The regular meeting of the -Lino Lakes Planning and Zoning Board was called
to order at 8:20 P.M. by Chairman Gourley. Members present; Karth, Shearen,
Reinert, Nadeau, Schwankl, Hill. Absent; None. Mr. McLean was also present.
Mr. Neil Banta, representating Mr. Glenn Rehbein was the first to be heard.
Mr. Rehbein had submitted a preliminary plat for Shenandoah second addition
and an unnamed plat North of Birch Street. Mr. Gotwald and Mr. Short had
written their recommendations for these proposed plats. Both letters were
read. There were a number of changes suggested in both letters.
Mr. Reinert suggested making the changes as suggested by the Planner and
Engineer, obtaining the approaval of the Rice Creek Watershed District,
and the Anoka County Highway Department and present this as a preliminary
pal t.
There was a suggested area to be designated park area. Mr. Gourley suggested
this area be inspected as to how much could be used for park purposes. Mr.
Gourley also felt that Mr. Gotwald should be consulted as to the impact 1hi
plat would have on the allotted capacity in the inter eptor..1�i�.vn¢�

Mr. Shearen moved to table consideration of this proposed plat until the
April meeting. Seconded by Mr. Karth. Motion carried unanimously.
Mr. Reinert asked Mr. Banta if he understood what is required. Mr. Banta
felt that he did. The Clerk was instructed to get copies of Mr. Gotwald's
and Mr. Short's letters to him.
On consideration of the proposed plat North of Birch street, Mr. Short's
letter suggests platting in a more imaginative manner. This proposal will
also need Rice Creek Watershed approval and the Anoka County Highway Dept.
approval. Mr. Hill moved to table this until these matters are cleared.
Seconded by Mr. Reinert. Motion carried unanimously.
Mr. Nadeau felt the street in the new plat should coincide with Ware Road,
not at an angle such is in this plat. Mr. Gourley felt with a little more
thought, a better layout could be had.
Mr. Banta asked if a buffer zone of some sort could be built arount the lift
station in Shenandoah. The general feeling of the Planning and Zoning Board
members was this is Metropolitan Waste Control Property and had been discussed
ar a meeting. He suggested Mr. Banta check this out with the Commission.
Mr. Luther LeVessuer had applied for a variance to split his one acre plug
lot into two parcels. He wants to sell the house but retain a parcel of land
with the storage shed. Mr. LeVessuer said he owns two lots in the plat
to the East that abuts the parcel he wants to retain. These lots cannot.
be built on since they are directly beneath the power line.
Mr. Shearen felt this could be approved if the Easterly parcel could be com-
bined with the two lots. The Clerk said she didn't know if this could be
done since one parcel is in an Auditor's Subdivision and the two lots are in
a plat. She was instructed to check this out.
Mr. Shearen moved to table this matter until this information is available.
Seconded by Mr. Reinert. Motion carried unanimously.
Mr. LeVessuer was asked to provide a survey with the correct measurements.

�•Mr. Charles Nelson presented a sketch for proposed Pine Vista, Block Two.
Mr. Nelson said he wants to maintain the large lots and asked the Planning
and Zoning if they felt this plan is feasible. If so, then he will proceed
with the planning.
Mr. Nadeau asked if he would leave the cul-de-sac in the original plat and
Mr. Nelson said, yes. He had sketched in two different accesses to the
area. The final decision depends on the land owner to the East. The drain-
age easements had been reviewed by Mr. Gotwald with the suggestion they be
put on the rear of the lots, not between two lots. Mr. Nelson didnot feel
this presented a problem. The general consensus of the Planning and Zoning
Beard was with some changes this was a good concept. They particularly
liked the large lots. Mr. Nelson was given approval to go ahead with his
proposal.
Mr. Ted Meyer, representing Drovers State Bank, presented the plat for the
four unit townhouse located on West Shadow Lake Drive. The lot had been
enlarged to give the parcel the required frontage on West Shadow Lake Drive.
After some discussion, Mr. Shearen moved to recommend to the Council approval
of this preliminary plat and a date be set for the public hearing. Seconded
by Mrs. Schwankl. Motion carried unanimously.
Mrs. Butters Appeared before the Planning and Zoning Board with a request to
combine three lots into two lots. These lots are located on Orange Street.
She felt that they are too small for building having only 75' frontage. She
proposed to split the center lot and attached J to each of the other lots.
She asked if it was necessary to obtain a variance for this. The Planning
and Zoning Board was not sure and the Clerk was instructed to check this
matter with the Attorney. Mrs. Butters will check with the Clerk.
Mr. Hansen's Otter Lake Estates was considered. The suggested changes had
been made and the first sketch of lots had been realigned and included in the
proposed plat.. There was some discussion on the driveways entering directly
onto a County Road. It was suggested the driveways be in pairs. This would
give some distance between them.
Mr. Hansen was also suggesting the land along the channel not be a part of
this plat, but remain in private ownership. There was a question on the
required land for parks. Mr. Hill asked if there was any parks in the area
and Mr. McLean said the South end of Otter Lake is in Ramsey County open
space. They felt that money was more needed than land but this should be a
Council decision. There was some discrepancies in the lots and blocks due to
changes in the numbering.
Mr. Hansen was told he would need a letter from the Anoka County Highway
Department, the Rice Creek Watershed District and some communications from
the Corps of Engineers.
Mr. Shearehmoved to recommend approval of the preliminary plat contingent
upon the receipt of the required documents, and to set a date for the public
hearing. Seconded by Mr. Karth. Motion carried unanimously.
The application for variance from NorthNorthEast Realty needs the signatures
of the current owners. The Clerk was instructed to relay this information to
Mr. Blackbird.
Mr. Gourley asked if Mr. Rasmussen had submitted his application for a variance
in connection with the building at the United Tire location and the Clerk said,
No. She was instructed to write to Mr. Rasmussen asking the application be

submitted for consideration.

Mr. Tim Rehbine presented a proposed plat on lands located just South of Main
Street and East of Highway #8. He had sketched in the pvoposed lots. The
lots, as proposed by MR. Rehbine, only had 100' frontage. The Planning and
Zoning Board suggested this land be platted in one acre lots with 150'
frontage. Mr. Rehbine will re -sketch.
Mr. Rehbein also asked about the combination of some land south of a lot he
owns in Twilite Acres. He is purchasing a small parcel, combining with the
existing lot and then splitting into two parcels. The Planning and Zoning
Board could see no problems and asked that he get the legal and present for
consideration.
Mr. Short presented the Metropolitan Council Staff memorandum on the materials
submitted in conjunction with the interceptor. The Planning and Zoning Board
was in oposition to many of the statements. This memorandum will be presented
to the Physical Development Committee on Thursday, February 17, 1977. Mr.
Short, Mr. Locher and some of the Council members will attend that meeting.
Any member of this Board that can attend was urged to do so.
Mr. Short said the staff had backed off of the annual pumping of septic systems
will now ask for pumping each two years with an annula inspection. The
contents of the memorandum and the areas of disagreement was discussed. Mr.
Short will present these ideas to the Staff.
