A Special Meeting of the Lino Lakes Planning and Zoning Board was called to
order at 8:10 P.M. by Chairman Karth. Members present: Houle, Gourley, Kelling,
Shearan, Nadeau and Hill. Members absent: NONE. Councilman Marier was not
present due to illness.
The purpose of this meeting is to consider a request by Glenn Rehbein to build
"Mini -Storage Units" on the property located at 7309 Lake Drive.
Mr. Dave Sina was present to represent Mr. Rehbein.
Mr. Karth asked the intended location of the new buildings and Mr. Sina replied
that they would be inbetween the original Rehbein building and the one that is
under construction at this time. There will be 111' between the original building
and the proposed storage buildings.
Mr. Sina said that these buildings are rented out to private parties to store whatever
they desire to and that there will be, no business' conducted out of these buildings.
Mr. Karth asked about the point that the Planner brought out in his letter, i.e.
the County Highway Department wishes to review the proposed access to the storage
building?
Mr. Sina said that he had talked, to the County and the State and the State says
they still have the right of way on Highway 8 and that they will decide what needs
to be done there. Rehbein will have to pay a $200.00 permit fee, the State will
inspect the site and decide if and where of culvert will have to be placed.
Mr. Hill asked if they planned on using Fourth Avenue for an access road in the
future?
Mr. Sina said they were not sure at this time - they don't know if and when Fourth
Avenue will be upgraded. They will make plans to have an access road put in on
the property in order to not land lock their own property.
Mr. Starr, City Planner, has sketched a proposed future access road and Mr. Sina
has said that they could live with that as proposed but it might not be in that
exact location.
The questions of relying on Fourth Avenue for heavy truck traffic came up and
Mr. Hill asked if the City has jurisdiction to put in a heavier road for this
one concern.
Mr. Karth said it may be up to the neighbors on Fourth Avenue and both would have
to agree to the upgrading of this road.

Mr. Kelling asked if they would agree to reserve a 60' x 300' deep section of
land for a future access road?
Mr. Sina said that would be no problem but they could not be held to an exact
location at this time.
Mr. Kelling said that would probably not be necessary as long as the 60' x 300'
land was reserved for a road.
Mr. Shearan asked if they planned any type of security fencing around these
buildings?
Mr. Sina said no, they did not feel it would be necessary as these buildings
and each individual unit would be locked at all times unless the rentor was present.
Mr. Hill asked if they planned to maintain the road into this area, as far as
snow plowing and other general maintenance was concerned? Mr. Sina said they
would and would keep the road clear for emergency vehicles should they be required
to enter the area.
Mr. Kelling moved to recommend to the Council tha-t this project be allowed
providing it meets with the approval of the Building Inspector, the electrical
wiring must comply with the State Code and plumbing be inspected by the Plumbing
Inspector. A 60' wide and 300' deep read easement must be retained for future use
on this property.
Mr. Shearan seconded the motion. Motion carried.
Mr. Shearan motioned to adjourn at 8:40 P.M. Motion seconded by Mr. Nadeau. Aye.
