HomeMy WebLinkAbout05/17/1978 P&Z MinutesThe regular meeting of the Lino Lakes Planning and Zoning Board was called to order at 8:13 P.M., Wednesday, May 17, 1978 by Chairman Gourley. Members present: Gourley, Schw- ankl, Reinert, Mattson. Members absent; Hill, Bohjanen, Shearen. Mr. McLean, Council liason was also present. Mr. Reinert moved to approve the minutes of the April Mattson seconded t.e motign. Motion declared passed. r _t' Plat - School Subdivision - Elmer Crohn 19, 1978 meeting as presented. Mr. The Clerk asked Mr. Crohn what the actual name of the plat will be. he said, School Sub- division is the plat name. The Clerk read Mr. Short's and Mr. Gotwald's recommendations. Mr. Gourley asked Mr. Crohn how he wished to resolve the private driveway located on the eastern edge of the plat. Mr. Crohn said he is in the process of contacting the land own- er who is using this driveway. He said if the landowner agrees to move the driveway east he would deed the driveway to him. Mr. Gourley suggested that Mr. Crohn omit this driveway from his plat entirely. Mr. Crohn asked about Park dedication and Mr. McLean told him the formula is I/10th the number of acres x $1,100.00 and this must be paid before the hard shells are signed. Mr. Reinert moved to recommend to Council approval of the plat of School Subdivision sub- ject to the Planner's and Engineer's recommendations and to require money in lieu of land for Park dedication and subject to the removal of the private driveway on the eastern edge of the plat. Mrs. Schwankl seconded the motion. Motion declared passed. Plat - Sunset Estates - Jim Schilling The Clerk read the Planner's and Engineer's letter. The curve in the street was discussed. Mr. Schilling said he would resolve this with Mr. Gotwald. Mr. Reinert moved to recommend to Council approval of this plat of Sunset Estates subject to the Planner's and Engineer's recommendations and subject to cash in lieu of land for Park dedication. Mr. Mattson seconded the motion. Motion decalared passed. Variance - Lyle Carpenter Mr. Carpenter has requested a variance to combine three lots he owns north of Main Street and fronting on Lake Drive. Mr. Carpenter said in the future he would like to build a house on the back of this property. After further discussion the Clerk was asked to send all this information to Attorney Locher for his opinion as to whether or not two residential lots can be combined with a commercial lot by variance. The question of whether of not the back lots would have to be rezoned commercial should also be directed to Mr. Locher. Mr. Carpenter plans to use all three lots in the operation of his business. Mr. Locher should contact Mr. Carpenter if he has any further questions. Mr. Carpenter will return to the June Planning and Zoning Board. Mr. Carpenter looked at Mr. Crohn's plat map. Page -2- May 17, 1978 Variance - Francis Burque Mr. Burque owns a tract of land of less than 22 acres on 20th Avenue and wishes to give it to his son. Mr. Reinert moved to recommend approval of the variance provided the parcel is included with Mr. Ronald Burque's land in one legal description. The reason being so that it cannot be sold separately as a legal buildable lot. Mr. Mattson seconded the motion. Motion declared passed. Variance - Gene Blomquist Mr. Blomquist has requested a variance to split a lot of less than 22 acres. This property is located on County Road J. Mrs. Schwankl moved to recommend approval of this variance to split off a lot of 201.59feet x 216.6 feet from plat number 82931, parcel number 6620. Mr. Mattson seconded the motion. Motion declared passed. Variance - Joseph Effertz Mr. Efferty has requested a variance to split off a parcel of land of less than 22 acres from the lot he owns on Oak Lane. Mr. Reinert moved to recommedn approval of the variance to split out 1.05 acres from plat number 88095, parcel number 2480 which contains 6.5 acres. Mr. Mattson seconded the motion. Motion declared passed. Variance - Robert Sorg - Long driveway The variance request from Mr. Sorg was not considered. Mr. McLean asked that the legal description be supplied and the request made clear. Special Use Permit - Alfred Stafki, Jr. Mr. Stafki applied for a special use permit of operatie an upholestry shop at his address. He stated he will not have a show room and will be operating out of his garage. Mr. Gourley asked him what equipment he uses in his operation. Mr. Stafki said a sewing machine, hand tools, etc. Mr. McLean asked would anything be stored outside of the buildings. Mr. Stafki said, No. Mr. Reinert moved to recommend approval of the special use permit subject to annual review. Mrs. Schwankl seconded the motion. Motion declared passed. Old Business Mr. McLean suggested that this Board redirect itself to working on such items as the com- prehensive City plan and the house numbering problem. Mr. McLean asked the Clerk to write to Mr. Kelling, City Assessor, and ask him to come to the next Board meeting to implement the house numbering plan. Mr. McLean suggested that the Board start considering all grips, recommendations etc. re- garding City planning. He also suggested that the members look over the Blue Comprehensive Land Use Book. Page -3-. May 17, 1978 Mr. McLean said he had contacted the Metro Open Space regarding Otter Lake Regional Park. Apparently the Open Space people are dissatisfied with this City's position regarding the Park and there will probably be further meetings. Mrs. Schwankl said she has heard that many people in the community are unhappy with the dictatorship tatics of Metro Council. Mr. Gourley said he did not feel the City should bend to all the Metro Council demands. Metro Council, DNR and other state and federal agencies are interferring with our liberties at alarming frequency. Mr`. Reinert said he feels the environmental movements has come from outside but sees a change, local people are organizing and becoming more aware. Most of these issues will come to a point of negotiation. Mr. Gourley felt that sometimes we tend to be lead to easily. Mr. Reinert moved to adjourn at 9:40 P.M. Mrs. Schwankl seconded the motion.
