66 2A,Resolution No. 12-91,Adopting Preliminary 2012/2013 Property Tax Levy—Finance
67 Director Rolek explained that the resolution authorizes a preliminary city levy for 2012/2013 in the
68 amount of$8,215,628, a decrease of more than $11,000 from the last year's levy and a continuance of
69 the past several years of levy decrease. He announced the corresponding tax rate. He also noted that
70 the levy, if authorized this evening, represents a maximum, meaning it can be decreased but not
71 increased for final passage in December of this year.

73 Council Member O'Donnell moved to approve Resolution No. 12-91, as presented. Council Member
74 Roeser seconded the motion. Motion carried on a unanimous voice vote.

76 2B,Resolution No. 12-92, Setting the 2013 Budget/Tax Levy Public Hearing Date—Finance
77 Director Rolek explained that the resolution sets the city's required public hearing. All cities over
78 population 500 must hold such a hearing to receive comments. He noted the proposed hearing date
79 and time.

81 Council Member Roeser moved to approve Resolution No. 12-92 as presented. Council Member
82 O'Donnell seconded the motion. Motion carried on a unanimous voice vote.

84 2C,Resolution No. 12-93, Canceling the 2012/2013 Debt Service Tax Levy for G.O. Tax
85 Increment Financing Bond Series 2007A—Finance Director Rolek explained that the resolution
86 cancels a debt service levy for a certain bond series. At the time that the bonds were issued, an
87 annual debt service levy was established and is intended to be reviewed each year to see if alternative
88 resources are available for the debt service. Staff is recommending that the levy be canceled for year
89 2012/2013.

110 6B, Traffic Signal Improvement Project

112 6Bi, Resolution No. 12-95,Accepting Bids and Awarding Contract for the Lake/Main
13 and Birch/Ware Signal Projects—Community Development Director Grochala reported that the
114 resolution provides for acceptance of the low bid that was received from Valley Paving. The
115 engineering consultant on the project has reviewed the bid and recommends acceptance.

117 Council Member O'Donnell moved to approve Resolution No. 12-95 as presented. Council Member
118 Roeser seconded the motion. Motion carried on a unanimous voice vote.

120 6Bii, Resolution No.. 12-96,Approving a Stormwater Maintenance Agreement with the
121 Rice Creek Watershed District(RCWD)—Community Development Director Grochala stated that
122 the resolution establishes that the RCWD has approved certain storm water improvements that will be
123 a part of the intersection improvement projects. The requirements of a maintenance agreement and
124 other specifics will be laid out in the agreement. Anoka County will also have some responsibility.

126 Council Member Roeser asked if this type of action will impact the city's wetland banking and Mr.
127 Grochala explained that it would not, however,there will be an opportunity for storm water volume
128 banking for future city use.

130 Council Member Roeser moved to approve Resolution No. 12-96 as presented. Council Member
131 Rafferty seconded the motion. Motion carried on a unanimous voice vote.

133 6Biii,Resolution No. 12-98,Approving a Construction Services Agreement with TKDA-
134 Community Development Director Grochala explained that the resolution would allow the payment
L,A35 to TKDA for project related services. Anoka County is providing the majority of construction

- 136 services in kind for this project, however there are some non-county related services required. Those
137 services would be covered by this agreement in the not to exceed hourly rate service fee of$9,875.
138 He would not anticipate any change in scope that would increase that amount.

140 Council Member Stoesz moved to approve Resolution No. 12-98 as presented. Council Member
141 O'Donnell seconded the motion. Motion carried on a unanimous voice vote.

162 Lino Lakes Police Explorer Program Open House will be held on Tuesday, September 18 beginning
163 at 6:00 p.m. The Lino Lakes Police Department is hosting this open house for young men and
164 women, ages 14 to 20, who are interested in the Explorer Program. The program provides an
165 opportunity to explore a career in law enforcement, while at the same time, building a unique
166 relationship between themselves, the adult volunteer leaders,the police department and their
167 community. Contact the Lino Lakes Police Department for more information.

169 Lino Lakes Recycling Saturday, September 15, 10:00 a.m. to 2:00 p.m., Lino Park, 7850 Lake Drive.
170 Recycling Day in Lino Lakes is now every third Saturday. Join residents in dropping off items such
171 as electronics,tires,batteries,household goods and computers. For more information, contact city
172 hall at 651-982-2424. This is part of an effort to expand our city's residential and business recycling
173 —"LINO LAKES RECYCLES AT HOME,AT WORK AND ON THE GO!"
