HomeMy WebLinkAbout2016-159 Council ResolutionCITY OF LINO LAKES RESOLUTION NO. 16-159 APPROVING COMPREHENSIVE SIGN PLAN AMENDMENT FOR SPIRIT HILLS CENTER (6505-6511 WARE ROAD) WHEREAS, Dan Lee, Spirit Hills Mall, LLC and Brian Hansen, Rice Creek Properties, LLC, property owners of Spirit Hills Center (6505-6511 Ware Road) requested an amendment to their Comprehensive Sign Plan; and WHEREAS, Section 1010.007(12) requires multi -occupancy businesses prepare a comprehensive sign plan for the entire building and these plans and amendments require Council approval; and WHEREAS, city staff reviewed the amended comprehensive sign plan and deemed it compliant with Chapter 1010: Signs. NOW, THEREFORE BE IT RESOLVED by The City Council of The City of Lino Lakes hereby approves the Comprehensive Sign Plan Amendment for Spirit Hills Center (6505-6511 Ware Road). Adopted by the Council of the City of Lino Lakes this 12th day of December, 2016. Amended -December 2016 prepared by Property Owners Dan Lee & Brian Hansen and the City of Lino Lakes 1 SECTION I INTENT AND PURPOSE Spirit Hills Center Sign Criteria is intended to provide guidelines for tenant identification that will present an attractive image and complement the architectural integrity and continuity of the business center. These criteria are intended to reduce clutter and provide strong, clear identification of businesses. Spirit Hills Center shall have consistent sign criteria governing the framework of sign plans used by each tenant to clearly and consistently identify them as a part of the overall development. SECTION II SIGN APPROVAL A. Landlord Design, content, and details of signs must be approved by the landlord and the City of Lino Lakes prior to fabrication and erection of signs. Although previous signing practiced by a tenant will be considered, they will not necessarily govern the signage to be installed in this business center. 1. Tenant's sign contractor shall submit drawings and specifications to the landlord for all purposed sign work. The drawings shall clearly show the location of each sign on the facade of each elevation, including graphics, color, construction, and attachment details. 2. All costs incurred in furnishing and installing of a sign shall be the full responsibility of the tenant. Sign construction must be completed in compliance with the instructions specified within these criteria. 3. Tenants are required to identify their premise with a sign specified within this contract. 4. All tenant signs must be approved by the landlord prior to submittal for city approval. B. City of Lino Lakes A licensed sign contractor shall be responsible for obtaining all city approvals and sign permits. City approval does not imply or supersede the landlord's approval. SECTION III ALLOCATED SIGN AREAS A. Exterior Sign Band 1. Tenant's major identification will be installed only onto the designated sign band. 2. The tenant sign area constitutes that area near their front entrance and rear wall of leased premises equal to lineal footage of the storefront. 3. All building units are allowed illuminated individual letters and logos on raceways (like their storefront) on the rear wall of their building with the exception of the convenience store/gas station. 2 4. The buildings addressed 6501 and 6505 are allowed illuminated individual letters and logos on raceways (like their storefront) on the south wall of their building (facing Birch Street) with the exception of the convenience store/gas station. 5. The building addressed 6505 is allowed 1 logo on a raceway not to exceed a maximum of 36 inches on the south gable of the building (facing Birch Street). No other signage is allowed on the south elevation. 6. Tenant's proper name is not to exceed a maximum of 18 inches in height and can be no closer to top or bottom of allowed signage area than 10 inches and no closer than 12 inches to either side of lease limit. 7. Each wall sign is not to exceed 10% of the building face area or 100 square feet, whichever is greater. B. Windows and Doors Tenants shall provide cut vinyl graphics of tenant identification, first surface mounted onto glass, per detail specifications contained in this criteria (Note: only 25% of tenant window area may have vinyl copy). SECTION IV SIGN CRITERIA A. Exterior Major Identification 1. Signs placed onto the designed sign area shall be limited to tenant's proper name. 2. Tenant's proper name will be individual channel letters mounted to a raceway. 3. Corporate logos or signage other than tenant's proper name may be permitted as part of the sign, subject to landlord's approval. A height limit of up to 2 feet is permitted except for south gable of building 6505 (see Section III.A.5 above). 4. All letters and returns are allowed in any color as approved by the landlord (see section V.A) unless corporate sign copy dictates otherwise. 5. National corporate logo colors are permissible on logos and letters and can be internally laminated. 6. Backlight cabinets are prohibited except as supplementary signage to tenant's proper name. 7. Service station signage: Signage will be restricted to the area identification sign and wall sign as outlined in Section III -A of this sign criteria. No illuminated signage is allowed on the protective canopy except on the south side facing Birch Street. As part of a multi -occupancy project, a gas station will be required to comply with the multi -occupancy section of the ordinance and will not be allowed to display separate freestanding signage. 3 8. Directional signs are allowed and cannot exceed 4 square feet in size. Directional signs are non -illuminated and can be placed up to 10 feet above grade but cannot be erected adjacent to a residential street. B. Exterior Signs Prohibited 1. Moving, rotating, or flashing signs. 2. Signs, letters, symbols, or identification of any nature painted directly on exterior surfaces of the premises. 3. Cloth, wood, paper, or cardboard signs, stickers or painted signs around or on exterior surfaces (light poles, door, and/or windows) of the premises. 4. Individual freestanding signs identifying the tenants business. 5. Rooftop signs. 6. Signs employing noise making devices and/or components. 7. Window display signs of any kind without the prior written approval of the landlord. 8. Signs employing un -edged or uncapped plastic letters or letters with no returns and exposed fastenings. 9. Signs placed at right angles to any front. 10. Banners (unless approved in conjunction with the City of Lino Lakes (Sign Ordinance Section 1010)) SECTION V SIGNS CONSTRUCTION SPECIFICATION A. Illuminated Signage 1. Dimensions- All channel letters shall be a maximum height of 18 inches. All letters will have painted aluminum returns and edged trim on letter face and mounted to a raceway. B. Vinyl Signage for Tenant Entrances 1. All glass mounted signage to be on 3M Scotchcal vinyl film or adhesive vinyl of equality, white in color. 2. Helvetica medium style upper cases letters shall be used. 3. All graphics shall be surface mounted to the glass of the entrance door. 4. Rear building signage will consist of 12x18 inch aluminum plaques attached to each tenant's rear door designating company name in vinyl copy. ATTACHMENTS: A. Site Location Map B.
