The City Council held a public hearing on September 23, 1996 to take comments from residents concerning the certification of water and sewer bills. No comments were received and the meeting was closed. Two mailings were done to inform the residents that the delinquent bins would be certified to Anoka County on October 15, 1996. The resolution details the delinquent accounts and certifies the amounts, including a $30.00 administrative fee. 1. AGENDA ITEM 10B STAFF ORIGINATOR: David Ahrens, City Engineer/Public Works Director DATE: October 10, 1996 TOPIC: Resolution No. 96-139, Set Public Hearing for Vacation of a Portion of Fourth Avenue Right -of -Way BACKGROUND: Staff is requesting Council action to vacate the Fourth Avenue right of way from Elm Street to 35W (refer to attached map). The Fourth Avenue right of way has not been utilized since the construction of 35W. With the re -alignment of Elm Street and the construction of Centennial Middle School, this right of way is not needed for public transportation purposes. The property owners adjacent to the right of way will grant Utility Easements to the City for the installation of watermain and sanitary sewer through this corridor. A public hearing is required to release the City's interest in the right of way with notices sent to the affected property owners. This year approximately 1.5 miles of trails are proposed to be paved. Staff solicited proposals for the trail paving with three proposals returned. Listed below are the results: 1. Richard Knutson Incorporated $58,878.88 2. Arcade Asphalt $72,743.00 3. Ashbach Construction $73,861.00 The proposal amounts shown above include all necessary work to prepare the subgrade and pave the trails. Richard Knutson Incorporated (RKI) is currently completing the Birch Street Trunk Watermain Project and the Clearwater Creek Trunk Utility Project. The trail paving work is proposed to be completed under the Birch Street Trunk Watermain Project and funded by the Park Dedication Funds. RKI will utilize Midwest Asphalt as the trail paving subcontractor. RKI and Midwest Asphalt are reputable contractors capable of completing the required work. OPTIONS: 1. Return to staff for further review 2. Reject the proposal from the three contractors 3. Adopt the motion to accepting Change Order 1 to the Birch Street Trunk Watermain Project to complete the City's trail paving work. A recent near catastrophe showed us what excellent services our local tax dollars bring us. A furnace fire due to a faulty switch set off our smoke alarm. Soon smoke was billowing through the house. A few minutes after we called 911 Circle Pines -Lexington police arrived followed by fire trucks from the Centennial Fire District. The fire was put out so promptly and expertly our home sustained little damage. Firemen used a powerful fan and some water spray, so our furniture and belongs sustained almost'no water damage. One of the policemen phoned our son informing him of the fire but telling him we were all right. He also reassured our anxious neighbors. Fire Chief Milo Bennett proved himself not only thoroughly professional in the way he directed his well trained men but was also sensitive to our fears. Fire Marshall Kathy Mischke treated our possessions with the consi- deration she would have given her own and was friendly, reassuring and helpful.
