1. CALL TO ORDER:
Mr. Heiskary called the Lino Lakes Environmental Board meeting to order at 6:30 p.m.
on September 28, 2016.
2. APPROVAL OF AGENDA:
Mr. Sullivan made a MOTION to approve the Agenda. Motion was seconded by
Ms. Klebba. Motion carried 5 - 0.
3. APPROVAL OF MINUTES
August 31, 2016
Ms. Andrzejewski made a MOTION to approve the August 31, 2016 Meeting Minutes.
Motion was seconded by Ms. Klebba.

5. ACTION ITEMS
A. Lino Lakes Elementary Renovation
Lino Lakes Elementary School was originally built in 1957. This renovation project will
result in an additional 4 classrooms totaling 7800sf to the building. There will also be a
large gathering space at the front/south side of the building and an outdoor classroom to
the west side of the building.

Grading Plan and Stormwater Management

On the 19.99 acre site, a drainage area of about 6.01 acres was included in the site
hydrological analysis. 1.34 acres of disturbed area is pervious area that will be replace to
match existing conditions.
The proposed site BMP's will consist of an infiltration basin for treatment, volume
control and rate control prior to discharging to the wetland to the north. The
reconstructed parking lot and the building addition will convey stormwater to the
infiltration basin using a storm sewer pipe system. The proposed site contains 46.3%
impervious surface area. Which includes the reconstructed portion of the parking lot and
roof drains that are being captured by the storm sewer system.
Ms. Kaufenberg inquired about the drainage of the impervious surface area and the
presence of infiltration ponds.
Mr. Mantel explained how the infiltration ponds will capture the required 1.1 inches of
rainfall over the new/reconstructed impervious surfaces on the site and the downspouts
from the building with a maximum drawn down time of 48 hours.
The proposed site contains two drainage areas. One area is the area where the new
infiltration pond will be placed. There will be a storm manhole directly upstream of the
infiltration basin and will include a 3 foot sump and energy dissipater with skimmer for
pretreatment. The other drainage area will flow offsite to the north.
A stormwater maintenance agreement will be required.
Soils
The soil also meet the infiltration standards for infiltration ponds. That is, it is an
assumed infiltration rate of 0.45 inches per hour based on the soil borings.

Wetlands
The project does not appear to be impacting any wetlands.
Floodplain
There is Zone A floodplain along the east side of the site but there are no impacts.
Trees Preservation
Recommend moving the Arbor Day trees. In order to save the Arbor Day trees from
destruction, it is proposed to move these trees out of grading area
Ms. Klebba asked if moving the Arbor Day trees is fusible
Mr. Mantel said yes it has been mentioned by Marty and also the school district. They
will be talking to the contractor about moving the trees to a safe location until the
construction is done.
Landscaping
Proposed landscape plants (trees and shrubs) are all appropriate plant materials.
Native seed mixes for the pond and upland areas must be approved by the city.
Recommend a short native mix for the upland area.
Ms. Andrzejewski motioned to forward the Lino Lakes Elementary School site plan to
the Planning and Zoning Board and City Council with our recommendations and
comments. It was seconded by Ms. Kaufenberg. Motioned carried 5-0.
6. DISCUSSION ITEMS
A. Birds in our Backyard
Mr. Heiskary thought that it was a good presentation and nice to see extra people in
the audience.
Ms. Kaufenberg said it was very informative.
B. Peltier Lake Drawdown, Update
There has been two slabs of the dam removed, but now with the addition rain the lake
has now risen to the top of the dam.
Mr. Heiskary said that the shoreline is where the majority of the curly weed is
saturated. So just to get the shore line exposed is great.

Ms. Kaufenberg wanted to know if drawing down the lake is a yearly event
Mr. Heiskary mentioned that this project will be watched and Anoka County will see
how this project goes.
Ms. Klebba — thought that the drawn down information should be posted on the city's
web site.
Mr. Asleson stated that if this draw down work's there will a big improvement with
this lake and also with the Chain of Lakes.
C. Recycling Updates
Next recycling Saturday will be October 15.
Mr. Sullivan inquired if the Recycling Saturdays continue all year.
Ms. Jin answered that it does except for August because of Blue Heron Days
Celebration. Also Organics Recycling now has 138 residents signed up in the
program.
7. ADJOURNMENT
Ms. Andrzejewski made a MOTION to adjourn the meeting at 7:53 p.m. Motion was
supported by Ms. Kaufenberg. Motion carried 5 - 0.

MEETING DATE: November 30, 2016
REQUEST: Review for Century Farms North 7th Addition
APPLICANT: Lino Lakes Townhomes LLC
OWNER: Gary Uhde
PROPOSED DEVELOPMENT
This townhome project would complete the townhome buildout area of Century Farms.
See Map. Century Farms site development was previously reviewed by the
Environmental Board and comments and recommendations advanced to the City Council
and implemented into the plan. Therefore this review is to simply look at the two
remaining environmental issues; Landscaping, and Stormwater Pollution Prevention.
Landscaping
The Proposed Landscape Plan is attached.
With any of the Rosacea family species there is always concern for disease. The
proposed prairie fire crab is tolerant of rusts and bacterial fire -blight. The proposed
Showy Mountain Ash is not, and fire blight attacks most plantings I have seen in the
north metro area. Something else should be used in place of the Showy Mountain Ash if
it is used. The Showy Mountain Ash is on the plant pallet of the Landscape Design page.
Other species are ok.
As with any landscape project, if sod is designed into the landscape, irrigation is required.
A construction stormwater permit is required for this project. I have contacted Mr. Udhe
to find out the status of this permit for Century Farms 7th Addition. Status must be
documented before construction. The name, phone number, and certification of the
SWPPP responsible person must be received by the city before construction begins. A
weekly and post -rainfall inspection report must be received by email or other method or
work will be stopped. A follow-up correction to all discrepancies must also be sent to the
City on a weekly basis. Failure to recognize discrepancies and make corrections will

result in a stop work order for reevaluation of knowledge and tasks needed for NPDES
compliance.
Perimeter control and rock entrance must be installed prior to any work being done.
The location of the SWPPP must be onsite.
RECOMMENDATION
Approve Century Farms 7th Addition with the above recommendations and those of the
Environmental Board

summary used to be mandatory but now is optional.

TOPIC: Environmental Board Goals 2016/2017
BACKGROUND
2016 Environmental Board Goals were discussed at the December 16, 2015 meeting.
Based on the discussion at that meeting, the following proposed goals were set for 2016:
1. Promoting Environmental Stewardship with the citizens of Lino Lakes, and
conservation opportunities by communicating environmental initiatives in the city
using various means of communication such as:
• Mailings.
• Multi -media including social media.
• School "enviro- shows", promotion in schools.
• Partnerships with our two watershed districts.
2. Participate in Earth Day (April 23rd, 2016)
3. Participate in Blue Heron Days (August 20, 2016)
4. Recycling/Partner with Anoka County Recycling Resource Solutions to:
• Utilize County Select Committee on Recycling (SCORE) and Local
Recycling Development Grant (LRDG) Funds to the maximum extent
possible to increase our recycling totals.
• Work with local participating businesses on mandated business
recycling through Anoka County and "Waste -Wise" staff.
• Partner with our neighborhood groups to educate and start pilot
projects to recycle organics.
• Increase our volunteer base.
• Increase services available to residents at the monthly Recycling Day
event including additional paper shredding, events, hard drive
destruction and the Bridging program and or other charity
organizations.

• To meet or exceed our City recycling goal of 50 (1836 tons) percent or
greater of our municipal solid waste. Find innovative ways to promote
and encourage recycling as a city. Continue to look into ways for
school facilities to reduce waste and increase recycling, and continue
to enhance recycling efforts through grants from Anoka County
Integrated Waste.
5. Cooperate with Rice Creek Watershed District and Vadnais Lakes Area Water
Management Organization, and city staff to promote development that renews,
preserves, and restores surface water, lakes, stream and wetlands through project
review processes and public education.
6. Monitor any activity in the AUAR as well as other proposed development areas,
focusing on the values that citizens of Lino Lakes have expressed in the 20/30
vision for our city and the unique ecological aspects of our wetlands, lakes and
streams and subsurface waters, vegetation and wildlife populations.
7. Perform evaluation of past Environmental Board recommendations for
development projects. Review a sampling of a variety of projects by on-site
visits, discussion with city staff, and landowners, neighbors, on the outcomes of
the board's recommendations. If necessary, submit a summary of significant
findings resulting from the review in writing to the Community Development
Director.
8. Support Conservation Development within the city through site review processes
by incorporating The Resources Management System Plan components of the
City Comprehensive Plan. The use of the planning documents within the
Comprehensive Plan that enable Conservation Development include:
• The Lino Lakes Handbook For Environmental Planning and
Conservation Development,
• The Minnesota Land Cover Classification System and Natural
Resource Inventory for Lino Lakes
• The Minnesota County Biologic Survey
• The Lino Lakes Assessment of Existing Ecological Conditions and
Management Opportunities
• The Lino Lakes Handbook For Environmental Planning and
Conservation Development
• The Minnesota DNR Regionally Significant Ecological Areas
Assessment, Rare Wildlife and Plant Models built by the City
• The Lino Lakes Parks, Natural Open Space/Greenways, and Trails
System Plan,
• The I -35E Corridor Alternative Urban Area -wide Review (AUAR)

• The Rice Creek Watershed District/Lino Lakes Resources
Management Plan

• The Assessment of Development, Suitability and Natural Resources
Conservation Opportunities study,
• The City of Lino Lakes Local Surface Water Management Plan
9. Support the Community Garden site and continue the partnership with Park
Department to manage the Community Garden site.
10. Do an annual review/update in regards to the Lino Lakes EAB Implementation
Plan. Offer residents opportunities for tree purchasing and possibly tree
treatment.
11. Continue to work on Wollan's Park Wetland bank to achieve wetland bank credits
by the end of the year 2019 and investigate new banking opportunities.
12. Continue to monitor the Heron rookery and water quality in the northern one third
of Peltier Lake and to support the protection of resources in that area. Update
Council on these matters. Recruit new volunteers to help with rookery
maintenance and monitoring.
We need to set Goals for 2017 and bring them to the City Council in January or February.
Please bring your thoughts to the November 2016 Environmental Board Meeting on
setting these goals.
