18 Item 2A, Approve Purchase of New Copier Equipment- Finance Director Rolek
19 explained that the current copier is getting older and incurring significant maintenance
20 costs. The city has tested new equipment similar to the current copier. He reviewed the
21 cost of the proposed purchase, maintenance proposals and overage charges (not normally
22 applicable to the city). The council reviewed the productivity of the printer, heard about
23 copy reduction resulting from electronic packets, and discussed the standard needed and
24 coming from a new unit. Council Member Rafferty asked if there are a lot of individual
25 printers in use at city hall and Mr. Rolek said not at all. The city does chose to purchase
26 rather than lease, due to savings in purchase. The former machine would be sold for
27 value and the hard drive will be retained.

29 Item 3A, Cable Franchise Ordinance Amendment- Administrator Karlson explained
30 that the ordinance extends the city's cable franchise and provides for updates to the PEG
31 channel commitments consistent with the settlement agreement already approved by the
32 council. This is second reading of the ordinance. The council confirmed that the
33 franchise doesn't become exclusive because of the amendment; Mr. Karlson explained
34 that there is interest on the part of another cable provider in the area. The city will also be
35 notifying providers of street reconstruction areas to allow for the possibility of installing
36 fiber.

38 Item 4A, Grant Funding for Police Officer Dedicated to Traffic Safety — Public Safety
39 Director Swenson explained that staff is requesting approval to accept a grant. He
40 explained the requirements of the grant and how grant funds could be utilized. The
41 council discussed the vehicle and equipment that would be included. Council Member
42 Roeser wondered, if the officer and equipment use is so limited, why doesn't the State
43 just add it to their fleet. Chief Swenson explained that the funds actually originate at the
44 federal level and the state is charged with getting them out to agencies that meet certain
45 criteria. The position would be filled with an experienced officer who would have the

46 skills in place to be successful at the duties and that position would be back filled with a
47 new person. The program is another mechanism to lower fatalities and injuries related to
48 DUI offenses. The mayor discussed the numbers recommended as far as officers per
49 resident and the impact of adding another officer; he does respect the Chief's
50 recommendation that this position is needed. Chief Swenson explained that there is
51 some urgency in accepting the grant now since there is a deadline for ordering the car and
52 other are communities waiting in line for the funds.
