Motion carried on a unanimous voice vote. 29 30 ITEM ACTION 31 32 Consideration of Expenditures: 33 34 May 29, 2012 (Check No. 93341 - 35 93432, $215,537.75) Approved 36 37 Centennial Fire District(Check No. 5312, 5321-5355 38 $85,993.95) Approved 39 40 May 7, 2012 Council Work Session 41 Minutes Approved 42 43 May 14, 2012 City Council Meeting 44 Minutes Approved 45 1 COUNCIL MINUTES May 29, 2012 APPROVED 46 47 FINANCE DEPARTMENT REPORT 48 49 2A) Acceptance of 2011 Annual Audit Report prepared by CliftonLarsonAllen,LLC—Finance 50 Director Rolek introduced Rachel Flanders and Brady Hoffman of CliftonLarsonAllen, LLC to 51 provide a brief overview of the City's 2011 Annual Financial Report, to present the auditor's 52 management analysis and to answer any questions. 53 54 Ms. Flanders and Mr. Hoffman reviewed the written summary of the audit report. The mayor noted 55 that the council received a comprehensive review of the report at the pre-council work session. 56 Questions were answered in depth during that meeting. He added that the city has seen improvements 57 in its financial bond rating in some ways relating to the impeccable accounting standards that are seen 58 with an audit. 59 60 Council Member O'Donnell moved to accept the Annual Audit Report as presented. Council 61 Member Roeser seconded the motion. Motion carried on a unanimous voice vote. 62 63 ADMINISTRATION DEPARTMENT REPORT 64 65 4B) Resolution No. 12-39,Authorizing issuance of a special event permit for the Lino Lakes 66 YMCA Farmer's Market—City Clerk Bartell noted that the Lino Lakes YMCA has submitted a 67 special event application that requests permission to utilize the City's Village Green Park for a 68 farmer's market. The market proceeds would be used to benefit the YPartners program. The market 69 would be held on Thursdays, between 3:00 and 7:00 p.m. from July 12 through September 27. The 70 YMCA has submitted a detailed site and operations plan that has been reviewed by staff. The 71 application has been found to meet the requirements of the city code and Ms. Bartell noted that staff 72 is recommending approval of the issuance of this permit. 73 74 Council Member Roeser moved to approve Resolution Note 12-39 as presented. Council Member 75 Rafferty seconded the motion. Motion carried on a unanimous voice vote. 76 77 PUBLIC SAFETY DEPARTMENT REPORT 78 79 5A) Drivers Diversion Program—Public Safety Director John Swenson and City Attorney Robb 80 Olson reviewed staff's intent for the city to participate in a driver diversion program that will provide 81 services to get fines paid and licenses reinstated for certain driving after revocation or suspension 82 offenses. The diversion program is authorized by the State Legislature and administered by a private 83 company, Diversion Solutions. Staff and the city attorney are supportive of implementing the 84 program. 85 86 The council had received a full explanation of the program at the pre-council work session. Mayor 87 Reinert confirmed that the program will not put any drivers with alcohol related offenses back on the 88 road. 89 90 No action was required of the council on this item. 2 COUNCIL MINUTES May 29,2012 APPROVED 91 92 PUBLIC SERVICES DEPARTMENT REPORT 93 94 There was no report from the Public Services Department. 95 96 COMMUNITY DEVELOPMENT DEPARTMENT REPORT 97 98 6A) Resolution No. 12-44,Accepting Donations from Brian Haglund and Casey Block of the 99 Blaine Jaycees for Blue Heron Days events and Blue Heron Rookery Management—Economic 100 Development Coordinator Divine explained that representatives of the Blaine Jaycees are presenting 101 the city with a monetary donation that will support both the Blue Heron Days Festival and Blue Heron 102 Rookery activities. The contributions for the festival will be used to make the waterslide element 103 more affordable and therefore more accessible to families and also to make the family movie night a 104 possibility. Additional donated funds will assist with continued management of the Blue Heron 105 Rookery in Lino Lakes. 106 107 Council Member Rafferty moved to approve Resolution No. 12-44 as presented. Council Member 108 Roeser seconded the motion. Motion carried on a unanimous voice vote. 109 110 UNFINISHED BUSINESS 111 112 There was no Unfinished Business. 113 114 NEW BUSINESS 115 116 Council Member Roeser noted the planting activities occurring in front of City Hall and offered 117 compliments and thanks to the Chain of Lakes Garden Club volunteers who have been assisting with 118 the planting.
