The regular meeting of the Lino Lakes Planning and Zoning Board was called
to order at 8:05 P.M. on December 15, 1976 by Chairman Gourley. Members
present; Karth, Kelling, Nadeau, Reinert. Absent; Shearen, Hill. Mr. McLean
was also present.
Mr. Kelling moved to approve the minutes of November 17, 1976 as written,
Seconded by Mr. Karth. Motion carried unanimously.
Mr. Reinert moved to approve the minutes of the Special Meeting held on
December 1, 1976 as written. Seconded by Mr. Karth. Motion carried unanimously
Mr. Hill arrived at 8L15 P.M.
Mr. Paul Albretch, had been scheduled for appearance at this meeing in con-
junction with his plat, but he had called to say that he is not ready for a
meeting at this time and had asked to pe on the January agenda. He still is
getting things worked out with the DNR and the Corps of Engineers.
Mr. Karth asked if the sign ordinance had been certified and Mr. McLean said
that nothing has been heard from the State on that Ordinance. The Clerk was
instructed to contact Mr. Locher for information on this matter.
Mr. Gourley asked if any answer had been given to Mr. Welsch on the matter of
a street in front of property he owns in Nordin Manor. Mr. McLean said the
Council had suggested he get a petition with other property owner's signature's
and the street could then be installed and assessed against the owners. Mr.
Courley asked for a copy of those minutes. The Clerk will mail them to him.
The problem at the Moline Concrete Plant was discussed. There had heen no
contact from that firm as to their plans for removing the materials from the
street right-of-way. The Clerk was instructed to contact them again and ask
for a timing schedule as to when this will be corrected. There was also
discussion on the screening required. There is no screening along 4th Avenue
and the ditch is nonexistent. The width of the roadway is to be checked and
the cement materials must be moved. The Planning and Zoning Board would like
some answer by the Council meeting scheduled for December 27, 1976.
Mr. Karth moved to recommend to the Council that a check of the Molin Concrete
be made in regards to the ditch and location of materials on the street riglt-
of-way in reference to the original site plan. Seconded by Mr. Hill. Motion
carried unanimously.
Mr. Karth asked who owned the Skyline Auto Body location? Someone thought it
had been purchased Central Auto Parts. Mr. Karth said it is begining to look
lika a junk yard. He felt someone should contact the new owners and inform
them of the rules and regulations. It was suggested the Police contact them.
Mr. Kelling moved the Police Chief accompany the Building Inspector to inform
them. Seconded by Mr. Karth. Motion carried unanimously.
The Clerk had received notice of a hearing in reference to funding. There
was much discussion on this matter with the Board feeling that perhaps the
City is missing out on the availability of funds simply because there is no
one to attend these seminars and be knowledgeable in the area of funding and
what is required for applications. Mr. Reinert suggested that perhaps the
City should investigate the feasibility of the smaller communities banding
together and contacting someone who could serve in the capacity of a Grants
officer. This will be discussed further.
Mr. Gourley asked that Mr. McLean's report be included on the agenda.
There was also discussion on the building at the United Tire location. Mr.

McLean will talk to Mr. Mobley on this matter.
Mr. McLean reported that he, Mr. Gourley, Mr. Short, Mr. Gotwaild, and Mr
Locher will be meeting sometime during the next couple of weeks to bring this
Metro file into a package that can be presented to the Metro Council and the
City Council for consideration and adoption. He will bring this back to the
next Planning and Zoning Board meeting.
Mr. Karth asked if there had been any consideration for an alternate Building
Inspector? Mr. McLean said there had been discussion of contacting Mr. Henry
Amundsen to fill in if needed but there has not been a confirmation of this.
Mr. Nadeau questioned the variance issued to L & B Tree Service - how long
is it for? The Board said the variance was issued for the balance of 1976 and
will expire on December 31, 1976.
Mr. Kelling moved to adjourn at 9:30 P.M. Seconded by Mr. Hill. Aye.
