HomeMy WebLinkAbout11/20/1974 P&Z Minutesiirct2A-a 9) 4' November 20, 1974 The regular meeting of the Lino Lakes Planning and Zoning Board was called to' order at 8:10 P.M. by Acting Chairman Shearan. Members present: Keliing, Nadeau, Lombardi and Councilman Marier. Members absent: Hill, L'Allier, and Karth. Mr. Kelling moved to accept the minutes of October 16, 1974 es written. Motion seconded by Mr. Nadeau. Motion carried. Chairman Shearan read a letter received from Engineer Gotwald on the Whispering Pines preliminary plat. The only change Mr. Gotwald recommend- ed was to clearly show that Mr. Nelson would put In a pond specifically for drainage purposes. Mr. Nelson stated that he could forsee no problems with the recommendation of Mr. Gotwald. Mr. Nelson also read a letter he had received from Mr. Starr and his recommendations on his plat. Mr. Starr's recommendations agreed with the Engineers report. Mr. Nelson's biggest problem at this point is with financing and the Metro Councii and their influence on FHA monies. He feels that if the Council does not approve the entire plat that they will approve at least 9ve or six of the lots and that he can live with their dec£sion. He is aware that FiA has split plats in recent years and feeis that they m ght take th!s -4t'cn with his plat. Mr. Nelson stated that he has had the entire plat perc tested and is ready to put in .:.fat is recommended by the testc. Mr. Lombardi cautioned Mr. Nelson and the P&Z that before the end of 1975 there would possibly be some vast changes in the structure of the Metro Council and that they would likely adopt very rigid and for the most case, more difficult s tan 'ends to adhere to. Mr. Marler remined Mr. Nelson that he would have to getthe approval the Rice Creek Watershed District and that he should make Is presentation as soon as possible to the District. Mr. Nelson siad that the plans would be presented shortly and this his engineers are in the process of drawing up the plans that are required by 'lice Creek now. M7. yelling moved that the P&Z recommend to the Courci i ix accept the 'ei'minar' Plat of Whispering Pines, with the addiron of a drainage nc ri. °.r. Nadeau seconded the motion. Motion carried. 1 November 20, 1974 -2- Mr. Nelson then questioned the Surety Bond •- he wanted to know if it had to be given to the City when the final plat was accepted or could it be done when the first building permits was issued? Mr. Marier advised Mr. Nelson that it was at the Council's discretion. There was a discussion on why some sort of standards could not be set on the Sureety Bond issue and Mr. Marier said it is up to the Council and that theyjudge each case on the needs of the developer. He reminded Mr. Nelson and the Board that the purpose of the Surety Bond is to protect the City as far as promised and proposed roads in the development are concerned. Mr. Nelson was told that he would have to appear at a Council Meeting and he could make arrangments with the Council for the Surety Bond at that time. H! was questioned on his proopsed beginning date to build and stated t:iat he would probably not be able to start until spring noa. Mr. I':adeau sagg_sted that since time was not a factor, that it would be best to contact Mr. Starr, the Planner, to look as his plans and make his recom- mendations to the Pa and to the Connell. Mr. Alien was told how to contact Mr. Starr and he agreed to do so as soon as possible. • ' Mems -3 - November 20, 1974 The Board cautioned Mr. Alien on the problems he could expect to encounter living so far off of the road and Mr. Allen started that he was a farmer for many years and was well aware of the problems that winter brings in this area and that he is prepared to do most of his own snow removal. Under Old Business Mr. Marler read a letter that he had received from Mr. Starr on the board recommendation that he contact the Metro Council for some clarification on their housing proposal ret,iew process. Mr. Starr wrote a letter to Mr. John Doyle of the Metro Council stating the position of the City of Lino Lakes and he a,ked If a representative of the Metro Council could come to a Council Meeting in the near future to present the views and positions of the Netro Council. Mr. Doyle responded to Mr. Starr's letter stating that they would need a request from the City Council and would be more than happy to aopear before our City Council.
