ADJOURN CITY OF LINO LAKES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MINUTES DATE: February 02, 2017 MEMBERS PRESENT: Thomas Colgan, Jim Schueller, Nathan Vojtech, Chad Wagner, Patrick Kohler MEMBERS ABSENT: Julie Schwartz, Don Johnson, Lou Masonick, Michael Ruhland OTHERS PRESENT: Michael Grochala, Alex McKenzie APPROVAL OF MINUTES It was moved by Mr. Voj tech to approve the minutes from December 01, 2016. The motion was seconded by Mr. Wagner and passed unanimously. DISCUSSION ITEMS A. BRE Program -Implementation Process Mr. Grochala gave an overview of the Business Retention and Expansion (BRE) Program. The plan is to implement this program in the coming months with volunteers from either city council or EDAC members to assist staff visiting a handful of businesses. The goal when visiting these businesses is to assess their needs, thoughts, attach a face with the City and provide the businesses with contacts and different services that are available to them. B. Comprehensive Plan Update -Economic Development Plan, Goals and Policies The 2040 comprehensive plan update process is beginning. The timeline for completion is a year and a half to two year process with WSB and Landform being our consultants. The City will be using the various advisory boards as public outreach mechanisms. EDAC will be discussing the economic development portion of the plan, reviewing if the stated goals and polices are still relevant and attainable. C. Project Updates Mr. Grochala briefly gave updates on project consisting of the United Properties building in Clearwater Creek is very large and awesome and the Woods Edge Townhomes first building shell is constructed. 2016 was a very busy year, in terms of projects and new construction of homes. ECONOMIC DEVELOPMENT ADVISORY COMMITTEE AGENDA ITEM 3A STAFF ORIGINATOR: Michael Grochala EDAC MEETING DATE: May 4, 2017 TOPIC: Great River Energy Data Center Site Assessment Program BACKGROUND As technology continues to evolve and our reliance on the computer and internet or "cloud" based platforms continues to expand, so does the need for data collection, processing and distribution. "Data Centers" are a centralized location to house this information. Web sites, email, cloud storage and applications, e-commerce transactions, and online gaming all utilize the servers and processor located in these facilities. While data centers do not create a high number of on -site jobs they are typically high value capital investments with low service impacts. From an economic development viewpoint they offer a high value opportunity to expand and diversify the City's tax base. Upfront capital investment by these facilities can be in the hundreds of millions of dollars. Lino Lake offers some advantages for facility location because of our relative location to Minneapolis/St. Paul, availability of large land tracts, access to fiber and access to power supplies. Great River Energy (GRE) is a not -for -profit electric cooperative made up of 28 member cooperatives. GRE generates and transmits electricity for those members including Connexus Energy. Connexus serves portions of Lino Lakes including the 35E corridor. GRE established a data center site assessment program in 2014 with the goal of identifying suitable sites within their territory. Mr. Tom Lambrecht, from GRE, and Jim Gromberg from WSB & Associates, will be present at the meeting to discuss opportunities for Lino Lakes to get involved in this program. GRE site Assessment Supporting Documentation GREAT RIVER E NERGY®13 " �K� Great River Energy Economic Development — Data Center Site Assessment Program Proposed Site Identification / Delineation Proposed property must be a greenfield site of at least 20 acres in size, as demonstrated by an ALTA survey _ I conducted within the past 5 years. _ Absence of Floodplain No part of the site may be located in (or directly adjacent to) a flood plain Absence of Unavoidable/Unmitigable Wetlands The proposed site must comprise at least 20 contiguous acres that are developable and not affected by known wetlands; or, approved wetland mitigation plans that would allow for development of at least 20 contiguous acres of land on the site must be submitted to supplement the RFI I response Easements / Contracts Man-made Hazard Electric Power Infrastructure Site must not be intersected by a utility easement or any other kind of easement, right-of-way, mineral rights or any other land right contract that could impact development of a minimum of 20 contiguous acres for building pads Site must be at least 1 mile away from the nearest rail line Site must not be located in a flight path No chemical plants within 1 mile of the proposed site No nuclear plant within 10 miles of the proposed site Site must be within 2 miles or less of an existing electric transmission line (100kV or greater); Or alternatively, the site must be no more than 3 miles from two separate substations, each with at least 10MW of available capacity that could potentially be dedicated to the site Fiber Optic connectivity and surrounding infrastructure At least 2 fiber service providers must have existing fiber infrastructure in place within 5 miles of the site Commercial Airport Proximity Site must be within 100 miles of an airport with commercial service Environmental Assessment Site must have had a Phase I Environmental Site Assessment conducted by a certified professional within the past 5 years, indicating that there are no known environmental impediments to industrial development of the site Geotechnical Study Site must have had a Geotechnical Study conducted by a certified professional, comprising a minimum of 10 soil borings and indicating no presence of sink holes or limestone caves and suitable building conditions (including water content / water table depth) Archaeological / Historical Study Site must have had an Archaeological / Historical Study conducted by a certified professional, indicating that there are no known Archaeological/Historical impediments to i industrial development of the site Endangered Species Study Site must have had an Endangered Species Study conducted by a certified professional within the past 5 years, indicating that there are no known impediments to industrial development of the site related to Endangered es GREAT RIVER E N ERGY'© 4 Great River Energy Economic Development — Data Center Site Assessment Program Project D.cumentation: required supporting do Site Identification ■ Aerial photograph showing site boundaries and surrounding uses Site Site Plan, or if the site is part of a larger planned industrial park, provide Master Site Plan showing lot layout of Delineation I proposed site Aerial photograph showing site boundaries and identifying all uses of surrounding land ■ ALTA Survey completed within the last 5 years Ownership and Sale / ■ Existing documentation of title to the property (certificate of title) Lease of Land ■ Current asking price for sale or lease of the land to an industrial user ■ Documentation of current zoning of site and applicable zoning ordinance, indicating the suitability to support Zoning data center end use ■ or, a letter from municipal authorities communicating support for change of zoning and timing required for the process ■ Zoning map of the entire area proximate to the site, indicating existing or planned zoning for all parcels proximate to the site Surrounding Uses Submit a general location map of the site and the surrounding community (including existing road infrastructure and with boundaries indicated) Physical Characteristics Absence of flood plain ■ Submit a FEMA-produced FIRM map of area identifying exact position of proposed site Wetlands ■ Submit results of a wetland delineation report completed within the past 5 years covering the area of the entire site Easements / • Submit a map illustrating any easements, rights -of -way, mineral rights or any other contractual impediments Contracts that could impact development of the site in any way Topography ■ Submit a Topographic map with clearly defined contour intervals of 5' or less Environmental Characteristics ■ Submit Phase I Environmental Site Assessment results performed by a certified professional within the past 5 Environmental years Assessment Remediated sites provide completed Phase II and documentation of liability protection ■ Submit Geotechnical Study results indicating minimum of 10 soil borings;
