The special meeting of the Lino Lakes Planning and Zoning Board was called
to order at 8:00 P.M. on August 26, 1976 by Chairman Gourley. Members present;
Karth, Kelling, Hill, Nadeau, Reinert, Shearen. Mr. Gotwald, Mr. Short and
Mr. Yoder were also present. Mr. McLean, Council liaison was also present.
This meeting had been called for the purpose of considering the items as
required by the Metropolitan Council in conjunction with the installation of
the interceptor, and as set forth in the Resolution passed by the Council.
The Clerk was asked to read the Resolution.
The urban service area to be served by this interceptor must be outlined. Mr.
Gotwald said at the rate of 10 persons per acre this allows for approximately
700 units to be served. This would serve about 240 acres and makes the urban
service area look like a 'bowling alley'.
He suggested using the Comprehensive Land Use Plan as a guide. Include in the
urban service area all platted lands in that area and use a 40 acre strip
along Birch Street. The North and West lies of the Anoka County Park would
serve as the boundary lines for the service area. The area would include all
lands for 300 feet East of Ware Road South to County Road 'J'. Mr. Kelling
so moved. Seconded by Mr. Shearen. Motion carried unimously. Mr. Gotwald
was instructed to map this area.
Mr. Yoder suggested asking for the number of units and platted lots and Mr.
Gotwald agreed.
On the Lexington Park Lakeview area, Mr. Gotwald said 22cf capacity is reserved
for the Western portion of Lino Lakes and is designed to service the entire
North West portion. This area would be served by the Blaine interceptor.
There is 160 acres in the developed area at the present time. Mr. Gotwald
suggested planning this service area to include the Sunset Oaks plat. This
would take the line u mile North of Lilac Street.
Mr. Kelling moved to start at North Road and Sunset Avenue, go North to 1320'
North of Lilac Street, thence East to 4th Avenue, North on 4th Avenue to Main
Street, East on Main Street to Old Highway #8, North on Highway #8 to Pine
Street, also East on Main Street from Highway #8 to West Rondeau Lake Road,
South on Highway #8 to North Road to include 300' on either side of the
highway except where platted, these areas to be included. This to include the
Minnesota Metropolitan Training Center. Seconded by Mr. Hill. Motion carried
unanimously.
Mr. Reinert asked if this is consistent with the Comprehensive Land Use Plan
and it was the general consensus of the Board that it was.
Mr. Gotwald reminded the Board the lands dedicated for Parks, School and the
MMTC would be deducted from the total acreage. Mr. Gotwald is to prepare a
map of this area also. When asked when these maps would be available, Mr.
Gotwald said he would have them the first part of September. They will be
available before the next regular scheduled Planning and Zoning Board meeting.
There was discussion on the need to change the front footage for the urban
service area and the cul-de-sacs. These footage will necessarily be different
from the rural service area.
Mr. Gotwald felt the current requirement of 75' frontage with a minimum lot
of 11,250 square feet is pretty average. He felt the cul-de-sac frontage could

apply at the set back line and this should be 75'. Mr. Yoder felt the 75'
frontage should be maintained but leave is fexiable - some areas may be able
to lower this and in others, no.
Ordinance #56 will have to be amended to designate the 75' requirement at
the set back lines on cul-de-sacs. Mr. Karth felt the 75' requirement on
all othere lots in the urban service area should be maintained.
Mr. Hill moved the 75' requirement be at the set back line on all cul-de-sac
lots with a minimum of 40' frontage on the street in the urban residential
service area. Seconded by Mr. Shearen. Motion carried unanimously.
The required frontage on lots in the urban service area where utilities are
not available was discussed. This would be concerned with the unplatted areas
Mr. Gourley wondered how long a builder would have before being required to
connect to the utility systems. At the current time, the Ordinance allows
one year to connect.
There was a suggestion that minimum lot sizes without sewer in the urban
service area be one acre with 150' frontage and 75' with sewers. Mr. Gotwald
felt that developing land with a one acre minimum lot requirement would not
be feasible, but if developed in a manner that would allow a larger lot to be
split when utilities were available, could be feasible.
Mr. Kelling moved that no lot of less than one acre with 150' frontage be
allowed in the urban service area where sewer is not readily available.
Seconded by Mr. Karth. Motion carried unanimously.
Mr. Nadeau asked about Ramsey County and Mr. Gotwald said that if an area is
platted, they are forced to connect with sewers. There was a suggestion that
no lots be allowed unless platted.
The size of lots in the rural area was discussed. The current requirement of
22 acres with many persons getting a variance for less, is cumbersome and is
not equitable.
Mr. Kelling moved the minimum lot size in a rural service area be one acre
provided a septic system can be contained on that one acre must have 150'
on a accepted City Street and at the set back line - must also install a
State approved well. Seconded by Mr. Hill. Motion carried unanimously.
Mr. Hill moved that all development must be on a dedicated and accepted
City Street. Seconded by Mr. Karth. Motion carried unanimously.
Mr. Reinert was concerned with the economics connected with developments -
at what point is it necessary to add another Patrolman, another truck for
road work and a man to drive, how will it effect the schools. These and other
things need to be considered. The Planner will look into these effects and
will have a report for the next meeting.
There has been no communication from the Metropolitan Council on the Resolution
passed by the Council. The Planner was asked if would check on this matter.
Mr. Kelling moved to adjourn at 10:15 P.M. Seconded by Mr. Hill. Aye.
