18 Public Safety Director Pecchia noted that he is staying in touch with public health
19 resources in following the swine flu outbreak. He has provided information to city
20 employees through e-mail.

22 REVIEW REGULAR AGENDA ITEMS

24 Item 6A (Comprehensive Plan submittal to the Metropolitan Council)—Senior Planner
25 Smyser reviewed the written report, noting that the Planning and Zoning Board did hold a
26 second public hearing on the Plan and voted to recommend approval with some revisions
27 outlined in the report. Comments received from other jurisdictions are included in the
28 report and Mr. Smyser suggested there is very little in the way of substantive changes and
29 staff has responded as appropriate. The council has had much discussion about the Plan
30 and has recommended several important revisions since the Plan draft was reviewed in
31 November. There have been five landowner requests since September to revise the future
32 land use map and utility staging map. Staff has analyzed all five requests and is including
33 recommendations in the report. The next step in the process is approval by the city
34 council to submit the Plan to the Metropolitan Council; the deadline for submission is
35 May 29. After review by the Metropolitan Council, the city council will be asked to
36 adopt a final Plan.

38 When staff was asked to comment on the 32% affordable housing component of the Plan,
39 Mr. Smyser explained that the Plan does identify the number of affordable housing units
40 assigned by the Metropolitan Council as a goal but reminded the council that the number
41 is not a mandate. Enough land has been identified in the Plan to accommodate that
42 number.
