Karen Blaska, Park Planner from Anoka County presented to the Council the Anoka County Parks and Recreation Department Master Plan for the Rice Creek Chain of Lakes Park Reserve. Following that Agenda item, Candice Amberg from WSB & Associates presented to the Council the Country Lakes Park Remaster Planning Proposal. Rick DeGardner and Parks Supervisor Mike Hoffman were in attendance to answer any questions and provide clarification. Call to Order and Roll Call The October 9, 2017 City of Lino Lakes Park Board Meeting was called to order by Clark Gooder. 2. Setting Agenda The Agenda was approved as presented. 3. Approval of Minutes: July 10, 2017 Richard Jensen made a MOTION to approve the Meeting Minutes from July 10, 2017 John Nordlund supported the MOTION. All in favor and MOTION carried. 4. Open Mike There was no one present for Open Mike. Open Mike was closed. New Business 2040 Comprehensive Plan Update Mr. DeGardner introduced Ms. Candace Amberg from WSB Associates to provide an update on where the City is at for the 2040 Comprehensive Plan as it relates to Parks and Trails. Ms. Amberg described that they are currently gathering all the information for Parks and Trails, and Parks and Open Spaces into one chapter so it’s not spread throughout the document as it was in the previous Comp Plan. The Parks, Trails, Open Space and Greenway System section will be completely updated and condensed for the 2040 Comp Plan. Ms. Amberg states that the previous Plan had a highly placed value and focus on conservation development and conserving and protecting natural resources. It seemed that was a high priority to everyone involved at that time. They are now trying to access from the City what is most important at present, therefore Ms. Amberg requested input from the Board members regarding priorities. The Board’s feedback was that Trails will still be considered number one for our community, however they also feel that athletics is a growing priority and particularly space for athletics. Ms. Amberg described that they will be updating information in this document in the following areas: ∗ Maps ∗ Trails ∗ Individual City Parks This includes our Parks conditions, it will have photos and list amenities and also what to consider for development or re-development in the future. ∗ Regional Parks Trail System Plan, which breaks down trails and sidewalks Regional Trail systems and how our trails tie into the regional trail systems that are in place. This needs to be defined for the Met Council as well. ∗ Natural Resource Management and Restoration Park Board Minutes October 9, 2017 Page | 3 ∗ Conservation Development ∗ Wetland Banking ∗ Pollinator Areas Finally, they will finish by working on an implementation plan with the City and breaking the plan out into 5 year increments in which they will set priorities and goals. Mr. DeGardner noted that in 2018 there will be general fund dollars set aside that will be dedicated to park and trail improvements for development or redevelopment. Ms. Amberg concluded that the Board will be provided a draft copy of this document once it is ready for review. Review Woods Edge Park Preliminary Master Plan Mr. DeGardner presented the Board with the revised version of the Woods Edge Master Plan. Ms. Amberg described the site being near the YMCA and near the trail connection. She described the natural look of the area as it relates to the play structures and natural woodland look of the park design. Also, this park design has different stations that run along a trail throughout the park. She notes that this design concept was based on the natural, wetland, and woodland elements that surround this park area. The Board had positive feedback and they liked the concept of the stations along the trail to create a different type of park experience. 6. Old Business NorthPointe Park Playground Installation October 14, 2017 Playground installation for NorthPointe Park was rescheduled to October 14, 2017 between 9:00 AM and 1:00 PM utilizing volunteers and a certified playground installer. 7. Next Scheduled Park Board Meeting The next scheduled Park Board Meeting will be November 6, 2017 which will include Ms. Amberg presenting a remaster planning process plan for Country Lakes Park. Adjourn 1 ENVIRONMENTAL BOARD AGENDA ITEM 6A STAFF ORIGINATOR: Marty Asleson, Environmental Coordinator MEETING DATE: November 29, 2017 TOPIC: Environmental Board/Park Board Joint Meeting Emerald Ash Borer/Lino Lakes BACKGROUND Emerald ash borer (EAB) is an ash tree destroying insect that was introduced into the United States around 2002 in Michigan. The insect most likely came into the country in infested packing crates from Asia. EAB was discovered in a Saint Anthony Park neighborhood in 2009. In October 2017, EAB was identified infesting ash trees in the Target infiltration ponds by a park board member, John Nordlund. In 2010, the city drafted an ‘EAB Management Plan’ in anticipation of an infestation in Lino Lakes. The plan addresses the removal, replacement and treatment in some cases of our ash trees. Lino Lakes changed the ‘Disease Tree Ordinance’ in 2010 to include ash trees and EAB. Target Corporation has been contacted and has acknowledged the issue and have communicated the trees will be removed before May 1, 2017. In 2010, Lino Lakes started removing and replacing ash trees on city boulevards and in Parks. At that time, there were approximately 520 ash trees on city boulevards, and approximately 450 city park trees. Since the original inventory, the city has removed and replaced about 180 Boulevard trees, and 175 Park Trees. Lino Lakes began treating boulevard ash trees this summer, for 86 ash trees treated. Up to this point, most of the park tree removals, and many of the street tree removals/replacements were removed and replaced by Mike Hoffman’s parks crew. Boulevard ash trees will be treated on a three-year cycle until the trees can be removed and replaced. A very large percentage of park and open space trees (approximately 360 trees) are located in Country lakes Estates Park and Reshanau Lakes Estates trail and open space 2 areas. Lino Lakes is working with a company called YTS to remove the trees from these areas. This work will be done this January. This will drop our inventoried park trees down to less than 100. YTS is giving the city a quote that can be given to residents to remove, or treat ash trees. The city is also providing drop off sites for residents that would like to preemptively remove their Ash trees, or have to remove them due to infestation. Lino Lakes also gets a quote each year from a local company, Uppercut Tree Service, for removing ash trees and treating ash trees. The city has a tree sale each year for residents to buy to replace ash trees lost. The County Conservation District also has a tree sale available to Lino Lakes residents. Anoka County has thousands of ash trees in the regional park. Their policy is to allow the trees to die on the stump, and remove only trees that pose a public health problem. The Minnesota Department of Agriculture is present at this meeting to address EAB and answer questions. A representative from YTS will also be at the meeting. Mike Hoffman from parks department will be at the meeting as well. ENVIRONMENTAL DIRECTION This EAB update is to inform board members and elected officials of EAB in Lino Lakes, mitigation progress made to-date, and the future of our ash tree management. Staff would like to hear comments and suggestions on future direction of EAB management. ATTACHMENTS 1.
