Comprehensive Plan Review - Community Development Director Grochala 16 reviewed the history that has brought the council to this point in the comprehensive plan 17 update process. The council passed a resolution in 2009 giving preliminary approval to 18 the 2030 Comprehensive Plan and authorized it's submittal to the Metropolitan Council. 19 Several amendments, including dropping household forecast figures, were included in 20 that approval. The Metropolitan Council approved it in December of 2009 and the Plan 21 is currently back at the city level for final approval. If any changes are made,the Plan 22 will have to go back to the Metropolitan Council for either administrative or full 23 review/approval. Text changes would be easier for review than something like land use 24 changes. 25 26 The purpose of a Plan is a long-range vision for the community and should be used as a 27 guide for city council decisions and the regulations of the city. The four resources 28 monitored by metropolitan government are water,transportation, parks& open space and 29 aviation. Cities are required to review and update their plans every ten years and submit 30 such to the Metro Council. The Plan submitted is required to include a land use plan 31 element(including surface water use),provide requirements for protecting solar, storage 32 sites and aggregate deposits and as well it needs to include a housing element, a public 33 facilities element, and implementation program. Optional is urbanization of 34 redevelopment areas (staging areas). The Metropolitan Council sees Lino Lakes as a 35 development community and certain requirements are attached to that designation. A 36 community wide transportation system is also required. A natural resource element is 37 required. Accommodation of life cycle and affordable housing is required for 38 development communities (and he noted state law). There was a community involvement 39 and advisory board element to development of the Plan, with many community meetings 40 over a two year period. Public hearings were held by the Planning& Zoning Board. The 41 city has met all the state requirements and included them in the Plan. 42 43 Mr. Grochala reviewed each chapter in the Plan, including an explanation of the five-year 44 staging plan that has been built in at the council's request. 1 SPECIAL CITY COUNCIL WORK SESSION June 14,2010 APPROVED 45 The council decided that they intend to review the Plan and then discuss and decide upon 46 changes before the Plan is considered for final approval. It was verified that the new 47 members of the council have received both the draft Plan and the Plan preliminarily 48 approved by the council. The council intends to spend time on the review and the first 49 step appears to be identifying the issues. A member noted that his concerns have been in 50 the area of pace, quality and density. Director Grochala noted that areas that will be key 51 in addressing those concerns are performance standards and the changes in the zoning 52 code that lay ahead. Director Grochala reminded the council that the numbers are 53 forecasts and they will change and also that there is state law that regulates affordable 54 housing but he feels the city can work within a growth management policy to get where 55 the council wants to be and still get accepted by the Metropolitan Council. He will 56 prepare some of the possible changes he'd heard discussed and share them with the 57 council. 58 59 The council heard about the ordinance changes that staff is currently working on.
