CALL TO ORDER: Mr. Heiskary called the Lino Lakes Environmental Board meeting to order at 6:33 p.m. on July 27, 2016. 2. APPROVAL OF AGENDA: ADDED: D. Blue Heron Days E. Corn Roast Ms. Andrzejewski made a MOTION to approve the Agenda with the above changes. Motion was seconded by Ms. Kaufenberg. Motion carried 6 - 0. 3. APPROVAL OF MINUTES - POSTPONED 4. Chavez Preserve, Site Plan Review The proposed Chavez Preserve development is a 2.40 acre proposed Residential development. The project is located north of White Pine Road, west of Laurene Avenue, and south of Baldwin Lake. The submitted survey is showing six single family lots, of an average size of 15,854 sq. ft. The project is located in the shoreland overlay district of Baldwin Lake. The project is in a Moderate amount of vulnerability to ground water pollution — Drinking Water Service Management Area. Soils Soil boring information must be made available to the city for review. Shore Land Overlav District Set back is not an issue with this project Threatened and Endangered/Unique Resource Considerations There are no Threatened and Endangered species on this property. Stormwater Pollution Prevention Plan Before ground disturbance occurs, all Minnesota Pollution Control issues for Construction Permit must be in place including a designated and certified inspector for the project. Stormwater Management There are two ponds proposed for the north side of the property and a rain garden proposed for the south side of the property. None of the ponds are suitable for infiltration in that the water tables are too high. The developer is proposing NURP and drainage to the NW in the NW corner pond and to the North in the East side pond. Drainage must not exceed existing rates of discharge from the site or allowable volumes. Proof that water leaving the site on the north side will not create wetter conditions for residents downstream. The south side has a rain garden designed into it. This rain garden is for rate control only. Staff is proposing they move this rain garden between the two ponds on the north and create an inflation train. DRAFT MINUTES Evironmental Board July 27, 2016 Page 3 Floodplain Review The floodplain model completed in the resources management plan shows this area as highly suitable to development. Drinkiniz Water Protection The eastern half of the site falls into the "moderately -susceptible to groundwater contamination" designation. Water tables are high enough in this area to make infiltration infeasible. Standards call for at least a 3 foot separation from the bottom of infiltration ponds to the water table. The developer is calling the ponds on the north side NURP. Since these ponds will be designed into the water table, a clay liner should be applied to prevent surface water contamination to the ground water. Tree Preservation The tress that are proposed for removal are in the basic use area and are allowed to be removed without replacement Wetlands No wetland on the property. Landscape Plan Discussion and Recommendations As with all past projects the City has required the escrow of enough money to plant one boulevard tree per lot frontage. The exact seed mixture must be approved by the city and applied by an approved contractor that is knowledgeable in the cultural practices of native plants. A three year maintenance plan must be submitted for the native seed area. The plan must be approved by the City. Trees planted in the native seed areas must be fire tolerant. Burr Oak and Swamp White Oak should be used. Ms. Kaufenberg asked for clarification of the clay liner in the pond. Mr. Sullivan questioned if there is room in the back of the lots for a rain garden. Mr. Heiskary agreed with the recommendation of having the rain garden in the rear of the properties if it was made to be narrow. Ms. Bor would like the staff to consider that there should be safety features around the ponds DRAFT MINUTES Evironmental Board July 27, 2016 Page 4 Mr. Asleson said that we can recommend the rain garden in the rear of the lots but Community Development would have to see if it will work. It is not a filtration rain garden but it would be a rate control rain garden. Recommendation Approve Chavez Preserve with the clarification of wetland issues and recommendations presented in this report and additional recommendations of the Environmental Board. Ms. Andrzej ewski MOTIONED to approve the Chavez Preserve with recommendations. Motion was seconded by Ms. Kaufenberg. Motioned carried 6-0 B. Eagle Brook Church, Addition Review The proposal is for a 5574 square ft. addition to the existing church campus. The addition will support the Church technical services. No additional seats will be added to the church worship area. Nothing has changed with Threaten and Endanger on the site, but within a 1/4 mile is the Heron Rookery. Ms. Bor mentioned that there is a family of Sandhill Cranes in that area as well as Native Americans sites that were assessed during the EAW AUAR The addition to Eagle Brook Church is being reviewed for consistency with the AUAR by WSB. Should be done by August 25 and then the staff will have input Stormwater Curve number is 62, after the building it changes to 67. A small stormwater pond is proposed for the site to compensate for the difference in runoff. RCWD and WSB will review for pond design performance requirements. Wetlands There are no wetland impacts. Landscaping Landscape materials submitted are all appropriate materials and none are invasive. All sodded and turf -seed areas must be irrigated. Ms. Bor stated that there is a neighbor to the north and this should be discussed with them. DRAFT MINUTES Evironmental Board July 27, 2016 Page 5 Mr. Asleson will make sure that person is contacted. Ms. Bor asked about the lighting with the new addition. Mr. Asleson said that the lighting will remain the same. Ms. Bor suggested to make sure if in the future the paved surface increases the use of material that are best for drainage be considered. Also the parking lot is not to exceed 10 acres. Ms. Gari Pisca was present, she is the Executive Director of Expansion at Eagle Brook Church. She is aware of the heron rookery and will communicate with Mr. Asleson when construction starts. Ms. Andrzejewski MOTIONED to forward the Eagle Brook Church Addition Review and recommendations on to Planning & Zoning Board and City Council. Motion was seconded by Mr. Schwartz. Motioned carried 6-0 6. DISCUSSION ITEMS A. Lino Lakes Bird Talk Ms. Kaufenberg and Mr. Asleson had a conference call with Ms. Bryand to discuss the bird presentation. It will be on Wednesday, September 28 at 6:30pm with the Environmental Board meeting following. The talk will be open to the public and will be advertise on the reader board and city's web site. It was too late to be in the Fall Newsletter. Also a link to Ms. Bryand's website could be included. B. Peltier Lake Draw Down Mr. Heiskary handed out information titled Peltier Lake Drawdown Landowner Approval Packet. The purpose of the drawdown is to improve the overall water quality in Peltier Lake by allowing near -shore sediments to freeze, dry out, and kill curly leaf pondweed, as well as re oxygenate and consolidate sediments for native plants. Rice Creek Watershed District sponsored two meetings, the first meeting during the day was for affected cities officials. The evening meeting was for affected property owners. Mr. Heiskary felt that everyone are now pretty well informed. People are worried about ATV's running through the area. This is prohibited and conservation officers are aware of it. DRAFT MINUTES Evironmental Board July 27, 2016 Page 6 The draw down will start in mid-September and will take about 51 days for the lake to go down about 3 ft. A draw down consist of removing the stop logs from the dam. This method will only expose 50 — 75 feet or so of shore land of the affected homeowners. Then in mid-March (after the ice out), the stop logs will be replaced in the dam and the lake will be allowed to fill to its normal water level. Ms. Bor asked if there is going to be a drop in the fish population. Also thinking about the herons coming back around March 15. Mr. Heiskary mentioned that there are going to be aerators to help with the fish population. Ms. Bor questioned if this has been does been before. Mr. Heiskary answered yes this is done usually to shallow lakes and waterfowl lakes. It is the most economical way to improve the quality of a lake. Mr. Heiskary mentioned that 75 % of the effected homeowners must sign by the end of July 15 for them to move ahead. Most residents seem to be in favor of the drawn down after their questions got answered. C. Recycling Updates Ms. Nan Jin, the recycling intern, introduced herself to the board. Ms. Jin said that organics recycling program has 138 residents signed up. The complaints have been the smell in the immediate area of the organic recycling containers in the park Mr. Asleson mentioned that there is now three containers at Marshan Park and Birch Park could use another container and he would like to start a program at Clearwater Creek Park. He stated that if it is picked up more often the cost will go up where adding a bin does not change the price. Mr. Asleson stated that there will be someone from Anoka County may attend our August Environmental Board meeting. And maybe we should have some questions for them and email the questions to him. D. Blue Heron Days The parade is held on Saturday, August 20 and we are still in need of people to help with the clean up after the parade. DRAFT MINUTES Evironmental Board July 27, 2016 Page 7 Mr. Asleson mentioned that if anyone knows of a scout troop, youth or church group that is willing to help that would be great. We are in need of people to walk the parade route after the parade to collect recyclables and garbage. E. Corn Roast Will be held on July 28 from 5:30 to 8:00pm at Sunrise Park. There will be organics collected on site. Mr. Sullivan, Ms. Jia as well as people from Anoka County there to help educate the public on organic recycling. 7. ADJOURNMENT Ms. Andrzejewski made a MOTION to adjourn the meeting at 7:50 p.m. Motion was supported by Ms. Kaufenberg. Motion carried 6 - 0.
