17 1. Update on Geocache-Public Services Director DeGardner reviewed his report on
18 current geocaching options in the area and options for city participation.

20 The mayor suggested that there are geocaching opportunities available currently. He'd
21 recommend that the city consider jumping in if there is a special theme or idea that comes
22 along.

24 Update on Otter Lake Road Extension Project-Council Member Roeser asked for an
25 update although the matter did not appear on the work session agenda.

27 City Engineer Wedel noted that the council had asked staff to review options to keep the
28 project on track. Staff has looked at the option of reducing lanes (having a thru right turn
29 -rather than designated right turn lane) and did a quick traffic study to ensure that would
30 meet current and-future needs. Thatlooks-like the best option however the gap would
31 still be in the range of$80,000. Community Development Director Grochala indicated
32 that staff will be bringing information forward to the council in the near future.

34 Review Regular Council Agenda - The following items were discussed:

36 3A-Appointment of Tracy Thoma to Accounts Payable/Payroll Technician
37 Position-Administrator Karlson explained that staff has made a conditional job offer to
38 Ms. Thoma based on her qualifications for the position. He is asking that the council
39 approve the hiring. Finance Director Al Rolek distributed city employee salary range
40 information and indicated that staff is recommending Ms. Thoma has been offered Step 3
41 salary.

43 The council discussed salary ranges in general and how the city's system is implemented.
44 It was clarified that the salary range for represented employees is included in the labor
45 contract.

47 6A—Resolution No. 12-83 Accepting Quotes for the 2012 Stormwater Maintenance
48 Project—City Engineer Wedel noted that the city has an annual project,this year
49 including nine locations (indicated on map in council packet). Staff maintains a list based
50 on information and calls received and establishes a project list based on that. The city
51 then gets quotes for the work,this year having received two. C.W. Houle is the low
52 quote and is recommended for acceptance.

54 6B—Resolution No. 12-84,Approving Change Order No. 1 to 2012 Mill and Overlay
55 Project—City Engineer Wedel explained that staff is recommending that Thomas Street
56 be added to this year's project. The end of the street is currently graveled and there are
57 some pooling issues. Since the mill and overlay contractor will already be working in the
58 city and funding is available in the stormwater budget, why not take care of this situation.
59 The contractor has offered an appropriate cost estimate so staff is recommending that a
60 change order be approved to allow the work on Thomas Street.

62 6C—Resolution No. 12-85,Approving Joint Powers Agreement for Sharing of
63 Building Inspection Services—Community Development Director Grochala reported
64 that this is a mutual aid agreement that provides back up inspection services to
65 participating cities. The agreement sets up a pool of city inspectors and allows cities to
66 draw from the pool when needed. This will help with current lower staffing situations.
