HomeMy WebLinkAbout01-28-2013 Council Special Work Session Minutes CITY COUNCIL SPECIAL WORK SESSION January 28, 2013 APPROVED 1 CITY OF LINO LAKES 2 MINUTES 3 4 DATE : January 28,2013 5 TIME STARTED : 7:25 p.m. 6 MEMBERS PRESENT : Council Member Stoesz, O'Donnell, 7 Rafferty, Roeser and Mayor Reinert 8 MEMBERS ABSENT : none 9 10 Staff members present: City Administrator Jeff Karlson; Community Development 11 Director Michael Grochala; Economic Development Coordinator Mary Alice Divine; 12 City Planner Katie Larsen; City Engineer Jason Wedel; City Clerk Julie Bartell 13 14 The special meeting was called for the purpose of discussing economic development. 15 16 Economic Development Goals - Economic Development Coordinator Divine reviewed 17 her written report. She discussed the relationship of the city's Comprehensive Plan goals 18 to economic development. The council heard and discussed policies that are included in 19 the Plan specific to attracting new light industrial, high tech, business and professional 20 services enterprises and maintaining and expanding existing businesses in the city. 21 Current job statistics for the city as well as potential job growth as reported by the State 22 were discussed by the council. Information was provided on the current location of �— 23 commercial/industrial districts in the city as well as what high tech firms look for when 24 deciding on locating their facilities. Information was also provided on data centers and 25 clinic possibilities and what can be done to promote them locating in Lino Lakes. 26 27 Design, Construction and Financing of Public Improvements for Residential 28 Development—Community Development Coordinator Grochala reviewed his written 29 report on the subject. An area developer has expressed interest in having the city design, 30 construct and finance public improvements for a residential property development. This 31 would be a shift from past practice whereby the majority of public improvements for 32 development projects have been financed by the developer. His report outlines the 33 positives and negatives of the shift.
