Roles & Responsibilities
The Comprehensive Plan update is a significant project for the City. The Council Members and
Board Members play an important role, including:
• Guiding project planning.
• Helping set priorities.
• Reviewing project deliverables.
• Ensuring community engagement in the planning process.
• Sharing project information and obtaining feedback from the community.
The Planning and Zoning Board will serve as the working group for the Comprehensive Plan
Update. We will also bring information to meetings of the city’s various Boards and Commissions.
Individual members have the following responsibilities:
• Engage thoughtfully in the issues.
• Represent and advocate for the interests of his/her constituency as well as the interests of the city
as a whole.
• Share relevant information (historical, background) with the team.
• Assist in informing constituencies about the project.
• Recommend appropriate avenues for cost effective engagement with the community.
• Work to identify solutions to issues that arise, and openly/objectively discuss and evaluate those
options.
• Attend all meetings and review meeting agenda packet materials prior to the meeting.
• Help “staff” community engagement events, such as open houses, workshops, etc.

Small Group Discussion
Objective: To identify strengths and weaknesses in the current Lino Lakes 2030 Comprehensive
Plan.
1. What are Lino Lakes’ greatest strengths? What makes the City a great place to live? Please list
at least 5 things you think make Lino Lakes great. (Strengths can refer to the community, the
people, public facilities, natural resources, character, governance, etc.)
2. What are Lino Lakes’ weaknesses? Where does Lino Lakes fall short from your perspective?
What is missing that could better reflect the community vision?
3. What are the greatest opportunities in the community? What things do we do well already, but
could do better? What areas do we fall short in that we could be better at? Where are the greatest
opportunities for the community?
4. What are the threats that stand in the way of achieving the opportunities or maintaining our
strengths? What threatens the community or city from achieving their goals?

Vision 2040 Discussion
Objective: To define a vision for the Comprehensive Plan Update.
The vision is foundation of the Comprehensive Plan. While rooted in the reality of the community’s
past and present, the Vision is an aspirational statement that describes how the community will
look, feel and function in the next 20 years. It should define the character, values and priorities of
the Lino Lakes community in 2040. The Vision provides a framework that permeates the plan and
informs supporting policy and strategy decisions. The appropriateness and success of future
actions and programs will be measured by how well they support the Vision.
Current Comprehensive Plan—
Spotlight on 2030: The Lino Lakes Vision (Chapter 1, Page 1-12)
In the year 2030, Lino Lakes is a city of approximately 30,000 residents. It is a friendly, aesthetically
pleasing, and well-planned community that enjoys a rural ambience, carefully preserved and accessible
natural resources and environmental amenities, quality park and recreation facilities, good schools, well
maintained roads and infrastructure, and safe neighborhoods that offer a variety of housing to meet the
needs of all ages and lifestyles.
The predominantly residential city has provided for a well-planned mix of retail, dining and entertainment
activities that integrate into and serve the commercial needs of neighborhoods.
The city also enjoys a strong and diversified tax base, achieved through a balance of economic and
commercial activities, which are located in designated areas of the city. These activities provide a mix of
office, light industrial, high tech, professional and financial businesses, employment and service
opportunities.
Lino Lakes’ city government is fiscally responsible and a good steward of the community’s many municipal
assets. It provides efficient and cost-effective services from its highly-professional and service-oriented
employees. Citizen participation and input are sought to identify and address problems and challenges
through well-reasoned solutions. The city has a reputation for innovation and for sustain positive working
relationship among all elements of the community. Volunteerism and a strong sense of community and civic
responsibility enrich the city and the quality of life enjoyed by its residents.

2030 Vision for Parks, Trails, Open Space and Recreation (Chapter 2, Page 2-2)
The city has provided Lino Lakes residents with a comprehensive array of well-maintained parks,
interconnected trails, natural open spaces and greenways, and recreational opportunities for their
enjoyment and recreation. It also has preserved and enhances the community’s natural environment and
special character.
2030 Vision for Natural Resources and Amenities (Chapter 2, Page 2-3)
The unique and extensive natural resources and amenities which are highly-valued and enjoyed by the
community including wildlife, wildlife habitats, and other ecologically significant assets have been restore to
the fullest extent possible and preserved. This has been accomplished in part through the ongoing
partnership between Lino Lakes and the Rice Creek Watershed District which provides a conservation-
based framework for the city’s upland and aquatic resource management.
2030 Vision for Land Use Policies and Practices (Chapter 2, Page 2-4)
Lino Lakes has enhanced and preserved the quality of its natural resources and amenities and achieved a
well-planned community through anticipating, planning for, and balancing the needs for natural resource
protection with the need to accommodate growth.
2030 Vision for Other Ecological Challenges and Threats (Chapter 2, Page 2-5)
Lino Lakes, in anticipation of potentially devastating ecological threats and challenges that are imported to
the community, has initiated cooperative partnerships with the state and other local government entities
and programs for dealing with these threats.
2030 Vision for Community, Residential and Neighborhood Development (Chapter 3, Page 3-2)
Lino Lakes is a well-designed and aesthetically pleasing community that has retained its strong sense of
identity and pride, neighborhood orientation, and commitment to preserving its many precious and unique
natural resources and amenities. These assets contribute to the quality of life valued and enjoyed by its
citizens. The citizens of Lino Lakes have achieved, enhanced, and sustained their community, rich in
quality and spirit, through conserving and preserving that which they value and desire. They have achieved
this through sound comprehensive planning and accompanying official controls, and the creation and
application of strategic innovations in community planning and development.
