Advisory Board Appointments—City Clerk Bartell reviewed the appointment roster 53 forwarded by the council after their recent interviews of applicants. 54 55 Council Member Roeser moved to approve the appointments as presented. Council Member 56 O'Donnell seconded the motion. Resolution No. 10-12,Approving 2010 Environmental Board Goals—Environmental `"169 Coordinator Asleson noted that the city's Environmental Board annually sets its goals. He introduced 70 Board Member Barbara Bor who reviewed the goals that are fully set forth in the resolution. 71 72 The council asked if there is any new information or plans to work with the situation of the 73 disappearance of blue herons from Peltier Island. The council asked staff to provide an update on that 74 situation at the next regular work session. 75 76 6B. First Reading of Ordinance No. 01-10, amending the Zoning Ordinance related to home 77 occupations—City Planner Bengtson explained the proposed amendment to the city's zoning 78 regulations (and fee schedule) will serve to update regulations on home occupations in a way that 79 doesn't dissuade individuals from having home businesses but protects the area around them. A 80 three-tiered system is being proposed as follows: i) no permit required; ii) an administration permit 81 required; or iii)requirement for a conditional use permit. Staff feels that the new ordinance would 82 provide greater business opportunity since the current regulations include more limitations (i.e. cannot 83 use a garage at all and more employee restrictions). The proposed fee, for situations requiring it, is 84 $25. Mr. Bengtson added that the Planning and Zoning Board held a public hearing on the changes 85 and ultimately recommended approval. 86 87 Council Member O'Donnell moved to dispense with full reading of the ordinance. Council Member 88 Gallup seconded the motion. Motion carried on a unanimous voice vote. 89 2 COUNCIL MINUTES February 8, 2010 APPROVED 90 Council Member O'Donnell moved to approve first reading of Ordinance No. 01-10 as presented. 91 Council Member Gallup seconded the motion. Motion adopted upon a unanimous voice vote. 92 93 6C. First Reading of Ordinance No. 02-10 amending the Zoning Ordinance related to exterior 94 storage and residential parking requirements—City Planner Bengtson reviewed the proposed 95 changes that would bring together in the code regulations that have been scattered throughout the 96 code. The goal of the changes is to condense the regulations into one area for better enforcement and 97 understanding. Mr. Bengtson added that the Planning and Zoning Board held a public hearing on the 98 changes and ultimately recommended approval. 99 100 Council Member Roeser moved to dispense with full reading of the ordinance. Council Member 101 Gallup seconded the motion. Motion carried on a unanimous voice vote. 102 103 Council Member Roeser moved to approve first reading of Ordinance No. 02-10 as presented. 104 Council Member Gallup seconded the motion.
