Rymer, B. Combs, K. Corson, J. Kuschke, J. Helgemoe, J. Milbauer, K. Hansmann MEMBERS ABSENT: OTHERS PRESENT: M. Divine GENERAL/MINUTES Minutes of May 5, 2005 were approved. 5-YEAR STRATEGIC PLAN Members reviewed the changes made at the last meeting. Motion made to approve the changes. Motion seconded. Motion passed unanimously. Ms. Divine suggested the plan be put on the Council agenda for approval on June 13. Ms. Divine will see about putting it on the June 8 work session. Ms. Schwartz stated she would try to attend. Members suggested a redlined version would help Council see changes made. BLUE HERON DAYS A large ad will be going in the Quad listing events and applications for events. Mr. Milbauer stated the bank is still willing to take care of it, but he doesn’t want to do it without agreement from the Blue Heron Committee. Ms. Hansmann needs the logo to do a button design. Brian Wentz is the contact person for the Chamber. Suggested Button/treasure logistics:  Only two people know the location.  Someone writes clues, organize where they will be posted: city hall, banks, and stores that are participating. The clues could be emailed at a certain time each day. Ms. Divine said she would help write clues.  Clues should be on the city website to get people on the website and see what it offers.  The buttons and ad will say which businesses are participating.  Excess money raised from buttons could go to the Blue Heron Committee.  A minimum contribution from businesses should be required.  You get a larger prize with a button, perhaps cash only.  A drawing from button holders could be held for non-cash prizes that would be donated  Ten businesses could donate $100/each. They are the only businesses besides the website that have the clues.  They have the option to give a gift certificate or merchandise. The second prize winner has the option to win the prize package.  Marketing needs to be done a month ahead of time. 2  Milbauer may ask each bank for $250 and then local businesses feel free to contribute what they can, with a minimum of $25. Second, third etc. prizes could be a package of merchandise, so it gets to be a prize of $100-150 worth of merchandise  Buttons have to be numbered. You just draw the number of the button, and you don’t have to track names and addresses. Steve Rymer will send on the New Brighton card that accompanies the buttons and explains the treasure hunt rules. Mr. Milbauer said the bank will cover cost of buttons. Ms. Divine stated the float design concept is coming along. Volunteers are needed to help build the float. She will set up an organizational meeting once she knows if she has any city employee volunteers. Ms. Schwartz suggested calling the prison and seeing if they could do it as part of a work release program. STRATEGIC PLANNING/CONNEXUS ENERGY Ms. Divine explained that Connexus has offered a strategic planning workshop to bring together representatives of business to look at economic development issues that face the city. She suggested inviting members of the business community. Members suggested a representative from the EDA be included. Members suggested meeting with Connexus, developing a strategy, and then picking it up in the fall. CITY WEBSITE Discussion will be tabled to next meeting. Mr. Helgemoe suggested putting TIF information on the site outlining what it is. Ms. Kuschke suggested a Lino Lakes Business Directory. Ms. Divine stated she will work on it. Getting an intern was suggested to make an updated list. RYAN PROPOSAL Ms. Divine informed the committee that Ryan Companies is proposing two 6,000 sq. ft. multi- tenant buildings in the Lino Lakes MarketPlace. It will go to council in July. In discussion about abatement, it was suggested the word “rebate” be used instead of abatement. YMCA Ms. Divine said the Council will be holding a public hearing on creating a Tax Abatement District to use to meet its commitment of $1.5 million to the YMCA. The taxes generated from the portion of the Woods Edge development that is not within a TIF District would be used. Ms. Hansmann said it had a negative connotation to it, because residents have been told that part of this development was going on the tax rolls and there are costs to setting up abatement. Springsted will be at the next EDAC meeting for discussion in July. Mr. Milbauer suggested private placement of the bonds. Ms. Divine said the YMCA hired architects Ankeny & Kell. They anticipate beginning construction in October. NEXT MEETING The July EDAC meeting is tentatively scheduled for July 14. Meeting adjourned.
