17 It was noted by the council that the list of city expenditures (Item I on the Consent
is Agenda) was essentially missing from the packet (only the first page appearing). There
19 was one paper copy available for review and the clerk informed the council that the full
20 expenditure list would be added to electronic packet before the council meeting began.
21 The council eventually concurred that they would not act on the expenditures since they
22 could not review them prior to the meeting.

24 Item 3A, Consider 2°d Reading and Adoption of Ordinance No. 0347, Relating to
25 Liquor and Beer Sales on Sunday. City Clerk Bartell recalled that the council
26 previously approved the first reading of this ordinance that amends the City Code to allow
27 off -sale liquor sales on Sundays between the hours of 11:00 a.m. and 6:00 p.m., as
28 approved by the Minnesota Legislature this year. This would give off -sale store owners
29 the option of opening on Sundays with no additional licensing costs. Owners will be
30 informed through the city's correspondence on their regular licensing which renews on
31 July 1.

33 Item 4A, Consider Hiring Paid On -Call Firefighter — Public Safety Director Swenson
34 reviewed his recommendation that the council hire Jacob Cree. Mr. Cree is a resident of
35 Lino Lakes and would be stationed at Fire Station No. 1. He has five years of
36 firefighting experience with St. Anthony Village and is trained as an EMT.

38 Item SA, Consider Resolution No. 17-57, Approving Purchase of Playground
39 Equipment for NorthPointe Park —Public Services Director DeGardner explained the
40 location of the new park area. An open house was held at Fire Station No. 2 to receive
41 input from the residents on the park and equipment. The Park Board will be reviewing
42 the purchase plans also. The anticipated installation is September of this year and
43 residents are invited to participate.

45 Item 6A, NorthPointe 6tn Addition, Public Hearing and Consider lst Reading of
46 Ordinance No. 0547, Vacating Drainage and Utility Easement (Outlot D,
47 NorthPoint 5tn Addition) — City Planner Larsen briefly reviewed the area included in
48 this latest addition to the NorthPointe Development. The ordinance presented to the
49 council for consideration is a vacation of drainage and uty easement as has been
50 standard for final plat approval within this development process. She noted that Eternity
51 Homes has purchased these 50 foot lots from Emmerich Homes.

53 The council received a brief overview from Community Development Director Grochala
54 on the matter the council will discuss at their special meeting — the land ownership
55 change relative to the Watermark project. He noted that updated plans were just recently
56 received so staff has not had time for a detailed review. Mr. Grochala briefly reviewed
57 the proposed lot size changes and the new products that would be offered by the proposed
58 new developer, Lennar Homes. There may be timing changes relative to the landscaping
59 and park elements and that could be something that merits discussion. At the meeting,
60 the developer will give an overview.
