUTION NO. 16-72
RESOLUTION AUTHORIZING THE REPLACEMENT OF TWO AIR
CONDITIONING SYSTEMS AT THE CIVIC COMPLEX
WHEREAS, staff is requesting City Council approval to replace two air conditioning systems at
the Civic Complex; and
WHEREAS, both condensing units have experienced significant failures, and are approaching
the average life expectancy of twenty years as tracked by industry standards of the American
Society of Heating and Air Conditioning Engineers (ASHRAE); and
WHEREAS, staff is proposing to have one 20 ton and one 40 ton high efficient R410A
condensing units and evaporator coil systems installed; and
WHEREAS, this project is proposed to be financed from the Building Facilities Fund.
NOW, THEREFORE, BE IT RESOLVED city staff is authorized to proceed with the
following:
• Purchase the condensing units and evaporator coil systems directly from the
manufacturer.
• Contract with NAC Mechanical and Electrical Services to prepare the plans and
specifications for this project for an amount not to exceed $3,200.
• Solicit, receive, and open bids.
• Present the installation bids for City Council consideration at the August 8, 2016 City
Council meeting.
Adopted by the Lino Lakes City Council this 11th day of July, 2016.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Kusterman and was duly seconded by Council Member Manthey and upon
vote being taken thereon, the following voted in favor thereof:

TOPIC: Consider Resolution No. 16-72, Authorizing the
Replacement of Two Air Conditioning Systems at the Civic
Complex
VOTE REQUIRED: Simple Majority
BACKGROUND
City Staff is requesting City Council approval to replace two air conditioning systems at the
Civic Complex. Both condensing units have experienced significant failures, and have faulty first
stage compressors, limiting the air conditioning capacity to only 50%. Estimated repair costs
exceed $45,000. Both units are approaching the average life expectancy of twenty years as
tracked by industry standards of the American Society of Heating and Air Conditioning
Engineers (ASHRAE). The Montreal Protocol on Substances that Deplete the Ozone Layer calls
for the phasing out of R22 refrigerant (which our current system utilizes). No new or imported
R-22 will be allowed in the United States on or after January 1, 2020.
For the above reasons, we are proposing to have one 20 ton and one 40 ton high efficient R410A
condensing units and evaporator coil systems installed. R410A is the new, non -ozone depleting
product that replaces the R22 refrigerant system. High efficiency utility rebates ($2,800 - $3,500)
are currently available.
Staff is recommending the following process:
1. Purchase the condensing units and evaporator coil systems directly from the
manufacturer (rather than from the contractor who will conduct the actual installation).
Projected cost is $50,000 - $55,000. The City will realize a savings in excess of $10,000
in mark-up and sales tax savings.
2. Contract with NAC Mechanical and Electrical Services to prepare the plans and
specifications for this project for an amount not to exceed $3,200.
3. Solicit, receive, and open bids.
4. The City Council considers awarding the contract to the lowest responsible bidder at the
August 8, 2016 City Council meeting.
Funding for this project is from the Building Facilities Fund.

Approve Resolution No. 16-72, Authorizing the Replacement of Two Air Conditioning Systems
at the Civic Complex
