Staff explained that the payment is for a 22 laptop computer and it was made to U.S. Bank as it was charged on the city's credit card 23 (through that bank). The computer is for the Police Department. 24 Item 3A),First reading of Ordinance No. 03-10 amending Chapter 701 of the City 25 Code relating to Liquor Licensing—City Clerk Bartell explained that the ordinance 26 would amend the Liquor Code in two ways. First it would remove the requirement for a 27 conditional use permit for outdoor serving areas. This is recommended by the city attorney 28 because there is currently no provision in the zoning code for a conditional use of this type 29 within certain zoning districts and because it is sensible to have all conditional use 30 language within the zoning code. The second amendment is forwarded to the council by 31 the Planning and Zoning Board. The board recently considered some zoning amendments 32 regarding outdoor dining areas and sent forward a recommendation to add language to the 33 Liquor Code that clarifies a licensee's responsibility for order and containment in outdoor 34 areas. 35 Item 6A),Resolution No. 10-16,Approving a Conditional Use Permit to allow fill in 36 the floodplain at the Chomonix Golf Course- City Engineer Studenski explained that 37 golf course owner Anoka County is planning to replace two bridges this winter and, as part 38 of the project,will be mitigating some floodplain and wetland area. The course has 39 wetland bank credits they can utilize to allow this mitigation. Mr. Studenski reviewed the 40 hauling plans for the materials that will be brought in and out of the park. The city code 41 requires a conditional use permit for the fill placement involved in this project. The 42 project should be completed by March 31, 2010. L 43 1 CITY COUNCIL WORK SESSION February 22, 2010 APPROVED 44 A council member confirmed that the hauling will not cause undue wear and tear to the 45 city roadways. 46 47 Item 6B), Second Reading of Zoning Ordinance Amendment regarding home 48 occupations—Planner Bengtson briefly reviewed the ordinance amendment that updates 49 the city's zoning code as it relates to home businesses and institutes a three tiered system 50 for their regulation. Staff has responded to comments received at first reading and has 51 added a conditional use requirement for Level C and added some maximum limits to the 52 number of employees/customers/trips. 53 54 Item 6C), Second Reading of Zoning Ordinance regarding residential parking and 55 exterior storage - City Planner Bengtson reviewed the ordinance amendment that 56 clarifies existing regulations regarding residential parking and exterior storage. This will 57 make the code easier to use as all the language will be located in one area. 58 59 Item 6D), First Reading of Zoning Ordinance regarding outdoor dining/seating in 60 business district and relating to golf courses - City Planner Smyser reviewed the 61 amendments included in the ordinance. The first would remove the requirement for a 62 conditional use permit for outdoor dining areas at restaurants. This is not necessary 63 because the required administrative review will serve the same purpose without the 64 redundancy of the conditional use process. This is considered a business friendly change. 65 The second change addresses outdoor seating requirements for businesses that are not 66 restaurants, such as coffee shops or convenience stores. The third amendment adds 67 provisions for golf courses to allowed uses within the zoning district where Chomonix 68 Golf Course is located. 69 70 These minutes were considered, corrected and approved at the regular Council meeting held on 71 March 8, 2010. 72 73 74 75 76 Julianne Ba ell, City.
