MINUTES

APPROVAL OF MINUTES
It was moved by Mr. Colgan to approve the minutes from October 06, 2016. The motion was
seconded by Mr. Vojtech and passed unanimously.
DISCUSSION ITEMS
Mr. Grochala provided updates on projects throughout Lino Lakes. The United Properties
distribution center is taking shape with walls up and roofing being constructed. D.R. Horton has
submitted permits to build a model townhome yet this year in Woods Edge. Don Julio’s opened
in November.
Mr. Grochala explained the staff has begun to think about items to update in the comprehensive
plan. Staff has begun to put together a table of total market values and commercial and industrial
values in Lino Lakes compared to surrounding communities. The City is in the middle range of
total market value, and staff in the future will be comparing taxable market values and other
criteria as the City looks to diversify the tax base. The City’s 2020 comprehensive plan had a
goal of 10% tax base for commercial and industrial businesses and the City is currently at 8%.
Analyzing the data will help determine a future direction and advantages of creating a new
businesses district/park type of zoning within the I-35E industrial/commercial corridor. Staff and
members discussed types of factors that effect tax rates and market values throughout the City
and ways to achieve stated goals.
Mr. Grochala displayed the Legacy at Woods Edge Development booklet, which includes
various population and community information, mainly focusing on the Legacy development
area. Now that the townhomes are being constructed there are still a couple of parcels that are

planned for development. The Town Square Block near the YMCA would be the next lot to
develop. The Urban Block is a large lot that would preferably be developed by one developer
because of the shared parking lot and lot sizes issues that may occur if one building were to
develop at a time. Mr. Grochala asked the board if it would be beneficial to hire a broker to help
attract buyer and market the available lots. Since development is happening near the site, it
would be a good time to try to get businesses/developers interested.
