As 20 an individual who is interested in starting a business from his home, he is concerned about the 21 city's home occupation regulations. He understands that the city's current regulations would 22 not allow him to sell anything that wasn't made in his home. The regulations seem to be too 23 far reaching and shouldn't be so restrictive as to limit small businesses. `-- 24 25 The mayor responded that he believes the city is interested in enhancing and not inhibiting 26 small businesses and he will ask staff to add the matter to the agenda for the council's next 27 work session (November 1). 28 29 SETTING THE AGENDA 30 31 The agenda was approved as presented. 32 33 CONSENT AGENDA 34 35 Council Member Gallup moved to approve the Consent Agenda, Items lA through 1F. 36 Council Member O'Donnell seconded the motion. The changes are not substantive and staff is recommending them. 88 First reading of the ordinance was approved on September 27, 2010. 89 2 COUNCIL MINUTES October 11, 2010 APPROVED 90 Council Member Gallup moved to waive the requirement for full reading of the ordinance. 91 Council Member O'Donnell seconded the motion. Motion carried on a voice vote; Council 92 Member Roeser absent. 93 94 Council Member O'Donnell moved to approve second reading and adoption of the ordinance. 95 Council Member Rafferty seconded the motion. Motion carried on a voice vote; Council 96 Member Roeser absent. 97 98 6B) Resolution No. 10-90 accepting road and utility easement (22"d Avenue), I-35E/CSAH 99 14 Interchange Project—Community Development Director Grochala reported the resolution 100 authorizes a temporary road easement related to the intersection project; the easement would be 101 used to provide temporary access to existing businesses south of Main Street. 102 103 Council Member Gallup moved to approve Resolution No. 10-90 as presented. Council Member 104 O'Donnell seconded the motion.
