Call to Order and Roll Call The September 12, 2016 City of Lino Lakes Park Board Meeting was called to order by Chair George Lindy. Matt Koehn has moved out of the City and will no longer be eligible to be a Park Board member. 2. Setting Agenda The Agenda was approved as presented. 3 . Approval of Minutes : June 6, 2016 Pat Huelman made a MOTION to approve the Meeting Minutes from June 6, 2016 Richard Jensen supported the MOTION. All in favor and MOTION carried. 4 . Open Mike There was no one present for Open Mike . Open Mike was closed. Park Board Minutes September 12, 2016 Page 11 i i 5 . New Business Review Dedicated Parks Fund Mr. DeGardner reviewed the Dedicated Parks Fund. He summarized that Northpointe will begin construction in the spring of 2017 . He noted that the dedicated park funds from Saddle Club located south of Birch Park will be designated for future improvements r in Birch Park. Mr. DeGardner explained that funding sources for Parks are still very limited. The City Council also is deducting $ 50,000 each year for the payoff of an internal city loan for the ! 58 acres of land that the fire station was built on. They may recoup some of this revenue in the future but that is uncertain at this time. Review Upcoming Recreation Programs i Chair Lindy stated that the Board could review the included Upcoming Recreation Programs Update prepared by Recreation Supervisor Ali Lukin on their own time in the i; future. 6 . Prioritize Parks and Trails Projects , • Current Parks and Trails Map provided to Council for review. This map is currently being updated by City Staff. • Summary of Needed Park Improvements Discussed. Clark Gooder inquired of Park Supervisor Mike Hellman how he would prioritize the most needed park improvements. Mr. Hoffman replied that Arena Acres tennis courts need to be completely replaced or removed. He noted that all the playgrounds within the City are aging and they are successfully maintaining them to a safe condition. Repairs are currently being funded by the Parks Maintenance budget. He stated that 20 years is the average lifecycle of a playground and many of our parks are reaching this age. • Identified Potential Trail Projects. The Board discussed that our trail system is also aging and we need to review and prioritize some of these segments as well. Analysis and input on what trail segments need to be prioritized for risk and safety concerns is currently under review. This will be completed by City Staff and Engineers and cost presented to the Board in the near future. Park Board Minutes September 12, 2016 P a g e t i f • Existing Playground Equipment Replacement Timeline was reviewed. Mr. DeGardner said that without a definite funding mechanism this would not be a beneficial use of the Board' s time at this point. Mr. DeGardner wanted to make it clear to the Board that any existing trail safety concerns will be addressed by staff within the general fund and not put toward the dedicated park fund. He added that playground structures that fail safety criteria will be removed without replacement. After discussion, it was the summary of the Park Board to identify and then prioritize any trail segments and unsafe park structures for cost analysis. Mr. Hoffman also noted that boardwalks should be included and should be considered as well. The Board asked Mr. Hoffman to identify 2 playgrounds that are in the roughest shape. Mr. Hoffman replied, Sunset Oaks Park and that the usage is low for that park due to demographics of the neighborhood. Arena Acres Park, because of the extremely poor condition of the tennis courts. George Lindy requested a list of trail cost estimates and identified segments that they could review emailed to them before the next Park Board meeting. Clark Gooder asked if the City has demographic information available that could be provided before the next meeting. Andrew Levi mentioned a Safe Routes to School Program through the County that he will check into for a possible funding source and to see if it would apply. 7 . Old Business There was no old business brought forward for review. 8 . Next Scheduled Park Board Meeting Pending new business the next scheduled Park Board meeting is for October 3 , 2016. 9 . Adjourn Chair Lindy left the meeting early so Pat Huelman made the MOTION to adjourn. Richard Jensen seconded the MOTION, all in favor and meeting adjourned at 7 :40 PM. Submitted by, Heather Robinson Administrative Assistant Public Services Park Board Minutes September 12, 2016 Page 13 CITY _ " OF N I< ES F DATE : February 6, 2017 TO : Park Board Members E FROM : Rick DeGardner, Public Services Director RE : Centennial School District Facility and Field Rental Charges i is I want to make the Park Board aware of some recent changes to our use of the Centennial School District' s (CSD ) indoor and outdoor facilities. i i Commencing with the start of the 2016-17 school year, CSD is charging Lino Lakes Parks and Recreation Department ( LLPRD) rent for use of their facilities . Previously, LLPRD was only charged when additional charges were incurred ( i . e . custodial or site supervisor expenses) such as requesting gym time on the weekend or on school-out days. Here are some examples of recent facility charges incurred : Gobbler Games $ 264 Open Volleyball $ 78 per night Tae Kwon Do $40 per night Raising the class fees to cover these hefty rental charges is not realistic. Therefore, we plan on moving several youth instructional classes . For example, Tae Kwon Do classes will be now held at the Senior Center. It's quite possible that we will no longer be able to offer some of our instructional programs . I have included a LLPRD Indoor Programs Financial Summary of recent/current programs for reference. In addition, starting May 1, the CSD will be charging LLPRD $ 10 per participant for any outdoor field use . Here are some projected charges based on 2016 enrollment numbers : Fall Soccer $ 3, 310 T- Ball $ 1, 210 Blue Heron Days Softball Tournament $ 1, 440 Tennis Lessons $ 1, 050 Attached is a summary of 2016 participation numbers for outdoor programs conducted at CSD sites . Mr. Brian Hronski, Recreation Supervisor, and I met with Mr. Brady Hoffman, Executive Director of Business Services, and Ms. Cory Sendle, Director of Community Education on i January 19 to discuss these new policies. Interestingly, we were made aware that the CSD will not be charging youth sports associations for field use, even though the LLPRD has the similar purpose of providing leisure programs for area residents lie , Youth Soccer, T-Ball, Softball, etc. ) . Obviously, these new policies will have a significant financial impact and therefore affect our ability to provide a variety of leisure programming opportunities for area residents . We inquired during the meeting if the CSD would be interested in offering any programs that we will no longer be able to afford . They did not think that would be feasible . LLPRD has spent $70, 000+ on a variety of equipment for CSD fields including soccer goals, bleachers, bases and anchors, etc. (see attached sheet) . In 2003, the City paid for the installation of the full-size basketball court at Rice Lake Elementary School . We will need to evaluate whether some of these assets need to be relocated throughout our parks system . Moving our programs from CSD fields to city-owned fields will impact youth sports associations. For example, historically our T- Ball program had been conducted at CMS #2 and Blue Heron Elementary so Centennial Little League can utilize Sunrise Park #3 and #4. With expected CSD rental charges for T- Ball around $ 1, 200, we may need to relocate T- Ball to Sunrise #3 and #4, displacing Centennial Lakes Little League . Also, we had provided painting/striping services (for a fee ) on CSD property for Centennial Soccer, Centennial Lacrosse, and Centennial Baseball . LLPRD also coordinated the placement of portable restrooms . Both of these services will no longer be provided by LLPD . ! Construction of Phase 1 (60 units ) is currently underway. We are working with Anoka County Parks to develop a neighborhood park adjacent to the YMCA on Regional Park property. We are looking to create a more " natural' type feel that would aesthetically fit with the natural surroundings. The YMCA has expressed interest in evaluating joint partnership options that will provide leisure opportunities for their members. t'!
