ENVIRONMENTAL BOARD MINUTES
1. CALL TO ORDER AND ROLL CALL:
Mr. Heiskary called the Lino Lakes Environmental Board meeting to order at 6:32 p.m.
on October 25, 2017.
2. APPROVAL OF AGENDA
Ms. Klebba made a MOTION to approve the Agenda. Mr. Sullivan seconded the motion.
Motion carried 7- 0.
3. APPROVAL OF MINUTES:
September 27, 2017
Ms. Andrzejewski made a MOTION to approve the September 27, 2017 Meeting
Minutes. Mr. Sullivan seconded the motion. Motion carried 7 - 0.
4. OPEN MIKE
Mr. Heiskary declared Open Mike at 6:34 p.m.
Mr. Heiskary closed Open Mike at 6:35 p.m.

A. PUBLIC HEARING - NE Drainage Area Comprehensive Storm water
Management Plan

Ms. Thompson, WSB staff, presented a PowerPoint of the NE Drainage Area
Comprehensive Stormwater Management Plan. The project is in the northeast area of
Lino Lakes bounded by Main Street to the south, the City of Hugo to the east, and Peltier
Lake to the west, and Rehbein Street to the north. The site is approximately 1,350 acres
and largely agricultural or undeveloped within the City of Lino Lakes.
Ms. Thompson addressed questions of the board.-
Mr. Schwartz asked for clarification of the water quality features, such as iron-enhanced
filtration or bio filtration.
Ms. Thompson said that the plan is a conceptual design and those would be features that
will be added during final design.
Ms. Kaufenberg want to know more about the analysis that was done to determine water
quality.
Ms. Thompson said that this is a conceptual design, subject to change. The storm water
treatment the developers would be held responsible. We will be making use of the
Pollution Control Agency Storm Water Manuel.
Ms. Klebba inquired about the time line
Ms. Thompson said that the plan would be going to the City Council in November, then
goes before Rice Creek Watershed District and then would be coming back to the board
for action.
Mr. Sullivan and had questions about the Rice Creek entering Pelitier Lake and also
wanted to know if Hugo would be sharing in the cost of this plan. In addition, who will
maintain ditches 55 and 72.
Mr. Schwartz wanted to know about the open ditch.
Ms. Thompson stated that the plan makes use of the existing culvert and there is enough
elevation to have an open channel ditch. The ditches 55 and 72 are the authority of Rice
Creek Watershed
Mr. Heiskary declared the Public Hearing open at 6:55 p.m.
Dan Tuomie 1870 Rehbein St Last year there was drain tile installed in the field. He
wanted to know if this was going to improve the flow of water out of his yard.
Ms. Thompson stated that with proposed plan the water should move out faster and
handle more volume. We will keep this concern in mind.

Hal Leibel 7566 Peltier Drive The tile is excising which has been recently cleaned out
and the water does travel north. His understanding is when the development on the east
side of 20th Ave happens; there will be holding ponds, so with this plan it will help with
the flow of the water.
Mr. Tuomie wanted to know when sewer and water would be in his area.
Ms. Hankee stated that this is a phase development and the development is starting from
21st Ave and heading north, so it could be 8 years out.
Mr. Heiskary closed the Public Hearing at 7:06 p.m.
Motion to close was supported by Ms. Andrzejewski seconded by Mr. Schwartz. Motion
carried 7 - 0.
6. DISCUSSION ITEMS
A. Wollan’s Park Wetland Bank Status Report. Jason Husveth
Mr. Husveth, Ecologist with Critical Connections Ecological Services, has worked
with the City of Lino Lakes and Mr. Asleson on Wollan’s Park since mid 2008.
Mr. Husveth showed drone photos of the burn, spring flooding, and the park area as
it was greening up after it has been worked. The city scraped the land in the winter
and then had a spring fire to destroy the reed carnery grass. Also used some spot
treatment on the reed carney grass.
Mr. Husveth mentioned that wetland is successful because of the work that has been
done, there is now a rare plant population at Wollan’s Park.
The board thanked Mr. Husveth
B. Recycling Updates
Mr Heiskary talked about what the great program of Saturday Recycling, becaise it
is always busy.
Simple Recycling’s contract came back from the City’s attorney and was then
mailed back to Mr. Paul Gardener. It will be brought before the Enivormental Board
again.
Ms. Kaufenberg and Ms. Klebba will present a free educational Recycling Session
on Tues, Dec 12 at 7:00pm in the Community Room.
Ms. Pellon talked to ACE Recycling program and you would still have to purchase a
organic recycling bin even if you had a yard waste bin and the cost would be $30 per
month

Ms. Pelon present the organics information from Walters Recycling and Refuse and
the blue bag organics. First the information will be in the City’s Newsletter and then
Walters will send out the information about curb side organics pick up. This letter
will only to Walters customers which is about 2245 households. The cost for the
curb side program will be $80 a year and that includes for a supply of the 25 blue
bags. Will start Dec. 4. This information will also be an insert with the utility bills.
There are about 250 households in the organics program
Ms. Kaufenberg suggested to send out a email about the curb side organics progam
Ms. Pelon will send out an email and put information on the City’s web site
7. ADJOURNMENT
Ms. Andrzejewski made a MOTION to adjourn the meeting at 8:04 p.m. Ms. Klebba
supported motion. Motion carried 7 - 0.
