The reqular meeting of the Planning and Zoning Board was called to order at 8:05 P.M.
by Chairman Mclean, Members present; Kelling, Karth, Sheeran. Mr. Marier was also
p resent.
The minutes of the September 19, 1973 minutes were corrected as follows;
Page 1, paragraph 5, words "Town Houses" was changed to "Condiminiums"
Page 1, paragraph 9, change word to 'hoped'; change word 'to' to 'would'.
Page 2, paragraph 4, change words "Town Houses" To Con di m i n i ums" .
'1r. Karth moved to approve the minutes as amended. Seconded by Mr. Kelling. Motion
carried.
'4r. Betz appeared before the Board with the request to pui l . a travel trai ler onto
.'ome 3 acres of land he owns on the North East corner of Bald Eagle Lake. This is not
lake front property but faces onto Rolling Hills Drive. There is a deep will located
on the property at the present time. He has no plans for hook-up to any sort of septi
system. The trailer would be a self-contained unit. He planned to use the trailer for
a residence only for about 6 months durning the summer season.
Mr. McLean read from Ordinance #56 which prohibits this use of the land. Mt. Karth
felt that if this was allowed it would present problems with other such requests in
the future. Mr. Kelling felt the same.
Mr. Hill arrived.
Mr. Hi l l felt that any structure put on land should be of the permanent type and not
a temporary ' measure such as this trai ler would be.
Mr. Shearen felt that we have a code and th1t we should abide by the rulings in this
Ordinance.
Mr. Betz asked the Board about the possibility of erecting a modular home on this
property in the future. The one had Looked at passes alt State requirements and must
pass State inspection as to plumbing and electric installation.
Mr. McLean felt that this was a possibility that would have to be explored at the time
He would need to see the specs on such building before making a decision.
Mr. Shearen felt that if the plumbing and electric installations pass State inspection
then we would have to accept it.
Mr. Karth moved to recommend to the Council that the request by Mr. Betz to pull a
trailer in for the summer months and use as a residence be denied. Seconded by Mr.
Shearen. Motion carried.
Mr. Betz asked if they could drive their camper in and soend the weekends there. Mr.
McLean said if he just drove in he didn't feel that he would be chased off but this
is not a permtssable use.
Mr. Betz thanked the Board.

Mr. McLean then called on Mr. Scherer.

Mr. Scherer explained that he was thinking of establishing a doll museum in his home.
IA small operation - just in accomadate the people of the Twin Cities who are
interested in this sort of hobby. He has an agreement from Mr. 0 Flannagan, his
nearest neighbor, stating that he has no objections. Mr. Scherer said he had plenty
of parking space on his property and the operation would not create a traffic problem
Mr. McLean asked if there would be buying and selling on the premise. Mr. Scherer
said, No. Mr. Mclean asked if there would be an admission charge. Mr. Scherer said,
Yes, probably 25 or 50C just to defray the cost of insurance. Some of these dolls
are quite valuable.
Mr. Shearen asked if it would be open daily or just on certain days of the week or
just on the weekend. Mr. Scherer said it would be open by appointment only.
Mr. McLean asked how many cars sou l d be accomadated at the present time. Mr. Scherer
said about 12 and if a couple of trees were removed, probably 15. He didn't expect
that much space would be needed at any one time.
Mr. McLean read from Ordinance #56 and this operation would fall under Artistic
operation and is an allowable use of a residential property with the acqui ring of a
special use permit.
Mr. r4cLoan said that he would recommend to the Council that a special use hearing be
set and alt property owners within 300 feet be notified.
The general consensus of the Board was that basically they had no objections to the
operation providiing a special use permit was obtained.
Mr. McLean moved to recommend that the Counci 1 set a hearing for the November -P l an-
ing and Zoning meeting for a special use permit for Mr. Scherer for a dolt museum in
his home on 64th street. Seconded by Mr. Karth. Motion carried.
The discussion on the land use map was opened at 8:30 P.M. Mr. McLean asked Mr.
Gotwa i d if the land use would coincide with the comprehensive sewer plan.
Mr. Gotwal d said that since the comprehensive sewer plans had been planned around
the original land use map so any changes that have been made on the new maps have
I i tt l e if any effect on the comprehensive sewer plan.
There was discussion on The possibility of the South East corner of the VI liage
being serviced through White Bear Township. There has been very little information
on this thought and the members were not prepared to consider the possibility at
this time.
Mr. Starr presented his maps as to transportation, sewer development, density,
open space and commercial lands. These maps were reviewed by the Board with Mr. Hi l l
questioning the Northwest tip of the sewer development in Area B. He was told that

These lines are not necessarily hard and fast - they are just guesstimates and the
sewer will be developed as development dictates.
After further discussion as lot sizes and density of certain areas, Mr. McLean moved
to recommend to the Village Council of Lino Lakes that the draft of the comprehensive
land use plan as presented to the Metro Council on Oct. 10, 1973 as a development
guide and accompanying maps herein attached is acceptable but should be held prior
further action until we receive the comments and recommendations of the Metro Counci i
This recommendation of the Metro Counci 1 should be available within 60 days per Mr.
Starr. The Planning and Zoning will reexamine and recommend amendments to our footage
and lot size requirements as supporting as supporting codes to the comprehensive plar
when finally adopted. Seconded by Mr. Kell ing. Motion carried.
Mr. Nadeau and Mr. Farrand arrived at 9:40 P.M.
Mr. Karth reported on the house trailer sitting just South of the bus barns on
Highway #49. It has been there for a couple of weeks. The Board recommended that the
Council check into this.
He also asked about the snowmobile building on Main Street. Mr. Robinson has been
requested to appear at the Council meeting scheduled for Oct. 23, 1973.
Mr. Karth also reported that the Moi in Concrete Plant is storing the molded products
North of the Pines trees that were p l an ted for screening purposes. He felt that th i s
practice should be checked out. He also felt that do I i n should appear before the
P&Z with a complete layout as to the areas to be used for storage and their screeninc
plans.
Skuline Auto Body had submitted plans for a storage building to the rear of the prese
building. Mr. Starr had looked over the plans and even though Skyline was not re-
presented, there was some discussion, This matter is on the November agenda.
