17 2030 COMPREHENSIVE PLAN UPDATE

19 Community Development Director Grochala reviewed the written report that was
20 received by the council the previous Friday relative to the 2030 Comprehensive Plan
21 Update (the Plan). The information includes a memorandum reflecting the council's
22 direction of June 3 to change the forecast numbers (attachment F to the report). He
23 reviewed the list of revisions. He explained that Bonestroo consultant Ciara Schlicting
�"' 24 will go over the revisions at the council meeting. Basically, the city employment
25 forecasts, land use and staging maps will not change and the city will do an educational
26 component to get more information on affordable housing in other cities. The report
27 contains information presented in the past including comments from area jurisdictions
28 and responses, staff comments and recommended changes, city council revisions that
29 were discussed over the last eight months (revisions of growth management policy to a
30 five year review period), five year phasing within the ten year staging, some changes
31 related to Planning &Zoning review, density modifications, and a housing goal language
32 change regarding affordable housing. Staff will work on implementing the changes as
33 quickly as possible into the actual plan.

35 A council member expressed some discomfort in voting on the Plan without the actual
36 changes included. Staff assured the council that the changes are fully presented in the
37 report. The Metropolitan Council may or may not request modifications to what the city
38 submits but the Plan will definitely come back to the council for final approval.

40 Mike Trehus, 675 Shadow Court, was present. He suggested there are some serious errors
41 in the Plan.

43 A council member remarked on the inappropriateness of bringing forward accusations of
44 errors this late in a two year process.

I Mr. Trehus explained that the density calculations are inaccurate. The Metropolitan
2 Council is asking the city to meet a 3 acre minimum but his calculations have the city
3 higher than that.

5 Ms. Schlicting responded that the Metropolitan Council has a very detailed methodology
6 for calculating density. The city has followed their requirements to a tee and is at 3.04.

8 It was clarified that the information in the report in not in error but Mr. Trehus suggested
9 that it is not reflective of all the information then, adding that lower density rural areas
10 include existing properties that are not counted so that would bring up the numbers. Mr.
11 Trehus also expressed concern that there is acreage missing from the land use planning
12 maps but staff explained that utilizing all the maps/tables would accurately reflect all the
13 acres in the city. Mr. Trehus disagreed and continued to review the numbers.

15 Amy Donlin, 6100 Centerville Road, remarked that the form of the document is difficult
16 for a lay citizen to understand but it's important to address questions that arise. She
17 participated in the last comp plan process but is concerned that for all the time and funds
18 that went into that process, the resulting plans weren't utilized as the city has grown. She
19 has felt alienated from the process.

21 Mr. Trehus expressed concern that the Plan process did not allow enough citizen input.

23 Community Development Director Grochala acknowledged that there have been many
24 different opinions voiced during the process of putting this Plan together. Staff has tried
25 to keep the process as open as possible.

27 Ms. Schlicting highlighted the unique character of the citizen participation process for
28 this Plan. Rather than calling upon citizens to come to meetings,people were randomly
29 selected to participate in the citizen advisory group to get an accurate cross section.
30 People who showed up to general open houses were offered participation down the line in
31 the issue teams. Speaking for her company that has been involved in hundreds of these
32 Plans, never before have the citizens of the city written the goals and policies as is the
33 case in Lino Lakes.

35 Mr. Trehus expressed concern that the Plan pulls the city away from the current type of
36 predominant housing and moves too drastically in another direction. He feels there can
37 be no room for error in the document because it will be used heavily and be legally
38 binding in the future.

40 A council member recommended delaying a vote to allow for review of the completed
41 Plan.

43 There was discussion about how citizen challenges to the Plan have been received.

45 The meeting was adjourned at 6:25 p.m.
