16 1. Advisory Board Appointment Process—Administrator Karlson noted that the city
17 has received three additional applications since the process was reopened. The council
18 should now determine the process for interviews and selection.

20 The council concurred that they would interview all candidates. Since there are still
21 opportunities for EDAC appointments, the city will continue accepting applications for
22 that group.

24 The council will hold a special work session on January 30, 2012 to interview the
25 applicants.

27 2. Decision Resources Statewide Survey - Administrator Karlson distributed a survey
28 document that he received at a recent manager's association meeting. The survey
29 indicated responses from Minnesotans on questions related to policies, politics and local
30 governments.

32 3. Review Regular City Council Agenda of January 23, 2012-

34 The mayor noted that he would be amending the agenda to make a public announcement
35 of the Police Department CERT Blood Drive on February 18.

37 Item 6A—6A. Beverage Bottling and Production: 2°' Reading of Ordinance No. 01-
38 12, Amending Sections 1, 7, and 8 of the Zoning Ordinance to included uses such as
39 Beverage Production and Bottling, Brewers Taproom, and Brew Pubs within
40 certain zoning districts; and Resolution No. 12-09, authorizing summary publication
41 of Ordinance No. 01-12.

43 City Planner Bengtson reviewed the ordinance that adds brewery functions and accessory
44 uses to certain areas of the zoning ordinance. He explained that breweries would be

45 allowed within industrial areas while brew pubs would be allowed in limited business and
46 general business zoned areas.

48 Charter Task Force -A council member requested an update on the Charter
49 Commission's response to the council's request that they participate in a Charter Task
50 Force. The Mayor seconded adding that matter to the next work session agenda. A
51 council member noted that he attended the commission's discussion of the matter and he
52 is confused that the commission expressed concern that the work of such a task force is
53 too preconceived by the council. The mayor noted that the details of a task force have not
54 been decided yet and he sees that the council is interested in an open process. If the
55 commission won't accept participation, there isn't much that can be done about that. A
56 council member noted that the vote declining participation in a task force was not a
57 unanimous one of the commission; perhaps more information to the commission would
58 move the group to reconsider. The mayor concurred that more information may be a
59 resource to the Commission.
