HomeMy WebLinkAbout08/15/1973 P&Z MinutesAugust 15, 1973 The regular meeting of the Lino Lakes Planning and Zoning Board was called to order at 8:10 P.F.Q. on August 15, 1973 by Chairman McLean. Members present; Kelling, Karth, Shearen and Nadeau. Absent; Hill, Farrand. Mr. Marier, liason to the Council was also present. Mr. Shearen moved to approve the minutes of the July 18th Meeting. Seconded by Mr. Karth. Motion carried. Mr. Greg Pariseau representing Leibel and Pariseau Blders. appeared before the Board requesting a variance to construct a duplex on the North side of Ash Street just West of Centerville Rd. with I OOft. frontage. The land, in question, is platted and zoned agriculture. Mr. Pariseau has not yet had a perc test tE.ken. Mr. Kel 1 ing stated 150ft. frontage is required by Vi 1 lage Ordinances why has he only purchased IOOft? Mr. Karth asked if their where any reason why he didn't purchase the requested 150ff?' The land was sold 10 Mr. Pariseau like that. Mr. McLean asked if it was possible to purchase the additional 50ft. Mr. Pariseau stated the land is locked on both sides of said property. Mr. Shearen stated the fact that single family dwellings have been allowed to build, on less than 150ft. frontage, when the land is locked on both sides but could not permit a duplex. The Board would consider a single family dwelling. The appeal for variance to construct a duplex on 1OOft. frontage was changed to single family dwel I ing with r, Fariseaus approval. Mr. Shearen made a motion to grant the variance to construct a single family dwelling on less than 22 acres and less than 150ft. frontage. Seconded by Mr. Karth. Motion carried. AYE. Mr. Vern Anderson presented finished plans for a combination garage and storage building to be constructed for his own personal use to be located at 884 Birch St. Mr. Karth made a motion to recommend to the Council to give approval to Mr. Anderson to build a storage building and garage for his own personal use and that the building must conform to State Code and not be nearer than 200ft. from the front line and et least 10ft. from the side lot line. The motion seconded by Mr. McLean. Motion carried. August 15, 1973 Discussion was held on what procedure should be taken with people requesting to build on land with IOOft. frontage. What action can be taken. The Board can only recommend to them to request for a variance. Mr. Ramacher and Mr. LeTender from Able Systems came forward to discuss plans of a storage building to be built in back of present structure of Skyline Auto Body and also screening to be done on surronding area. i``<1r. Ramacher stated he would l i ke to purchase a cyclone fence 650ft. X 7ft. high to be put up on the North side of his property. Mr. Lee Starr, the Planner, was not present to discuss these plans. The Board asked if they could bring all their plans up to date and have Mr. Starr go over the plans. Mr. McLean asked Mr. Ramacher if he could be present at the next P & Z Meeting on Sept. 19th. Mr. Ramacher was _.instructed to have all his plans in the Clerk's office ' days befo1"e the.P&Z.;,_. Mr. Ray Hager and Mr. Gordie Howe, from Northway Const., appeared 1 ,fore the Board. Mr. Hager is requesting to bui Id a home cn land located on Bald Eagle Blvd. At the P&Z meeting of March 21st Mr. Hager applied for a variance to bui Id on the I IOft frontage of land. The variance was denied at that time because of not having a perc test taken and lack of necessary footage. Mr. Hager stated things have changed quite a bit since he last met with the Board. He has had Mr. Rehbe i n excavating the area. Mr. Nadeau stated it is in an area that is over crowded at the present time. Mr. Karth recommended to the Council to deny the variance to build on land with a 110ft. frontage to avoid setting a precedent. Mr. Kelling seconded the motion. Heti on carried. Mr. Floyd Schake was present to request a Special Use Permit to operate a body and paint shop and keep customers car without license plates on the property. The request was not discussed because of lack of information. Mr. Hal (blade and Mr. Bogren representing Hal Laren Blders. appeared before the Board to inquire into requirements of the Vi I I age to build on property located west of the present construction on Maple. Before any significant buildings can be done Maple street would need to be a designated and accepted street of the Vi liege. August 15, 1973 -3-- The Board requested for them to appear at the next Council Meeting of August 27th to inquire about construction of Maple Street. Discussion was held on what procedure should be taken when people requesting to build on unplatted land. Mr. Shearen made a point that any time when someone requests a variance it should go through the Engineer and Planner. The P&Z Board wished to start enforcing any person requesting to be on the agenda should have all material and any data concerning the subject be in the office 10 days before hand or anybody requesting o be on the agenda notify the Clerk's office 10 days before the meeting.
