The November 6, 2017 City of Lino Lakes Park Board Meeting was held in conjunction with the
City Council Work Session. Karen Blaska, Park Planner from Anoka County presented to the
Council the Anoka County Parks and Recreation Department Master Plan for the Rice Creels
Chain of Lakes Park Reserve.
Following that Agenda item, Candice Amberg from WSB & Associates presented to the Council
the Country Lakes Park Remaster Planning Proposal. Rick DeGardner and Parks Supervisor
Mike Hoffman were in attendance to answer any questions and provide clarification.
Minutes from this meeting can be located in the 11 -06-2017 Council Work Session Minutes .
Karen Blaska began her Agenda Item No . 2 at 6 : 55 PM and Candice Amberg was finished at
approximately 7 : 30 PM.

j, The November 6, 2017 Park Board meeting will solely consist of attending the City
Council work session for the following two items:
Resolution of Support for Anoka County's Rice Creek Chain of Lakes Park Reserve Master
Plan Amendment - Karen Blaska from the Anoka County Parks and Recreation
Department will be presenting the Master Plan Amendment for the Rice Creek Chain of
Lakes Park Reserve and is looking for the City's input . The Park Board reviewed this at
the May 15, 2017 Park Board meeting . The drop box link to review the amendment is :

Country Lakes Park Remaster Planning Proposal - Candace Amberg, Senior Landscape
Architect from WSB and Associates, will be presenting a proposal to remaster plan
Country Lakes Park .
The November 6 work session starts at 6 :OOpm . There is one item on the agenda prior
to the above items, so all Park Board members should plan to arrive in the Community
Room by 6: 15pm . Park Board members are excused after the above two items are
discussed .

Background
The Anoka County Parks and Recreation Department has been working on a master plan
amendment for the Rice Creek Chain of Lakes Park Reserve that includes redeveloping
the Peltier Fishing Pier access (across from the park entrance road), adding some
i' additional camper cabins to the campground, creating an interpretive area near the burial
mound off CSAH 14 and Mound Trail, and incorporating the projects outlined in the
Wargo Master Plan.

Ms. Karen Blaska, Park Planner, will attend the November 6 work session to provide a
j brief presentation and ultimately request the City Council pass a resolution of support for
the master plan amendment. The Park Board reviewed the master plan amendment
during the community engagement phase of the project at their May 15 , 2017 Park Board
meeting.

City staff has been working with Candace Amberg, Senior Landscape Architect with
WSB and Associates to explore options to enhance Country Lakes Park.
Attached is some information that Candace will review at Monday' s meeting.
Requested Council Direction
Requesting feedback whether the City Council wants staff to proceed with enhancing
Country Lakes Park.
