RESOLUTION NO. 17-152
APPROVING A SUMMARY OF ORDINANCE NO. 06-17
FOR PUBLICATION
WHEREAS, the City Council approved Ordinance No. 06-17, Adding a new chapter to the Lino
Lakes Code of Ordinances Relating to Therapeutic Massage, for first reading on November 27,
2017 and second reading and final passage on December 11, 2017; and
WHEREAS, Ordinance No. 06-17 is lengthy and MN statute 412.191 allows the city to publish
a summary of an ordinance, and
WHEREAS, the City Council has determined that the summary clearly informs the public of the
intent and effect of the ordinance, and
WHEREAS, the publication in the official newspaper will include a notice that a full printed
copy of the ordinance is available at City Hall;
NOW, THEREFORE, BE IT FURTHER RESOLVED by The City Council of The City of
Lino Lakes, Minnesota:
That the City Council approves the summary in Attachment A for publication according to state
law and the City Charter.
Adopted by the Council of the City of Lino Lakes this 11th day of December, 2017.
The motion for the adoption of the foregoing resolution was introduced by Council Member
Kustermarsnd was duly seconded by Council Member Manthey _and upon vote
being taken thereon, the following voted in favor thereof:
Kusterman, Manthey, Maher, Rafferty, Reinert

CITY OF LINO LAKES
SUMMARY OF ORDINANCE NO. 06-17
AN ORDINANCE ADDING A NEW CHAPTER 616 TO THE CODE OF ORDINANCES
RELATING TO THERAPEUTIC MASSAGE; AMENDING CHAPTER 601 RELATING
TO CRIMINAL HISTORY LICENSE BACKGROUND INVESTIGATIONS;
AMENDING THE 2018 CITY FEE SCHEDULE
The City of Lino Lakes City Council does ordain the following:
Section 1. New Chapter. Adding Chapter 616 to the Lino Lakes Code of Ordinances
that regulates massage therapists and therapeutic massage businesses, including an annual
licensing process, conditions governing issuance of a license, restrictions on licenses; an
inspection process, and ground for license suspension or revocation.
Section 2. Background Investigations. Amending Section 601.05, subdivision 2, to
authorize the Lino Lakes Police Department to perform criminal history license background
investigations for license applicants.
Section 3. Fee Schedule. Establishing an annual license fee for message therapist and
therapeutic massage business licenses.
Passed by the Lino Lakes City Council on December 11, 2017.
