PAGE 3 MEMORANDUM TO: Andy Neil FROM: Mary Ray Wyland DATE: March 13, 1995 SUBJECT: Sue Walseth Property - Holly Drive Enclosed for your information is a letter from Al Brixius, our Planning Consultant, to Sue Walseth concerning landscaping and fencing of her property in relation to the Trappers Crossing Development. Also enclosed is a letter from Mr. Brixius to Kirk Corson outlining items related to the plat with reference to the landscaping and fencing question. These items would typically be addressed at the time that a Development Agreement is prepared. We are not at that point yet with Trappers Crossing and probably won't be until completion of the feasibility report (sometime in April). I met with Chris Lyden, Caroline Dahl and Sue Walseth on February 28th to review the entire Trappers Crossing File. At that time, there were no questions concerning this landscaping/fencing issue. Blaine, MN 55449 RE: FILE NO: Dear Mr. Corson: RECEIVED NOV 1 7 1994 CITv nF Lino Lakes - Trappers Crossing 194.01 - 94.02 On August 22, 1994, the Lino Lakes City Council approved your application for the Trappers Crossing PDO and preliminary plat for 115 single family lots. This approval is subject to compliance with the following conditions from the August 5, 1994 staff report: 1. The applicant provide a revised preliminary plat in which no interior lot is less than 85 feet wide and corner lot 105 feet wide. In response to Condition #1, Lots 39 and 40 of Block 5 must be increased to an 85 foot lot width. You should note that City staff will confirm all lot widths in our review of the final plat when more precise lot dimensions are available. 2. For selected lots impacted by wetlands, the City may allow some lot area flexibility provided the gross lot area exceed 12,825 square feet and the buildable lot area exceed 10,800 square feet. In review of the preliminary plat, all lots not affected by wetlands must meet the R -1X lot area standards of 12,825 square feet. This will be verified in final plat review. All applicable conditions outlined in the planning report dated 4 May 1994 as follows: g. a. You must demonstrate the buildability of Lot 6, Block 4. House pad location should be illustrated along with a variety of housing styles that may be appropriate for the lot configuration and required setbacks. b. The forthcoming final plat include ten foot wide utility easements centered on rear and other lot lines. Drainage easements should also be placed over the site's wetlands. This item should be subject to further comment by the City Engineer. c. The final plat must comply with Park Board recommendation with regard to trail dedication and locations. d. A grading and drainage plan is submitted subject to review and approval by the City Engineer. Final grading and drainage plans must be submitted reflecting the 115 lot subdivision includes the aforementioned required changes. e. A utility plan is submitted subject to review and approval by the City Engineer. Final utility plans must be submitted for review. f. A phasing plan -has been submitted subject to City approval. You have submitted a phasing plan. This plan should outline the time schedule for implementing each phase. Recognize that the City will be incorporating this phasing plan into your development agreement. Comments of other City staff. You will be required to abide by the comments and recommendations offered by the City Engineer and the Rice Creek Watershed District. 5. Trappers Crossing must submit a landscaping or fencing plan that addresses the periphery of the plat. This plan should illustrate means for discouraging trespassing onto adjacent rural/large lot properties. I have attached a letter from the property owner adjoining Trappers Crossing which expresses their desire for boundary line fencing. I would suggest discussing your ideas with the affected neighbors in an attempt to address their needs. Mr. Kirk Corson Page Three 6. I would just like to highlight some of the significant changes. 1. -5035 Rescue Calls: The change is this account is to do the increase in this type of call. This dollar figure represents firefighter payroll for rescue calls. -5045 Maintenance Drills: The reduction is because Fire Prevention payroll is being separated into its own account. 3. -5050 Inspection Wages: The activity for inspections is increasing and the budgets needs to reflect this. Inspections is one of the ways to keep the fire loss down. 4. -5060 Fire Prevention Wages: This was in with maintenance wages in the past. This is a pro -active activity that hopefully prevents fires before they start. 5. -5210 Vehicle Maintenance: With the addition of newer vehicles, we are able to reduce the maintenance items. 6. -5212 Other Maintenance: The change in this account is reflecting history. Closing INTRODUCTION The year of 1994 was a year we were able to accomplish most of our goals and continue to improve our delivery of service to our customers, our citizens. FIRE PREVENTION: The Fire Prevention efforts; headed by Fire Marshal June Rodriguez continue to improve each year and 1994 was not an exception. There are many items to highlight for the year and those are listed in the report included in this document. There are however, two items that deserve special mention. All of the known businesses were inspected during 1994, this is a first. A Safety Camp was held on August 10, 1994. This was a cooperative effort of Circle Pines/Lexington Police, Lino Lakes Police, Lino Lakes Park and Rec., and Centennial Fire Department. TRAINING: The training that the Training Staff, headed by Training Chief Glen Olson, continues to provide sessions that keep firefighters up to date. An evaluation of our training continues constantly to make sure it is effective. EMERGENCY RUNS: The run volume increase from 516 calls in 1992 to 610 calls in 1994 or a 18% increase. We were, however, fortunate not to have much fire loss due to the fire type calls were very minor. The last part of the year showed an increase in Carbon Monoxide alarms. We will need to adjust our response to properly handle these calls. STATIONS: There has not been any changes in the status of the stations during the year. We did hold an Open House in Station One in Circle Pines in April of 1994. MEMBERSHIP: The current membership level is 49 firefighters total for the three stations. This seems to be a level that is working well for us, therefore we will try to stay about this level. Page 1 EQUIPMENT: During the year we received three new grass/utility units, one for each station. These units provide a valuable addition. They replace 1953, 1954, and 1974 vintage vehicles. The computer software was also updated. We are now able to monitor and analyze the activities more completely. SUMMARY: We feel 1994 was a year in which much progress was made to improve our operation. We will continue to improve the effectiveness of the Fire District in the future. Goals set for 1994. In the beginning of the year, we had set some goals to be accomplished during the year. 1 Continue to improve our inspection program. There was a lot accomplished in this area and this is discussed in detail in the Fire Prevention section. 2. Evaluate the effectiveness of our Training. We looked at our training and considered some different areas were we felt were weaker. This is covered in the training report. 3. Upgrade our grass vehicles. This was done and will be further explained in the equipment section. 4. Develop specifications for a new pumper to be ordered late in 1994. The specifications were prepared, approved, and the vehicle was ordered in the last quarter of 1994. 5. Improve the incident reporting system. New software was implemented and the reporting to the state as well as information to assist our evaluation of activities is much improved. Page 2 FIRE MARSHALS DIVISION FIRE PREVENTION In 1994, fire prevention has been a continued effort by many volunteer firefighters and is coordinated by the Fire Marshal, two Assistant Fire Marshal's and the Fire Chief. Fire prevention consisted of the following: -Open House at the Circle Pines Station - Surveying of sixth graders to test fire prevention knowledge - Fire education program for sixth graders - Numerous station tours with fire prevention program - Two Elementary School Camivals - Neighborhood Watch Groups -Visits to three park programs -Fire prevention for four community events -Helped celebrate Smokey's 50th birthday at Wargo Nature Center - Residential Fire Safety Inspections This fire district and many firefighters are dedicated to fire prevention and have spent many hours at various events. A new addition for fire safety was the 1st Annual Safety Camp which was held in August. Circle Pines/Lexington Police, Lino Lakes Police, Lino Parks & Recreation and Centennial Fire worked together to put this event on. This camp covers general safety and was geared to 3rd graders. Subjects covered was: -Personnel Safety -Fire Safety - Bike Safety - Electrical Safety - Water Safety -Bus Safety - Basic First Aid -Firearm Safety Many people from various departments volunteered with this big event. The children had fun while learning the various safety items. They spent and entire day at camp. A graduation ceremony took place at the end of the day with parents also in attendance. This program is very positive and a great addition to our fire education programs. Page 3 Activities during October again intensified with fire prevention month. The members who participated in this program went two days at each of the four elementary schools. We also made an addition to our programs by adding a police module for the children to attend. Lino Lakes Police and Circle Pines/Lexington Police participated with us. Kindergarten through third grade were rotated through four stations, subjects being: 1. Match & Lighter Safety Testing & Placement of Smoke Detectors 2. Stop, Drop, & Roll exercise Check door before exiting and crawling under smoke 3. Showed & explained fire prevention pictures Miss use of extension cords, frayed or damaged wires Visible addresses on houses Stove safety Combustibles to close to furnace & water heater Lint buildup in dryers 4. Police when to dial 911 and practiced on phones Stranger danger There was a total of 82 classes (2143 students) that went through this program. The firefighters worked many hours conducting this program. The Life Safety Inspection of the businesses in our fire district has been a steady process throughout the entire year. The main inspector is Thierry Chevallier putting in many hours for the year. Marc Stark, Kathy Mischke, and June Rodriguez also participated in this program as well as Dave Bruder being added on towards the end of the year. By the end of 1994, 196 businesses have been inspected and the problems corrected and verified through follow up inspections. Every business in our district has been inspected. Our computerized preplans is well under way with 56 of our business now in the computer. At present the following personnel are involved with many hours already into the program: Marc Stark, Stu Domitz, June Rodriguez When all businesses have been completed the preplans will be put into books and issued to all officers as well as put on every vehicle. Working hand in hand with the inspectors these preplans will be updated yearly. Page 4 The Firefighter Explorer Program was investigated by June Rodriguez. This program looks to be a positive program but will require many ongoing hours of work. It was decided not to start up this program at this time. The volunteer residential inspections was started during the last part of the year and will continue in the future. The County Wide Juvenile Firesetters Taskforce is a continuing program for juveniles with a fire related problem. This committee (which Centennial Fire is part of) meets quarterly, at a minimum, to discuss possible problems, and possible improvements for the program. There is also a monthly training session for the juveniles involved and our staff conducts some of this training. There has been ten children from the Centennial Fire District area who have attended. Respectfully Submitted, June Rodriguez Fire Marshal Page 5 TRAINING The training program at Centennial Fire is a very important part of our activities. It allows us to stay proficient at our job and also comply with regulations from OSHA. Our normal in house training program provides the major portion of our training and those training sessions are held the first and third Tuesday of each month. A session is held at 9:00 AM and another on 7:00 PM on these days. This allows both our day and night people to attend the sessions. The firefighters are required to attend at least one drill each month. During 1994, we conducted lasses covering the following: Self Contained Breathing Apparatus Natural Gas Systems - Minnegasco Electrical Safety - NSP Medical Emergencies Incident Command Pumper Operation Search and Rescue Ventilation Car Fires Defibrillator Recertification CPR Recertification Hazardous Materials In addition to our regular training, some of the members participated in special water rescue drills. The courses taken outside of the department consisted of the State Fire School and several special seminars. The department also participated in two mutual aid drills with our neighboring departments. This is a requirement of one of the mutual aid agreements. All of the Centennial Firefighters are State Certified Firefighters and certified for Medical response by the Minnesota Health Department. Page 6 CENTENNIAL 1994 EMERGENCY CALLS The total calls for 1994 increased to 610 versus 516 in 1993. This represents an increase of 94 calls or 18%. It should be noted however that there were three addresses that had special conditions. These three addresses accounted for 24 calls. The conditions at these addresses have changed and we should not see that activity at these addresses in the future. During the last part of the year, we started experiencing some calls due to alarms from Carbon Monoxide detectors. We expect this to continue. This has caused us to evaluate our response to these type of calls and will require us to purchase some additional equipment and training on the use of the equipment. The equipment that is needed is a Carbon Monoxide meter for each of the three pumpers. The attached sheets give a breakdown of the calls by type and month as well as a comparison for three years. During 1994, our average response time from the time we are paged to the time we arrive on the scene was 5.5 minutes. In addition a complete training history is maintained for each firefighter by the training staff. WATER RESCUE: There is a group of members headed by Station Chief Art Mohler who train for water and ice rescue using specialized equipment. This group trains in the winter as well as the summer. RELIEF ASSOCIATION: All of the members are members in the Relief Association which monitors the pension program. This group also conducts the Charitable Gambling operation which contributes all of the profits to activities in the local area. Page 12 TURNOVER: During the year, we had three people leave the department and two new people join the organization. We feel fortunate to be able to maintain this low of a turnover rate. Page 13 EQUIPMENT The year of 1994 was the year in which we replaced all three of the grass/utility units in the department. The old vehicles were very tired and in fact they were all military surplus when we got them. The vehicles being replaced were manufactured in 1953, 1954, and 1974. The new units consist of three pickups equipped with a water tank and pump. One of the vehicles is a small pickup and the other two are full size pickups. These new vehicles will help our ability to handle the wildland fires as well as being much safer for the members, two of the old vehicles were open top. The new vehicles also can be used to haul hose, help direct traffic, fire prevention programs, and many other general purpose areas. In addition to purchasing the new grass/utility vehicles, we prepared specifications, bids, and ordered a new pumper that will be delivered in late 1995 or early 1996. The new pumper will have seating for a crew of five and will replace a pumper which is 20 year old that only can carry three firefighters. This will be a very valuable upgrade to the equipment. We feel that our prevention efforts must have helped to some degree to keep this loss low. During the year, we were able to get all the businesses inspected, which is a first. We do plan to do an annual inspection of each building in the future. Serious work has started on a county wide hazardous material team which will allow us to respond to the needs in a much more cost efficient manner. The new software installed in 1994 has allowed us to do a much better job with our reporting of incidents as well as providing areas to record inspection data and training activity. With 1994 being history, we have some goals we want to accomplish in 1995. Continue with our inspection program and make sure each business is visited annually Investigate ways and implement procedures to lower, make better, our insurance rating in the areas without fire hydrants. The area with hydrants was lowered in 1990. Plan and hold the second annual safety Camp for third graders. This was very successful in 1994 and was a cooperative effort of the Circle Pines/Lexington Police, Lino lakes Police, Lino Lakes Park and Rec., and Centennial Fire Department. We sincerely hope the efforts of our members have made the communities we serve a better placed to live. It must also be stated that none of this would be possible without the support of the City Council, City Staff, and the citizens of Centerville, Circle Pines, and Lino Lakes. Page 15 AGENDA ITEM 4A. As part of this process, they are requesting representatives from the cities within the District for both a Technical Advisory Committee (TAC) and a citizen task force. These representatives are in addition to those representing the City on the standing Advisory Committee. The TAC will largely be made up of City Engineers from the member communities and as such I can attend these meetings as part of my duties. As for the citizen task force, Mr. Brian Bourassa, a resident of Lino Lakes whp is also a registered civil engineer and is familiar with the City, has been contacted and is willing to serve as a citizen on this task force. The duties of both of the representatives should be completed within the next 4-6 months. OPTIONS 1. He explained that preparation of plans and specifications can begin upon receipt by the City Council of adequate financial security from the developer. The developer is willing to present the financial security immediately to keep this proposed improvement project moving forward. Mr. Powell also explained that the City cannot order the project for 60 days, however the developer will be submitting a waiver of 50 of the 60 days. If the waiver is received, the City Council can order the project at the March 13, 1995 Council meeting. Consideration of Resolution No. 95 - 24 Setting Public Hearing to Vacate a Certain Drainage Easement on Lots 5 and 6, Block 2, Rohavic Oaks, Second Addition - Ms. Wyland explained that the vacation of a drainage easement through Lots 5 and 6, Block 2, Rohavic Oaks, Second Addition is necessary to clear the title for these two (2) properties. This easement was recorded as the southwesterly 15 feet of Lot 17, Block 2, Rohavic Oaks which was subsequently replatted as a portion of the Rohavic Oaks, Second Addition and never vacated when the new plat was approved. The City Attorney has recommended that this item be continued to the March 27, 1995 City Council meeting. Notification in the legal newspaper referenced a St. Paul Water Utility easement when, in fact, this easement relates to a City of Lino Lakes easement for drainage purposes. At this time it would be appropriate for the City Council to adopt the attached Resolution No. 95 - 24 setting a public hearing for Monday, March 27, 1995, 6:30 P.M. to consider the vacation of this drainage easement. Ms. Wyland said that staff has reviewed the fence ordinance in several adjoining communities including White Bear Township, New Brighton, Arden Hills, Circle Pines, Blaine, Hugo and Forest Lake. These ordinances were reflective of the changes staff is proposing. The Planning and Zoning Board held a public hearing on February 8, 1995 and recommended approval of the proposed ordinance. Acting Mayor Neal asked what this type of fence would be used for. Ms. Wyland said it would be used for privacy and for dog kennels. She noted that staff has received numerous requests to change the City fence ordinance. Council Member Bergeson asked about corner lots. Ms. Wyland explained that fences would be required to maintain a specified height distance to maintain the sight line. Mr. Brixius explained that at all times, fences in the front yard are limited to a four (4) foot height and a greater open area is also required. Anytime a rear yard abuts someone's front yard then the four (4) foot restriction would apply to preserve the visibility. Council Member Kuether moved to adopt the FIRST READING of Ordinance No. 02 - 95. Council Member Bergeson seconded the motion. Motion carried unanimously.
