SUBJECT: Recommendations From the Ways & Means Committee
The Ways & Means Committee met on September 28, 1984 to discuss
the following three issues:
1. Establishing responsibilities of the designated "Officer in
in Charge" for the Lino Lakes Police Department,
2. Appointing a City Clerk/Treasurer and adjusting compensation,
3. Performance review of the Police Secretary.
The responsibilities herein listed have been recommended by the
Ways and Means Committee as a directional outline for the "Officer
in Charge" to follow:
A. Prepare time cards - review with Administrator
B. Supervise the office
C. Resolve Complaints - officers or public
D. Supervise and review reports
E. Responsible for equipment
F. "Training"
G. Scheduling manpower
H. Discipline recommendations shall be reported to the City Administ-
rator
I. Identify problems of significance and make recommendations for
for solving them.
Pursuant to Minnesota State Law, all incorporated Cities are required
to have on staff a City Clerk. The Clerks responsiblities are outlined
'in the statutes and are a part of the Lino Lakes Clerks job descript-
ion.
It is the recommendation of the Ways and Means committee to appoint
Marilyn Anderson to fill the vacated Clerks position and adjust her
salary by $50.00 per month. She will be reviewed at year end and ajusted
according to job performance and adaptibility of her new responsibilities.

Ways & Means Committee Recommendations
In reviewing.the Police Secretary for 1984, the Ways and Means
Committee recommended a 2.6% salary adjustment with an addit-
ional review for the third quarter.. This review has reflected a
a recommended "Bonus" adjustment of a flat $75.00. This does
not represent a salary adjustment.
