This 10 acre parcel will meet all lot area and street frontage requirements for the rural zoning district. Staff has reviewed the request and would recommend approval of the minor subdivision as submitted with the following condition: 1. A park dedication fee in the amount of $500 be collected prior to recording of the minor subdivision with Anoka County. The property is Zoned LI, Light Industrial, and a minimum lot size of 1 acre with 100' of lot width is required by the Zoning Ordinance. Both the existing lot and the newly created lot will meet these requirements. Utilities are not currently available to serve these properties. The City's Economic Development Advisory Board would recommend approval of this proposed lot split. The property is intended to be sold for the development of a pet supply and dog training facility. A site plan review will, most likely, be submitted for P & Z review in the near future. Staff has reviewed this request and would recommend approval of the Minor Subdivision with the following condition: 1. A Park Dedication fee in an amount as determined by Ordinance No. 5-91 be submitted prior to issuance of any building permits for the site. This fee is determined based on both the use of a building and the size of said building, therefore, a determination of the actual Park Dedication Fee can not be made at this time. Acting City Engineer DATE February 10. 1995 TOPIC Fourth Avenue Barrier BACKGROUND: As part of the Apollo Drive Improvement project the City acquired a permanent easement across the southeast comer of the Lino Lakes Correctional Facility property. The Department of Corrections agreed to grant this easement with the understanding that old Fourth Avenue would become a limited access roadway which would be beneficial to them from a security standpoint. Now that the Fourth Avenue re -alignment construction has been completed the Correctional Facility will be installing an arm gate across the pavement within the old Fourth Avenue right-of-way. Appropriate City personnel will still be able to access the City Facilities south of the arm gate. The arm gate will be installed and maintained by the Correctional Facility. Public Works, Police, and Fire officials have been contacted and have no objection to the proposed gate. OPTIONS: This item is informational only. Acting City Engineer DATE February 10. 1995 TOPIC Holly Drive Feasibility Report and Cost Sharing Proposal BACKGROUND: The developer of the Trapper's Crossing subdivision was required, as a condition of the Preliminary Plat approval, to participate in a satisfactory plan for the reconstruction of 12th Avenue and Holly Drive from Ash Street to Birch Street. To determine the cost of this plan requires preparation of a Feasibility Report. The developer has requested that the City share in the cost of preparing this report. In response to this request the attached information has been prepared. Regardless of the action on this item, a formal policy regarding feasibility report cost sharing should be prepared for future use. OPTIONS: 1. Reject the developer's request to share in the cost of preparing the Feasibility Report for the 12th Avenue/Holly Drive improvements. 2. Share up to 50% of the cost of the report with the amount not to exceed $10,000 only if the 12th Avenue/Holly Drive improvements proceed as a Municipal State Aid project where this cost would be reimbursable. 3. Minnesota Commission No. 10414-953 The Preliminary Plat for the Trapper's Crossing Subdivision was approved by the City Council, with conditions, on August 8, 1994. One of the conditions is that the developer take action necessary to complete a satisfactory plan for the reconstruction of 12th Avenue/Holly Drive from Ash Street to Birch Street. To determine the cost of the improvement of 12th Avenue and Holly Drive in this area requires preparation of a Feasibility Report. The cost of preparing this report is estimated to be about $20,000. The developer has requested that the City share in the cost of preparing the report in the form of a credit at the time the proposed lots are assessed for City improvements. When reviewing this request, we noted the following: 1. The City currently has no formal policy regarding feasibility report cost sharing. On at least one other project in the past, it has been done but much smaller costs were involved. 2. The Trapper's Crossing project accounts for about 18% of the front footage along the improvement area to be evaluated by the report. 3. Based on a recent traffic study performed in the area, ignoring the effect of any park complex, the subdivision would ultimately account for about 70% of the traffic on 12th/Holly. 4. The City would not have this report prepared if not for the proposed subdivision. 5. The roadway to be evaluated is a part of the City's Municipal State Aid System of roadways. As such, the City can submit preliminary design costs to be paid for with State Aid funds. After consideration of these items, we recommend that if the roadway improvement project proceeds, the City participate in a maximum of 50% of the cost of preparing this report with the amount not to exceed $10,000. This participation would be in the form of an assessment credit and assumes the City would get reimbursed through the State Aid Account. It is further recommended that a formal policy be prepared regarding feasibility report cost sharing for use in future project discussions. AGENDA ITEM 7C STAFF ORIGINATOR John Powell.
