Review St. Clair Estates Development
Chair Lindy requested Rick DeGardner to introduce theNew Business . Mr . DeGardner
described St . Clair Estates as a proposed 35 single fanny dome residential subdivision
located north of Birch Street and east of Hokah Drive; `This development borders the
Rick Creek Chain of Lakes Regional Park Preserve . A future park has not been identified
near the St . Clair Estates Development, nor ' are> any additional -trail segments at this time
in our Parks , Natural Open Space/Greenways and Trail System an. City Staff has
recently received inquiries from residents' requesting a mini-park%within the St. Clair
Estates development as well as a possible trail . connection to the Rice Lake Elementary
and Rice Creek Regional Park. Preserve traa_lsIV IV

Possible Mini-Park
Mr . DeGardner stated that the upland area for St. . Clair estates is 16 . 87 acres . Statutorily,
the City could require` l0 ;percent inland dedication�which would amount to 1 . 687 acres
in park land . The City would then have to compensate the developer a fair market value

of the land and seek additional funding for, `park development .
Possible ';Trail Access to Rfj or; Regional Park
Mr DeGardner described fYvo possible trail options . He stated that he received
indications from Anoka County :that they would be willing to work with the City if we are
interested in moving forward to try. to provide a trail connection to the Regional Trail and
Park Reserve .
L Trail AccessAo Regional Park - The first option would be to request a trail easement
through Outlot `A br) Lot 3 . (Preliminary Plat drawing of St. Clair Estates presented
to board for review) . An easement or land dedication would be needed to create the
trail corridor .

2 . Trail Access to RLE Trails - The second option is near Outlot C farther south in the

development. This would require an estimated 500 feet of boardwalk which would be
through a wetland area . Mr . DeGardner stated that a rough estimate for completing a
Boardwalk is $ 100 to $ 200 dollars a linear foot . With this option there would have to
be adjustments made to the preliminary plat for access and may possibly eliminate a
potential lot for the developer . He also stated that the park dedication dollars for this
development could go towards the boardwalk as a possible option . In addition, we
would need to seek permission from the Centennial School District .
Developer Jamie Jensen was present to represent .St: Clair Estates . He informed he would
be willing to consider option 1 and an easement ' through Outlot A, Lot 3 . As far as

Option 2 , Mr . Jensen was concerned about the width of the access needed and the
distance involved . He also advised that'h0,`is familiar with Rice Lake Elementary School
trails and considers it a short distance from `the development locationVaait stands .

Mr . Jensen informed the Boardthat he is proposing to run a 10 foot asphalt emergency
exit roadway with a semi-removable barrier that could be knocked down in an emergency
situation from the cul -de- sac thatwould connect to Birch Street . It ' s secondary purpose
would be used as a ,walkway fron ' tlie development to Birch Street and could used by
pedestrians to access V Bircl Street . If

Huelman seconded the MOTION . All members in favor and MOTION carried .
City Staff will be forwarding the recommendation to the Planning and Zoning Board at
their next meeting date of June 8 , 2016

Get moving with Traditional Tae Kwon Do . Learn how to Punch , kick and defend yourself with this form of Korean martial Arts . Tae
Kwon Do teaches courtesy, perseverance, self-control , as well as endurance, balance, and flexibility. This class is open to 6 year olds to
adults . Our beginner class is designed for everyone and will work in small groups to focus on varying skill levels . Our advanced class is
designed for students that would like to further their skills in Tae Kwon Do . Students must have completed the beginner class with us
to be able to attend the advanced class . Uniforms ( Dobok) are available for purchase from the instructor, but are not required . If you

Wish Upon a Ballet — 3 to 6 year old Boys and Girls
Wish Upon a Ballet is a dance program for children that incorporates popular children ' s stories as well as ballet stories to create a
dance class that is more than ballet steps . Using Musical instruments, parachutes and scarves, we will create a compete fair tale expe-
rience while we skip, leap, jump, and spin . This way, an introduction to movements and vocabulary of ballet are taught in a fun and
creative manner. Stories and songs are always entertaining and preschool friendly . Children will learn an appreciation of dance and
music while developing strength and flexibility . Parents, family and friends will b invited to observe a special performance at the end of
each session . Come join the fun ! Girls and boys will need ballet shoes . Girls should wear leotard and tights . Bays should wear com -
fortable clothes they can move around in . Shoes will be available to order at the first day of class for an extra fee .

NFL Pepsi Punt, Pass , and Kick Competition — 8to15 year old Boys and Girls
Join the Lino Lakes Parks and Recreation Department in conjunction with Pepsi ® and the NFL® for the NFL Pepsi Punt, Pass and Kick
Competition ® . This FREE exciting event allows boys and girls to showcase their football talents in punting, passing and kicking with
scores being based on distance and accuracy. Each participant' s scores will be matched up with other participants in their age group .
The age groups are separated by boys and girls divisions for 8 -9 , 10- 11, 12- 13, and 14- 15 . Age classifications is as of December 31,
2016 . Each child will receive a participant certificate with winners of each group receiving ribbons . Winners of this local competition
will advance to sectional championships at a later date . PLEASE pre - register by Thursday, September 15th by mailing, faxing or drop -
ping off your entry form and Release of Liability form to the Lino Lakes Parks and Recreation Department, 600 Town Center Parkway,

Winding Roads & Sips of Wine — Adults
Fall is a beautiful time of year to witness the upper Midwest 's most glorious landscape, as rich autumn hues begin to make their presence .
From Prescott to Pepin we' ll travel on Wisconsin Highway 35, positioned along the Mississippi River and Lake Pepin . We will make a stop
at Maiden Rock Winery & Cidery which offers a tasty experience with country charm where we will get so sample some of their prod -
ucts . We will make a brief stop at Laura Ingalls Wilder' s birth cabin (weather permitting ) and after lunch we will have some to visit
the Pepin Country Shop, an inviting market with lots to offer. Our next stop will allow us to experience the great wine tradition of
Southern Europe at Villa Bellezza Winery & Vineyards . An in -depth tour of their grape vineyard and wine producing process will be
followed by wine sampling . As we head home, we will make our last stop in Stockholm . Lunch at the Pickle Factory is included with
choice of BBQ Sandwich with potato salad and baked beans, Fiesta Chicken Salad , Vegetarian Fiesta Salad , or Roast Beef Dinner with
mashed potatoes, gravy and vegetables . We will be stopping at several gift shops along the way . Please feel free to make purchase

We are looking to put together a list of volunteers that would be willing to help at various events and activities within the city through -

This list could then be presented to the City Council during future budget processes for
consideration of funding .
The Park Board may first want to discuss what process they want to undertake to
