HomeMy WebLinkAbout01-21-2009 Council Minutes APPROVED 1 CITY OF LINO LAKES 2 MINUTES 3 CITY COUNCIL SPECIAL WORK SESSION 4 JOINT MEETING WITH COMPREHENSIVE PLAN ADVISORY PANEL 5 6 DRAFT 2030 COMPREHENSIVE PLAN REVIEW 7 8 9 DATE : January 21, 2009 10 TIME STARTED : 6:30 p.m. 11 TIME ENDED : 8:40 p.m. 12 MEMBERS PRESENT : Councilmember Gallup, O'Donnell, 13 Stoltz, Reinert and Mayor Bergeson 14 MEMBERS ABSENT : None 15 16 Mayor Bergeson noted that the purpose of this special meeting is to continue review of 17 the Draft 2030 Comprehensive Plan (the Plan). He offered thanks on behalf of the 18 council to the advisory panel for their work on the Plan update. The council has been 19 busy reviewing and discussing the draft document and has a couple of items they would 20 like to discuss with the Panel. The Panel members should have received a 21 communication indicating the topics for discussion. He introduced project consultant 22 Ciara Schlicting of Bonestroo to review the discussion items. The council remains open 23 to further discussion if that is necessary after this meeting. The council has concurred 24 that the Planning and Zoning Board should hold another hearing on the Plan when the 25 council discussion and amendments have ended. 26 Community Development Director Grochala indicated that staff will review changes that 27 have been made to the Plan since the Panel worked on it. 28 Ms. Schlicting reviewed the recommendations that came from the Planning and Zoning 29 Board, from the public open house, and the six major recommendations of the city 30 council. The final deadline for submission to the Metropolitan Council is now May 29, 31 2009 and that includes an extension already granted. 32 33 The council has recommended the following changes to the Plan: 34 1. Incorporate 5 year phasing into the Staging Plan; 35 2. Provide for an intensive Comp Plan review every five years; 36 3. Lower the proposed density ranges (units per acre) for each residential district to 37 reflect allowable densities in the 2002 Plan. 38 4. Include requirements for affordable housing in all residential districts; 39 5. Allow for residential densities to exceed district caps as an incentive for developers to 40 provide additional desired public values. CITY COUNCIL SPECIAL WORK SESSION JANUARY 21, 2009 APPROVED 41 A panel member expressed concern that the Metropolitan Council's requirements don't 42 take areas such as wetlands into consideration in density calculations. A council 43 member agreed in that the city shouldn't be punished for past development guidelines and 44 high standards that have brought the city to a good place. 45 The Panel and council members discussed the criteria for affordable housing. Overall 46 they recognize the value and need for that type of housing. The council has proposed that 47 the city use incentives to developers to get to affordability within all densities. At this 48 point that is a concept and the exact wording and policy can be dealt with as ordinances 49 are updated. 50 The Panel considered a motion properly offered and seconded that the density numbers as 51 presented on the screen be accepted. The motion was approved by the Panel. 52 The Panel considered a motion properly offered and seconded to accept the following two 53 changes to the Plan (as requested by the council): 54 1. Incorporate 5 year phasing into the Staging Plan; 55 2. Provide for an intensive Comp Plan review every five years. 56 The motion was approved by the Panel. 57 The Panel considered a motion properly offered and seconded to accept the following 58 changes to the Plan (as requested by the council): 59 4. Strive to integrate affordable housing in all residential districts; 60 5. Allow for residential densities to exceed district caps as an incentive for 61 developer to provide additional desired public values. 62 The motion was approved by the Panel. 63 The council requested guidance on how the Panel (or Planning and Zoning Board) 64 envisions a process to consider amendments to the Plan in the future.
