The regular meeting of the Lino Lakes Planning and Zoning Board was called to order
at 8:05 P.M. on March 17, 1976 by Chairman Gourley. Members present: Houle, Nadeau,
Hill and Gourley. Members absent: Karth, Shearen and Kelling. Mr. McLean, Council
Liaison, was also present.
Mr. Hill moved to approve the February 18, 1976 minutes. Seconded by Mr. Nadeau.
Motion carried unanimously.
Mr. Nadeau presented a land survey showing two (2) one (1) acre plots. Mr. Nadeau
requested a variance to construct a dwelling on each lot. Each plot has more than
the required frontage land and meets all other variance requirements. Metropolitan
Council building regulations do not apply.
Mr. Gourley asked if the Board could vote on this recommendation since Mr. Nadeau
should obstain from voting leaving only two members present to vote. The Board decided
to vote and ask Mr. Locher about the Legatity of the procedure at the next Council
meeting .(1
Mr. McLean requested that all business conducted at a Planning and Zoning Board
meeting be put on the agenda at least 10 days prior to the meeting. He also request-
ed that all members should have copies of the applications for variances at least
10 days prior to the meeting Mr. Hill said that copies of applications for variances
should be sent to each Board member as they are received in the office. This proced-
ure would allow each member time to study the application.
Mr. Hallblade did not appear before the Board.
Old Business:
Mr. Gourley asked Mr. Houle and Mr. Nadeau if they looked over the sign ordinance.
Mr. Nadeau said he needed more time to go',over this ordinance.
Mr. McLean said he had looked over some other cities sign ordinances and said our
ordinance could be shortened and revamped. He said the State had once said any
community could send their sign ordinance to the State and have it certified.
Our ordinance was sent to the State for certification but no sign for any comm-
unity was ever certified.
Mr. Hill requested that the Clerk send him a copy of Ordinance #51 in the mail.
Mr. Hill said the ordinance could be shortened and clarified. Each portion of
the ordinance should be clarified so that when an application for a permit is
received the application could state to which section of the ordinance the app-
lication applies. The ordinance can be revised in what ever way the Planning and
Zoning Board decides.
The Clerk was asked to obtain copies of the White Bear Lake, Maplewood amd Fridley
sign ordinances. She was also asked to send copies of these ordinances to Mr.
Houle.
Mr. Houle, Mr. Nadthau and Mr. McLean are working on the sign ordinance.
Mr. Gourley and Mr. Hill are working on the Comprehensive Land Use Plan.
Mr. Shearen and Mr. Karth are working on the zoning ordinance.

Mr. McLean asked if anything was done about Mr. Mobley's recommendation presented
to the Board at the February 18, 1976 meeting. Mr. McLean said Mr. Mobley also
presented his recommendations to the Council.
The Clerk was instructed not to issue building permits immediately but give the
request for the building permit to the building inspector and possibly to the
City engineer for their approval.
Ordinance #52 amending Ordinance #6 requires a $100.00 deposit for processing
special use permits, rezoning, platting and other variances. This procedure is
not followed. Mr. Nadeau made a motion that the Clerk require the deposit of
$100.00 at the time of application. Mr. Hill seconded the motion. Motion carried
unanimously.
Mr. Linnell presented his petitution for Special Use Permit to keep bees. Mr.
Hill moved to recommend to the Council that the special use permit be approved
with the provision that the proper fees be paid and the application be completed
prior to the next Council meeting. Mr. Houle seconded the motion. Motion carried
unanimously.
Mr. McLean asked Mr. Linnell to see Mrs. Sarner tomorrow for completion of the
requirements.
Mr. McLean asked that Mrs. Sarner put Mr. Linnell on the Council agenda at a
scheduled time.
Mr. McLean asked Mr. Houle to get together with him and review the sign ordinance.
Mr. Hill asked to see Mr. McLean and Mr. Houle's review of the sign ordinance before
the next Planning and Zoning Board meeting. Mr. McLean said it was not necessary.
Mr. Gourley will call Mr. Shearen and Mr. Karth and ask them to prepare recommen-
dations for revising the Zoning Ordinance.
Mr. Gourley and Mr. Hill will review the Comprehensive Land Use Plan and bring
their recommendations to the next Board meeting.
The Board discussed who would review Special Use Permits. How do you police them?
Mr. McLean said the Planning and Zoning Board should recommend to the Council that
the Special Use Permits be policed. The Planning and Zoning Board should not
police itself. No action was taken on this matter.
The Clerk was asked to assemble 5 or 6 samples of each different kind of special
use permit and send each Board member copies of each sample.
New Business
Mr. Gourley did not like the way in which the agenda was compiled. He instructed
the Clerk to make a more complete agenda.
The Clerk was instructed to make copies of Mr. Nadeau's Certificate of Survey and
send one copy to each Planning and Zoning Board Member.
Mr. Naeuau moved to adjournat 9:30 P.M. Seconded by Mr. Houle. Motion carried.
