A report prepared with assistance from the city's labor consultant, Springsted, 23 is before the council for approval. 24 When a council member asked staff for an explanation of the vast range of compliance- 25 some salaries seem very far under and some over—Mr. Tesch explained that the data base 26 for positions is state wide and the formula used very complex and the result can be a wide 27 range. He is comfortable with submission of the report unless the council questions the 28 state requirement. 29 Item 3B) and Item 3C), Consider Memorandum of Understanding regarding L.E.L.S. 30 Local 299 (police officers) current labor agreement (Postponed 1/11/2010), and 31 Consider Memorandum of Understanding regarding L.E.L.S. Local 260 (police 32 sergeants) current labor agreement (Postponed 1/11/2010) - Acting Administrator 33 Tesch noted that these two unions have agreed remove the language concerning no layoffs 34 in 2010. 35 Item 6A), Consider Resolution No. 10-06, Approving Anoka County Agreement for 36 Residential Recycling Program —Environmental Coordinator Asleson noted that this 37 item relates to the annual agreement the city enters with Anoka County to receive funding 38 and to run a recycling program in the city. The council confirmed that the amount of funds 39 received mostly covers the city's recycling program costs including some staff time. The 40 council suggested that they are interested in expanding the "recycle day" program from just 41 one day per year and they'd like to see the cost of such an expansion discussed at budget 42 time. The council was also informed that a dumpster is made available at the recycling 1 CITY COUNCIL WORK SESSION January 25, 2010 APPROVED 43 facility to collect (with a charge) items that can't be recycled so that they don't end up in a L. 44 ditch somewhere. Staff also reviewed the process for disposing of computer equipment. 45 46 Item 6B), Pine Street Paving Improvements, i)Approving Paving Improvements 47 Joint Powers Agreement; and ii)Approving Maintenance Joint Powers Agreement; 48 and iii)Authorizing Preparation of Plans and Specifications—City Engineer Studenski 49 noted that the public hearing on the Pine Street Paving Improvement Project has been held 50 by the City of Columbus(recalling that the border of Columbus and Lino Lakes runs down 51 the center of Pine Street), and they have ordered the improvement, giving a green light for 52 the City to proceed with: a joint powers agreement on the improvement project(Columbus 53 will lead the planning effort); a maintenance agreement that pretty much mirrors the 54 current maintenance activities and situation; and an action ordering the preparation of plans 55 and specifications with authorization to proceed with the improvements so that the 56 assessment process move forward. 57 58 Item 6C)2010 Street Maintenance Projects, i)Authorizing Preparation of Plans and 59 Specifications for the 2010 Overlay Project; ii)Authorizing Preparation of Plans 60 and Specifications for the 2010 Sealcoat Project—City Engineer Studenski noted that 61 staff is requesting authorization to prepare the plans and specifications for these two 62 elements of the city's annual road maintenance program. This year's program is funded 63 to the full annual amount recommended in the Paving Management Plan. 64 `..i 65 New Council Member Training—Council Member Roeser announced that he and 66 Council Member Rafferty would be attending the League of Minnesota Cities' Leadership 67 Conference for Newly Elected Officials this week, and they will be reporting back to the 68 council on information received. 69 70 The meeting was adjourned at 6:05 p.m. 71 72 These minutes were considered, corrected and approved at the regular Council meeting held on 73 February 8, 2010. 74 75 76 77 78 Julianne ell, City rk Jeff einert, Mayor 79 2
