Review Regular Council Agenda of May 22, 2017 - 16 17 Consent Agenda — Council Member Rafferty followed up on his previous question about 18 the lift station and his request to receive additional information on cost, life span, etc. 19 Administrator Karlson said he would follow up. 20 21 3A) Consider Resolution No. 17-44, Approving Joint Powers Agreement between 22 the City of Lino Lakes and County of Anoka for Assessment of Property — 23 Administrator Karlson reported that this agreement was last updated in 2012 for five 24 years. At that time the council asked staff to look at other options (including private). 25 He has investigated other possibilities. He can report that Anoka County has done a 26 good job of keeping costs down (no rate increase this year). Even during the past four 27 years, rates have increased minimally. Staff recommends approving this five year 28 contract with Anoka County to continue their services. 29 30 The council discussed the benefit of continuing with the county. They have been good to 31 work with, they are involved in the property taxation just as the city is, and they are 32 commonly used by most cities. 33 34 3B) Consider Appointment of Joseph Widing to Community Development Intern 35 Position — Human Resources Manager Henning reviewed the recommendation to appoint 36 Mr. Widing. The council discussed the opportunities provided for the city and for the 37 individual hired through an internship. 38 39 3C) Consider Appointment of Benefits Broker —Human Resources Manager 41) Henning reviewed a request to appoint a new benefits broker, based on the results of a 41 request for proposal. She explained the savings to the city as well as the wellness 42 services that would be provided at no cost. 43 1 CITY COUNCIL SPECIAL WORK SESSION May 22, 2017 APPROVED 44 The council discussed the importance of reviewing the services and they are happy to get 45 a better price. The council will be discussing the review of other contracts at the next 46 work session. 47 48 3D) Consider Resolution No. 1748, To Censure Councilmember — Mayor Reinert 49 remarked that he believes all council members understand the instance that brings 50 forward this resolution. He has been struggling with how to respond to the issue and the 51 people who have contacted him. He doesn't feel comfortable doing nothing. He has 52 spoken with Council Member Maher about this resolution coming forward and they have 53 discussed the meaning of a censure and the reason that he recommends that it be the 54 council's response. This will allow the council and its individual members to go on 55 record. 56 57 Council Member Manthey noted that the resolution includes language that relates to the 58 City Council's Code of Conduct and he wonders if that reference would indicate other 59 action down the road. He recommends that the resolution be amended to remove 60 reference to that code. Council Member Rafferty concurred with that recommendation. 61 62 Administrator Karlson said he could remove certain references to the Code of Conduct 63 and the council concurred. 64 65 Council Member Maher said she is in support of an action from the council and wants her 66 colleagues to have the opportunity to act. 67 68 The meeting was adjourned at 6:28 p.m. 69 70 These minutes were considered, corrected and approved at the regular Council meeting held on 71 June 12, 2017. 72 73 74 75 76 Juliamle Bartell, City Clerk 77 �a
