HomeMy WebLinkAbout07/13/2017 EDAC Minutes 1 CITY OF LINO LAKES ECONOMIC DEVELOPMENT ADVISORY COMMITTEE MINUTES DATE: July 13, 2017 MEMBERS PRESENT: Thomas Colgan, Jim Schueller, Nathan Vojtech, Michael Ruhland, Don Johnson, Lou Masonick, Patrick Kohler MEMBERS ABSENT: Julie Schwartz, Chad Wagner, OTHERS PRESENT: Michael Grochala, Joe Widing APPROVAL OF MINUTES It was moved by Mr. Vojtech to approve the minutes from May 04, 2017. The motion was seconded by Mr. Schueller and passed unanimously. DISCUSSION ITEMS A. 2040 Comprehensive Plan Update i. Review May 15, 2017 Joint Meeting Summary, Open House and City Survey Information ii. Review land use study areas Mr. Grochala presented the staff report. The report displayed the survey results from the city’s survey for the comprehensive plan. Mr. Masonick stated that the current state of the city’s roads is the most commented to him by residents. Mr. Grochala presented study areas that are being proposed for further review for the comprehensive plan for the committee to discuss. Study area 1A - Hodgson Road and County Road J Mr. Masonick asked if there is anything proposed for the 49 Club site. Mr. Grochala explained that there has been some inquiries, but nothing proposed. The site has good transportation. He added that water and sewer still need to be extended to service the area. Mr. Masonick asked if sewer could be provided by Shoreview. 2 Mr. Grochala explained that Shoreview is at capacity and Lino Lakes has capacity within our system to service this area. Mr. Colgan stated that the Hodgson area is not a pretty intersection for entering into Lino Lakes. He stated that first impressions are very important. Mr. Grochala agreed and stated that the area is the third most used intersection in the city. He also noted that the City Council had identified this as a priority area for redevelopment. . Mr. Kohler asked if any properties are for sale on the west side of Hodgson. Mr. Grochala explained that there is some interest in selling, but the current owners are content to stay and operate their existing businesses. No changes to the land use designation were proposed by EDAC. Site 1B - Hodgson Road and Birch Street Mr. Grochala explained the background and history of the site and why it is currently empty. Mr. Masonick stated that it will have to be residential based on the access issues. Mr. Vojtech stated that he would like to see high density residential at the site. EDAC recommended the site be reguided as high density residential. Site 1C - South of 62th Street from Ware Road to Holly Drive Mr. Grochala explained that this site is highlighted for utility staging purposes mainly. Mr. Masonick asked if 62nd Street has utilities and stated that it looks like there is a lot of wetland. Mr. Grochala concurred and explained that the west half of the area is ready to be served. He continued stating that there was an interest in some development but that there were too many impediments and the parcels were sold as 10 acres sites and homes built on them. Mr. Masonick asked if utilities are being provided to those homes already on 62nd Street. Mr. Grochala explained that sewer is only extended for developments with urban densities. However connection is allowed if an onsite septic system is failing. EDAC agreed with slitting this area for staging purposes made sense do to the large wetland complex. Site 2A - Sod Farms Area Mr. Grochala presented the sod farm area in the NW and the current guidance for the area. Mr. Colgan stated that the area will develop as the market strengthens and should require less stewardship from the city in terms of facilitating development. 3 EDAC recommend no change to the existing land use. Site 2B - Lake Drive Corridor North of Main Street Mr. Grochala presented the Lake Drive corridor north of Main Street. He explained the corridor is a mix of incompatible uses and lacks sewer and water utilities. Mr. Masonick stated that water and sewer need to go in otherwise the corridor will remain as is. EDAC stressed that current conditions are not likely to change until utilities are extended to serve the area. Site 2C - Waldoch Farms Area Mr. Grochala explained that the Waldoch nursery area is transitioning from a farm use into a commercial use and that future expansion would require City utilities. Mr. Masonick asked what the City would do if Waldoch wants to expand. Mr. Grochala stated that they are reaching a point where the property needs to be rezoned to commercial and utilities run to the site. Mr. Colgan asked if there were money issues involved in extending utilities north on Lake Drive. Mr. Grochala stated that the cost of utilities would be borne primarily by development. He explained that the owners requested that the timeline for utilities be moved up. EDAC recommended a change for the site utility staging. 2D - Decker Property 614 Pine Street Mr. Grochala explained that this property was brought to the attention of the city by the land owner and their desire to sell the property and have it developed. He also explained the site has no utilities and is in a post 2030 utility staging area. There were no comments or questions from the committee on the item. 3A - North of Main Street West of 20th Avenue Mr. Grochala explained that this site is within a post 2020 utility staging area. However, staff is proposing that the staging be moved up to due to the Mattamy development directly east and drainage improvements related to that. Mr. Masonick asked if there was a replacement for Mattamy as the development company. 4 Mr. Grochala explained that there is a new suiter proposing to buy the Mattamy site and that they are moving forward with the project. EDAC agreed with the recommendation to change the utility staging. 3B - Nadeau Properties (6651 & 6677 20th Avenue South) Mr. Grochala explained that the site is next to the existing Northpointe development and that the property owner wants to be rezoned to medium density to facilitate future development. He added that the existing low density designation would allow for the same project type as Northpointe. EDAC recommend no changes. 4A - Wilkenson Lake / Cedar Lake Area Mr. Grochala explained that the site is being looked at by North Oaks Development Company and other property owners and the city is looking at intersection and street improvements through the area. Mr. Colgan asked how the intersection of Ash Street and Centerville Road will be improved. Mr. Grochala explained that the City is working with both Anoka County and Ramsey County on an intersection control evaluation. Mr. Schueller asked if I-35E will ever get a full interchange at Ash Street. Mr. Grochala explained that the city is planning on it. The City wants to see MNDOT or the County move on it as well. The City does have a plan for the long term for the interchange. Mr. Schuler asked if there was a timeline on the improvements. Mr. Grochala said that the study is nearing completion but it could potentially be a 2019 project. EDAC supported changing the utility staging in this area. 5A - East of I-35E and North of Main Street Mr. Grochala explained that staff is proposing to change the staging on this area. It is currently post-2030 and should be moved up to facilitate additional industrial development in the area. He explained that sewer capacity is available and currently unused. Mr. Kohler asked why the land use guidance changes at 80th Street. Mr. Grochala stated that the proposed landuse is based on the AUAR study, completed in 2006. Residential was proposed along Hardwood Creek. Staff is proposing to change the medium density residential to industrial. 5 Mr. Masonick asked if the interchange at 80th Street and I-35E was still planned for. Mr. Grochala stated that the interchange is still planned for in the future, but there is no definite timeline on it. EDAC supported the utility staging change and removal of the medium density land use north of 80th Street. Other Considerations Mr. Grochala asked the committee if the city should add an additional industrial land use category geared toward business park development. Mr. Grochala also questioned if the city should have more of an active role in the development process or if they just stay back and let development happen when it does. EDAC agreed that different projects may require a different role by the city. B. Project Updates Mr. Grochala stated that Lennar met with the City Council regarding the Mattamy Homes Watermark project. Lennar is proposing to acquire the land and develop the project. Staff is anticipating a land use submittal in August. ADJOURNMENT The meeting was adjourned at 9:26 AM.
