RESOLUTION NO. 16-161
RESOLUTION RESCINDING RESOLUTION NO. 16-85,
ESTABLISHING ANNUAL CAPITAL EXPENDITURE
BUDGET FOR PURCHASE OF FIRE APPARATUS AND EQUIPMENT
WHEREAS, the adoption of Resolution No. 16-85 allocated $100,000 of the 2017 budget, and
annually thereafter, for the replacement of fire equipment and replacement; and
WHEREAS, the intent of the City Council was not met by the adoption of Resolution No 16-85.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Lino Lakes that
the adoption of Resolution No. 16-85 be rescinded; and
BE IT FURTHER RESOLVED by the City Council of the City of Lino Lakes that on an
annual basis the surplus funds of the General Fund will be reviewed and evaluated and a
commitment of fund balance will be considered related to fire capital equipment replacement.
Adopted by the Council of the City of Lino Lakes this 12th day of December 2016.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Kusterman and was duly seconded by Council Member Maher and upon
vote being taken thereon, the following voted in favor thereof:
Kusterman, Maher, Manthey, Rafferty, Reinert

The Council is being asked to consider a resolution that will rescind Resolution No. 16-85,
Establishing an Annual Capital Expenditure Budget for Purchase of Fire Apparatus and
Equipment.
BACKGROUND
At the August 8, 2016 City Council Meeting, the City Council adopted Resolution No. 16-85,
which established that $100,000 be allocated to the Capital Equipment Reserve Fund in 2017
and annually thereafter for replacement of fire apparatus and equipment.
During the November 14, 2016 City Council Special Work Session, the City Council discussed
the annual capital contribution for fire equipment replacement as part of the Draft 2017 Budget
discussion. It was noted that there was concern over making an annual contribution to the
Capital Equipment Fund and the actual intent of the council was not met by adopting
Resolution No. 16-85. Another option discussed included reviewing surplus funds at year-end
and committing a portion of the fund balance on an annual basis to fire capital equipment
replacement.
Based on the November 14th discussion, staff has amended the Draft 2017 Budget and has
prepared Resolution No. 16--161 in order to rescind Resolution No 16-85.
RECOMMENDATION
Approve Resolution No. 16-161, Rescinding Resolution No. 16-85, Establishing an Annual
Capital Expenditure Budget for Purchase of Fire Apparatus and Equipment.
