P.M., June 21, 1978 by Chairman Gourley. Members present; Bohjanen, Hill, Shearen, Gourley,
Schwankl, Mattson. Members absent; Reinert. Mr. McLean, Council Liason, was also present.
Mr. Shearen moved to approve the minutes of the May 17, 1978 meeting. Mr. Bohjanen seconded
the motion. Motion declared passed.
Mr. McLean's Report
Mr. McLean reported the Council approved all the May 17, 1978 Planning and Zoning Board re-
commendations. The Council approved the hard shells for Lakes Addition IV and resolved the
situation regarding 77th Street and are waiting receipt of the topog maps for the new park
on 7th Avenue near Lake Reshaneau.
Variance - Lyle Carpenter
Mr. Carpenter has applied for a variance to combine two pieces of property with the commerc-
ial property he owns on Lake Drive. The parcels are not zoned commercial and the Planning
and Zoning Board questioned if residential property can be combined with commercial property
without rezoning.
Mr. McLean told Mr. Carpenter that he had talked to the City Attorney who said there were two
ways to handle this matter. 1) Rezone the two parcels to commercial, 2) grant a Special Use
Permit for the two parcels. Mr. McLean suggested rezoning as the better of the two ways since
this is a permanent procedure and moved with the transfer of ownershjp. A Speceal Use Permit
is subject to annual review and is not valid when the land is sold.
Mr. Carpenter said he preferred to have the property rezoned and would contact Mr. Locher
and determine the procedure.
Mr. Gourley told Mr. Carpenter that the forms could be obtained at the City office and he
would be placed on the July agenda.
Brian Dobie - Land Split
Mr. Dobie presented a sketch of an eighty parcel of land he has purchased on Main Street in-
dicating lot division and a street layout. He plans to split the lots by metes and bounds and
has done the preliminary soils work and has prepared specifications for the street.
Mr. Dobie discussed different possible street layouts and asked if the City would go along with
installing the street in stages.
Mr. McLean said installing the street in stages would be no problem but asked if Mr. Dobie
considered posting a letter of credit for the street. Mr. Dobie did not know what a letter
of credit was and Mr. McLean explained.
Mr. Shearen said Mr. Gotwald, City Engineer, should see the lot layout to be sure it conforms
to the over all City plan ans street layout.
Mr. Hill questioned the length of the cul-de-sac. Mr. McLean said this could be discussed by
the City Engineer.
Mr. Gourley told Mr. Dobie that from this point he should consult the City Engineer.
Plat - Plyes Ist Addition
Mr. Pyles presented a preliminary plan for six lots on Pine Street. Mr. Shearen moved to
recommend to Council approval of this plat subject to a 33' correction of the easement along
the west side of the plat. Mr. Hill seconded the motion. Motion declared passed.

Mr. Pees asked if the City plans to install the platted street to the south of this plat.
Mr. McLean told him to ask the City Attorney about the stattus of this street.
Mr. R. J. Paulson
Mr. Paulson presented a letter he has written to the City regarding his concern for drainage
in the area of County Road #23 (Lake Drive) and #242 (Main Street). They are also concerned
about a privacy barrier between the commercial areas and the residential areas.
Mr. McLean explained that before any construction could commence in this area, all plans
would have to be checked by the City Engineer and drainage would be a primary concern. He
also said that he had heard that the Country Store will not be built in this area at this time.
He said he would pass the letter on to the Council and thanked Mr. Paulson for coming.
House Numbers - Arnold Kelling
Mr. Kelling gave the background on the start of the numbering system in Lino Lakes. At the
time that the Lexington, Lakeview Area was settled, the Town Board asked Mr. Kelling to set
the house numbers since he was a postal employee and possibly could be helpful. Upon the ad-
vice of the County Engineer he continued Ramsey County's house numbering system. The numbers
started at 6000 at the south border of the City and there will be 400 numbers per mile (200
on each side of the street). There wasn't any numbering system to the west so he started the
numbers at 0 on the western border and continued 400 numbers per mile going east. He enlisted
the help of Elmer Kruger and numbered the entire City.
Mr. McLean asked Mr. Kelling to outline some of the problem areas. He said County Road "J"
is bad. New residents picked up numbers from across the street and they do not line up with
the rest of the City's numbering system. Also the numbers start a 0 at Turtle Lake Road
and go up to the east and to the west.
After discussing other areas (Holly Drive, West Rondeau) it was decided to have the City Cl-
erk, Chief Myhre, and Mr. Volk note problem numbering errors and give the notes to the Clerk.
The Clerk was also asked to contact Mr. Gotwald for his comments or suggestions.
Variance - Paul and Robert Keefe
Mr. Keefe has requested a variance to build on a 5 acre piece of property that does not have
any frontage on a City Street. The property is located at the end of Rolling Hills Drive.
After discussing the condition of Rolling Hills Drive and whether it was a full City street,
it was decided to contact the City Attorney to determine if Rolling Hills Drive is considered
a full City street and if so, how much of a cul-de-sac would Mr. Keefe be required to install
before a building permit could be issued. The Clerk will obtain this information.
Mr. Shearen moved to recommend that this variance be denied until further information is avail-
able. Mr. Hill seconded the motion. Motion declared passed.
Mr. Gourley told Mr. Keefe that the Clerk would obtain the City Attornies opinion on the street
and he would be placed on the July agenda.
Shenandoah
Mr. Berg and several other Shenandoah residents were in the audience. Mr. Berg asked the
Planning and Zoning Board if there was anything the City could do to restrict the building
in Shenandoah to houses with at least a double car garage. They objected to the 'matchboxes'
being built without garages. They didn/t want to see the area turned into a housing project.

Mr. McLean asked the residents if they were just concerned with Shenandoah or the entire City.
Mr. Berg said just Shenandoah and possibly Shenandoah II.
Mr. McLean explained that only the landowner can put convenants on land and restrict the build-
ing. The City could not legally compel) the builder to build garages.
Mr. Berg said they had talked to North Northeast Realty but didnit find any answers. Mr. Mc-
Lean suggested talking to Mr. Glenn Rehbein since he is the actual landowner.
Mr. Berg asked when the street off of Birch Street on Totem Trail will be repaired and black -
topped. Mr. McLean said this question had been asked at the Council recently and Mr. Gotwald
is suppose to contact Mr. Rehbein about this.
Sign Ordinance
A letter from the Minnesota Department of Transportation had been recieved apologizing for
the six year delay in certifying our Sign Ordinance.
There are several areas of the Ordinance that need to corrected before the Ordinance can be
certified. The first area is Section 3, A - 4. The City Attorney had looked over the letter
and our Ordinance and recommended some changes in the Ordinance so that it could conform to
State regulations and be certified.
The letter indicates that there can be no signs allowed in an agricultural district by Special
Use Permit or by any other manner and the City Attorney recommended deleting this section.
However, the Board felt this was too restrictive and suggested leaving part A - 4 in and add-
ing. "except roads adjacent to interstate and trunk highway systems".
In Section 4- A -I "Advertising Signs", the City Attorney recommended adding "and divises" to
this heading. The Planning and Zoning Board agreed with this change.
In Section 4 - A - 2, the City Attorney recommended deleting all but "shall be allowed in
industrial park districts as a special use, if they meet the following conditions;". However,
the Board suggested leaving this in but adding after special use, "except roads adjacent to
interstate and trunk highway systems."
The City Attorney suggested adding 9 to Section 4 - A. It reads "Shall not be erected or
maintained:
(1) In or within 500 feet of national parks,state parks, local parks, historic sites, and
public picnic and rest area;
(2) Within 100 feet of a church or school.
The Clerk was asked to check these changes with the City Attorney and have the Ordinance re-
typed and returned to the July Planning and Zoning Board for action.
Mr. McLean reminded the Board members of the special Council meeting with the Hugo City
Council regarding Otter Lake Open Space and invited anyone who wished to attend.
Mrs. Schwankl moved to adjourn. Mr. Shearen seconded the motion. Aye.
