17 Review Regular Agenda of November 28, 2016 —

19 Item IF - Flex Spending Account Amendment — Administrator Karlson explained that
20 this action would change the City's policy on the flex spending account by increasing the
21 maximum contribution. Council Member Kusterman noted that he would report back on
22 the possibility of a law change that allows some rollover of those funds.

24 Item 2A — Fee Schedule — Finance Director Cotton explained that staff is recommending
25 approval of 2nd Reading and adoption of the ordinance that will set city fees for the
26 coming year. She briefly reviewed the proposed changes.

28 Item 3A —Code Amendment Regarding Advisory Board —Administrator Karlson
29 explained that this ordinance amendment would increase the quarterly stipend paid to city
30 advisory board members.

32 Item 4A — Public Safety Grant for 2017-2018 — Public Safety Director Swenson
33 explained that this action would accept state grant funds for one police officer and related
34 expenses, including an annual conference.

36 Item 4B —Accept Donation for Canine Unit -Public Safety Director Swenson reviewed
37 the circumstances and source of this donation (the actual donor wants to remain
38 anonymous).

40 Item 4C —Promotion to District Fire Chief —Public Safety Director Swenson reported
41 that he is recommending the promotion of Mr. Frid to fill a vacant district fire chief
42 position. Mayor Reinert asked if there is a compensation schedule at this time and Chief
43 Swenson explained that this individual would be paid as an on -call fire fighter along with
44 a monthly stipend. Council Member Rafferty asked that that type of information be
45 included in future staff reports for council's benefit.

47 Item 4D — Promotion to Deputy Director — Police Division — Public Safety Director
48 Swenson reviewed his recommendation to promote Kyle Leibel to the open position.
49 The recommendation is based on the results of a thorough promotional process. Mayor
50 Reinert asked about the difference in compensation and Chief Swenson explained that
51 this individual would move to Step 5 based on coming from the Police Sergeant's union
52 scale and also this will be a salaried position. Council Member Rafferty remarked that it
53 would be nice to see the individual present for introduction and any questions. Chief
54 Swenson noted that Kyle will be coming in for a ceremony after this is approved. Mayor
55 Reinert suggested changing that procedure because sometime there could be a request to
56 approve an individual the council doesn't know; not the case here, but it could be. This
57 is a high level position so he thinks the council would benefit from that opportunity. The
58 council concurred that, in this case, they are comfortable moving forward.

60 Item 4E — Donation of Seized Property — Public Safety Director Swenson explained that
61 staff requests authorization to donate a group of bicycles that are forfeited and are not
62 needed. The City Code allows this type of donation. The bikes would be donated to an
63 organization the department has worked with before.

65 Item 6A —Approving Payment for 2016 Mill and Overlay Project— City Engineer Hankee
66 reviewed the request to make final payment on this project. She explained the areas
67 included in the project. Staff is comfortable making the final payment.
