Emerald Ash Borer Discussion Mr. Asleson started the discussion by introducing the Park Board and Ms. Burington from Minnesota Department of Agriculture. Ms. Burington regulates insect infestation such as emerald ash bore, was present to address EAB and answer questions. A representative from YTS was also at the meeting. Mike Hoffman from parks department was there as well. Mr. Asleson stated the history of Emerald Ash Borer, the discovery in Lino Lakes and the plan for treatment and removal of the infected trees. In 2010, the City of Lino Lakes changed the `Disease Tree Ordinance" to include EAB, which addresses the removal, replacement and treatment. Up to this point, most of the city's park tree removals, and many of the street tree removals/replacements were removed and replaced by the City's Parks Department. City's boulevard ash trees will be treated on a three-year cycle until the trees can be removed and replaced Anoka County has thousands of ash trees in the regional park. The county's policy is to allow the trees to die on the stump, and remove only trees that pose a public health problem V Ms. Burington, presented information about the Emerald Ash Borer and added that the website - www.mda.state.mn.us/eab- that shows the status of the borer. The MDA can assist with trainings, presentations, visual survey, confirm infestation and be an information resource. Mr. Schwartz wanted to know what the city could do to improve our results with the Emerald Ash Borer. Ms. Burington, answered the city is already doing everything that the city can do. Communicate is a big thing, do not move firewood and educate the residents. You could offer the residents the same rate the city is paying for removal. Mr. Asleson showed a GIS map to look at parks and inventory of ash trees in Lino Parks. Tim Schumacher and Tim Sether from YTS — a tree service/solution company who works with the cleaning division and works with municipalities to remove large areas of trees. YTS will be doing a clean out of Country Lakes Park this winter. Ms. Holmes was questioning at what year you could not treat an infected tree. DRAFT MINUTES Enivornmental Board November 29, 2017 Page 3 Ms. Burington stated it all depends on the age, diameter and the location of the growing area. Many variables come in to play. Mr. Schumacher replied that YST would treat a tree up to 25% infested and still guarantee the treatment. Ms. Holmes wanted to know how is the city notify homeowners if they have an infected tree. Mr. Asleson replied that if the city workers see a tree that is infected they would notified the homeowner. It would give out recommendations. Ms. Burington mentioned that some cities would notify the homeowner about the infected tree, and ask the homeowner to remove the tree. In addition, if the infected tree has not cut down in a certain amount of time the homeowner will be asset on his taxes. Ways to educate the public are public information release, the cities website and the Department of Agriculture offers recommendations 5. ACTION ITEMS A. Local Surface Water Management Plan Review and Consider Approval, Katy Thompson WSB Katie Thompson from WSB presented the Local Surface Water Management Plan Updates. Full version is on the City's website. The plan to submit to Rice Creek Watershed District by January 31, 2018 by state statue. • The plan last updated in 2015. • We had to include the Rice Creek Watershed District rules updated in 2017, watershed plan updated in 2016. • Vadnais Lakes Area Watershed Management organization watershed management plan updated 2016 • TMDLs for Golden Lake and the upper Mississippi River bacteria. • New RCWD floodplain modeling. Local water plan goals fall in several categories: • Surface water • Public drainage systems • Groundwater • Wetland & natural resources • Education • Financing DRAFT MINUTES Enivornmental Board November 29, 2017 Page 4 Future Condition Issues • Water quality concerns • Increase flooding potential • Groundwater management Ms. Thompson went through lakes, creeks and wetlands describing the water issues and strategies for improvements. The next steps are to • Incorporate staff; Environmental Board and Council comments • Submit to RCWD by January 31, 2018 • Planning & Zoning February 2018 • City Council March 2018 Looking for recommendation from the Environmental board for approve the plan for distribution. Mr. Heiskary would like to suggest some text edits which he will relay directly to Ms. Thompson Mr. Sullivan wanted to know how often the document is updated and why the recent precipitations statics are not included. He also thought that improving an impaired lake would be a great goal for the board. \/ Ms. Thompson replied that data comes out every 10 years. Ms. Holmes suggested that the information on impaired lakes such as, how many are impaired and what the definition is of impaired lakes, to be included in the report. Ms. Kaufenberg made a MOTION to approve the distribution of the Surface Water Management Plan. Ms. Andrzejewski seconded the motion. Motion carried 7-0 B. 2018 Environmental Board Goals Mr. Heiskary would like to make the goals a two-part document. One part would be 2017 accomplishes or a 2017 recap and then what the goals would be for the upcoming year. Mr. Heiskary would like ideas sent to him in a word document. 1) Promote Education Mr. Asleson mentioned that in 2017 we did an Enviro show at Earth Day collaborating with Rice Creek Watershed District and VLAWMO Mr. Asleson also mentioned that NorthMetro would like to do a few videos in 2018, and a few suggestions were; surface water/ recycling/ organics/ EAB — topics to be determined DRAFT MINUTES Enivornmental Board November 29, 2017 Page 5 Mr. Sullivan questioned about in which ways we collaborate with watershed districts. It might be better to say consult with the two watershed districts. Ms. Klebba stated that the Pelitier Lake drawdown is one project in which we do collaborate with the watershed district. In addition, the Local Surface Water Management Plan will go to Rice Creek Watershed District and can be used for acquiring grants that in turn helps the city Mr. Heiskary suggested have members of the watershed districts come to our meeting so we can ask questions and better understand about what is happening in our area 2) Promote Earth Day/ Recycling Days/Blue Heron Day For 2018, we should promote the garbage haulers that work with organics recycling Continue to collaborate with County on projects Increase the volunteer base at city events 3) Meet our Recycling Goal In 2017, we meet our recycling goal. Recycling Updates Ms. Pelon announced that on December 4, Walter's would be going to the work session to present the Blue Bag organics recycling program. So far, 15 residents have signed up for this program. Mr. Asleson and Ms. Pelon are looking at getting an industrial shredder. The county would own the unit and John would operate it for us on Recycling Saturday Simple Recycling is going to the work session for the second time on January 22. Respectfully submitted, Mary Fogarty DRAFT MINUTES ENVIRONMENTAL BOARD AGENDA ITEM 5A STAFF ORIGINATOR: Marty Asleson, Environmental Coordinator MEETING DATE: January 31, 2018 REQUEST: Preliminary Plat and Site Plan Review for Nature's Refuge APPLICANT: Pete Kocisak/Preferred Builders Inc. 10500 Bren Road East Minnetonka, MN 55343 OWNER: PROPOSED DEVELOPMENT Pete Kocisak The proposed Nature's Refuge site is located north of Main Street and .3 mile west of Lake Drive. The property is bordered on the west by single-family homes, on the south by Main Street (CSAH 14) and single-family homes, on the east by Lino Lakes Elementary School and single-family Homes, and on the north by undeveloped wetland, woodlands, cropland, and grassland. Preferred Builders, Inc. is proposing to develop an approximately 95 -acre site in the City of Lino Lakes to provide 60 new single-family residential lots with associated streets, utilities, stormwater treatment areas, and buffers on avoided wetlands. The proposed residential subdivision is guided for low density and single family residential use. The proposed land disturbance area is 40 acres. The developer is proposing new 7.2 acres of impervious land. A municipal street system will include storm sewers that will route runoff from impervious surfaces to stormwater treatment basins. These stormwater management facilities will provide the required treatment of runoff prior to discharge to wetlands. The developer is proposing 32 foot wide streets and a 60 foot road right -of way. The developer is proposing to start construction in the Spring of 2018 and take 3 to 8 years to complete. The site is part of a multi- owner conservation development project proposed in 2006. 1 All developments are now considered to be conservation development. New Rice Creek Watershed (RCWD) rules have changed the applications of volume control and required buffers along Wetland Management Corridors (WMC). Wetland Management Corridors are areas with significant, and high value wetlands. These corridors require 50 -foot buffers, and form the City greenway system with trail corridors, park connections, and unique resources. The corridors require conservation easements, a management plan and documented maintenance in future years. SITE CHARACTERISTICS Site Evaluation/Land Cover The southern and central parts of the site consist of annually -tilled cropland. During the wetland delineation, the northeastern part of the site was occupied by a large wet meadow/shallow marsh wetland complex dominated by reed canary grass and cattail. This wetland continues offsite to the northeast. The northwestern part of the site included woodland dominated by quaking aspen and red oak trees, and upland grassland dominated by reed canary grass, Canada goldenrod and Kentucky bluegrass. Most wetlands on the site are dominated by reed canary grass and cattail, with farmed wetland fringes, but some wetlands on the site also support rare plant species identified and protected/regulated by the Minnesota Department of Natural Resources (MN DNR). Ground elevations on the site range from 912 feet above msl in the southern part of the site where an equipment building is located, down to 902 feet above msl in the open water parts of the large wetland in the northeastern part of the site. Prior to 2006 when Natures Refuge was first proposed, the site consisted mostly of Oak woodland, with small suppressed wetland areas in the woodlands. Upon removal of the trees in later years, rare species emerged in some of these wetlands. There was also winterberry present on the perimeters of the wetlands. The winterberry was also removed. Winterberry is an indicator of high quality wetland. In 2017, Critical Connections performed a plant community assessment delineating plant communities existing to date. Critical Connections mapped and evaluated fifty-nine (59) unique land cover areas (polygons) within the 94 -acre project boundary to be classified as a NPC or otherwise. Of these fifty-nine polygons, thirty-six polygons totaling 58.8 acres were classified as one of five native plant community types. The remaining twenty three Polygons were classified as Cultural Cover Types (Not Native Plant Communities) and totaled 36.4 acres. See Attachment 6. Soils It is the soils and hydrology of Natures Refuge land that support rare plant species. Isanti wet and Solderville soils, banding around muck soils on the site, with wet floodplain characteristics. This soil profile dominates this site. 2 Significant Resources Attachment 3 maps show delineated wetlands and rare plant and animal species locations. The location of documented State listed plant species and Blanding's Turtle locations. Every wetland on this site and around this site has rare plant species located in them. Figure 4 and 5 have the NPC (Native Plant Community) and Condition Ranking Classifications associated for Nature's Refuge site. These exhibits show that although the native classified areas for the site are a bit rough, they non the less exist and with proper restoration techniques these plant communities can be brought up to higher standards. As the exhibits show, the rare plants found on this site, and in every wetland area of this site range from special concern up to the endangered status. In addition, Blanding's Turtle has been recorded in Natures Refuge in 1992, and in adjacent areas to Natures Refuge land in 1990. Recommendation: Design consideration must protect the rare features of this sit to the greatest and least invasive design possible; including turtle barrier elimination (dropped curbing, and preservation of continuity in turtle travel and breeding areas). Design should be should emphasize avoidance of rare plant species locations. Surface Water/Ground Water The site has relatively flat topography that drains west off the site through Anoka County Ditch #10-22-32. This ditch flows west (outlet elevation of approximately 901) and then south to Marshan Lake, which drains to Rice Creek and eventually to the Mississippi River. Water from Columbus Township slowly drains to the site over almost flat land. Ground water upwells in the Wollan's Park area to add to surface water, and most likely in the School lake -type area as well. The ground water for most of the site is very high. Areas to the North still have existing Oak woodlands where the water table may be as high as 2 feet from the surface. Fen characteristics on the site present upwelling ground water in places, creating a Lake Type of ecosystem. It is because of this the large wetland in early survey days was known as Pin Oak Lake. The proposed borrow pits may create wetland drawdown impacts. Any decrease in the elevation of surrounding wetlands will damage the rare wetland areas. Nature's Refuge developer is intending to route all impervious area surfaces through a series of storm sewers (also impervious), ponds, an infiltration basin, and wetlands before discharging to ACD 32. The narrative describes three build -out impervious surface totals; 7.2 Acres, 7.8 Acres, and 5.8 Acres. All of the treatment issues including volume and rate control, and exactly how much impervious area the proposal has, will be looked at by RCWD and our City engineers. Water draining off wetland edge properties will have pollutant loads. Nitrogen fertilizers in the runoff will change biodiversity by favoring non-native, and nitrogen -loving plants. Basically this favors the non-native plants to out -compete the natives. This has been observed to happen in a small fen in Clearwater Creek. Development. Wetlands that have rare plant communities or seed bank rare plants that will be restored must be protected from this runoff. A drainage swale and treatment system must be designed in the backs of houses to filter and utilize nitrogen, and phosphorous for that matter, before it enters the unique wetlands of Natures Refuge. This swale and filtering system should be placed on the lots affected and not in the wetland buffer, unless the buffer is widened to accommodate the BMP and protect (by not disturbing) the wetland. Recommend that design should capture all yard surface water runoff especially to the backs of lots that can pollute the surrounding wetlands. Bio swales is an example of a BMP that can mitigate this concern Flood Plain Flood Plain in this area drives the rare and unique wetland characteristics that support rare plants. Flood plain elevations in the larger wetland must not change in wetland and rare plant species locations... Changing the flood plain elevations either way will either destroy a very unique wetland including our Wollan's Park wetland, or flood residents if it increases. This is always an issue in project design review, but needs reiteration in this report because of the two very sensitive issues. Wetlands This area has a wetland preservation corridor. There are 7 delineated wetlands on the site totaling 41.55 acres Wetland boundaries have been approved by the Watershed District. The wetlands are located on Figure 2 of the Klolhaug Environmental Services Report for Natures Refuge. The proposed buffer area for these wetlands is 15.87 acres. The project proposes 87,747 square feet (2.0144 acres) of permanent fill in four wetland locations and 154,527 square feet (3.5475 acres) of temporary/No Loss wetland impact associated with shallow excavation and enhancement within one wetland basin. Wetland fill areas can be seen in the Grading Plan included in the Plan Sheet Attachments. The developer proposes to mitigate for all filled wetlands and compensate for all destroyed rare plants, in the large wetland to the East (outlot A) by future restoration and banking credits. The Developers position is that the proposed wetland impacts are unavoidable due to the need for a cohesive functional neighborhood with residential land use efficiency, an interconnected street network, and sustainable wetland functions. With that, a plant/wetland destruction and mitigation plan has been submitted to the Minnesota DNR. M The DNR will make a determination on direct destruction amounts allowed and mitigation amounts needed. All of the wetlands in this area contain rare plant and rare plant seed bank. These plants and seed bank make up the most unique resource in Lino Lakes. To that end, as always required in all wetland management corridors, a conservation easement is required over these areas with a 50 foot buffer. The City should be named as a holder or co -holder of the conservation easement with the watershed district. With the easement and buffer, and with the developer's desire to mitigate destroyed rare plant areas in the larger wetland in particular, a restoration plan must be submitted to the RCWD for review. This plan should also be given to the city for review. Most importantly, Out Lot A is a 34.45 Acre wetland area that is in the same wetland system, and has the same characteristics of the Wollan's Park wetland bank. The destruction of rare plants in the banded soils surrounding this wetland in particular must be avoided. Wollan's Park Wetland Bank is part of the same large wetland complex and was very successful in bringing back rare plant features and the indigenous cover by simply removing thatch and the use of chemicals. Very little organic soil material (the part that holds historic rare seeds) was lost in Wollan's Park. In the Nature's Refuge proposal, the over excavation of the wetlands for restoration, Restoration of wetlands with rare plant should be limited to Reed Canary Thatch removal with no more than an inch or two of organic soils removed. The areas of concern for rare plants include all Isanti Wet and Solderville soils in adjacent wetlands and proposed buffer areas. A Wollan's Park restoration strategy, (management plan) should be required in these areas. The possible borrow pit impacts to the surrounding wetlands were not seen in the 2006 plan. The proposed borrow pits are 30 to 40 feet deep with undetermined impacts to rare plant areas, and possibly contaminating area wells. Any draw down to surround wetland caused by the borrow pits must not be allowed. All soil needed for house pads and roads should be imported to the site rather than digging borrow pits. Importing soils is consistent with the original 2006 plan. Dewatering practices should be evaluated in more detail for no impact to adjacent wetlands. Public Education Since this is one of the most diverse natural communities in Lino Lakes, the developer should create a new resident education brochure that informs them of the uniqueness of the site, the existence of conservation easements and signage, the existence of buffers and how they can help to maintain this uniqueness. This brochure must be approved by the 5 City early on in the development process. Residents must be informed at the time of their house closing, and wetland buffer signs must be in place before any new house permits are issued for houses that are scheduled to have signage in the back of their property. Information of the conservation easement, buffers and signage must be placed in the city property folders for affected properties so that this information follows to new property owners. In addition, alternative lawn options should be given to property owners. The option discussion should site where by ordinance alternative lawns are allowed, what alternative lawns can be composed of and look like, and suppliers and contractors that can help with alternative lawns. Alternative lawn performance should also be discussed. Trail In 2006, a trail corridor was designed into the western edge of the large wetland area known as Pin Oak Lake. Since that time, we have come to understand the uniqueness of the rare plant communities of Pin Oak. We have come to understand that the rare plant communities of Pin Oak wetland are in saturated, and banded soils usually consisting of muck, Isanti Wet, and Solderville. This soil and water relationship exists in the proposed trail corridor, particularly on the northern half of the proposed trail. The trail should be repositioned in the development away from this area, or enough additional buffer provided to maximize the protection of this area. The trail should be moved off of rare species areas. No disturbance or reseeding of the Isanti Wet or Solderville (a generally saturated soil) soils in the proposed trail area should occur. The areas in the Isanti Wet and Solderville soil areas of the proposed trail area should be managed for the indigenous soils in the seed bank. Other areas disturbed along the trail corridors should have no loss of indigenous soils and if the soils are hydric, management techniques should allow the seed bank to come in. No seeding of other seed types should be employed in the area of the large wetland. Again, it is recommended to relocate the trail and provide an adequate buffer that would protect the large wetland rare plant areas. Drinking Water Protection The developer must ensure that ground water is not contaminated by ponds and borrow pits dug into the water table. The designed basins/borrow pits, if allowed should have enough separation between the ordinary high ground water level, and the bottom of the basin. The basins must at least 3 feet of sand separation between the two surfaces (the standard for infiltration basins). There are many private wells around the proposed development property. Some of the wells are as shallow as 50 feet. The City has a duty to ensure wellhead protection. Digging a borrow pit 40 feet into the groundwater could pollute the drinking water of surrounding private wells. The pit and 2 digging into the ground water is the same as digging a well hole 40 feet down in the area and leaving it open. Well holes of this type are known as injection wells, and inject non -hazardous fluids underground. Non-polluting fluids in Class 5 injection wells are injected either into or above an underground source of water. Pollutants still have opportunity to enter into an injection well if left open. Staff doesn't see the difference between an injections well and the proposed borrow pits. Recommend documentation clarifying this matter. Tree Preservation A tree inventory and map was submitted with the application. Trees are generally on the edge of existing wetlands and along property lines. There are 1300 trees surveyed on the property. Out of the 1300 surveyed trees, there are 141 total tree replacements required. Ash Trees on the site, and Siberian Elm must be removed from the site regardless of the tree locations. No compensation will be required for these trees. All replacement trees must not be replaced in areas of significant wetlands that harbor rare plant features. Aspen, Cottonwood, and Willow trees are detrimental to the management of unique wetland vegetation and should be removed. No compensation should be required for the removal of the wetland fringe trees. cwppp A Stormwater Pollution Protection Plan (SWPPP) was submitted. A SWPPP is a required federal, state and city mandatory program to prevent the pollution of our surface water. Staff had the following comments about the Nature's Refuge SWPPP submittal: • Describe the phasing and sequencing of the stated phasing of grading • Under the "Spills and Contamination" section, must have provision to have all fueling stations in a containment structure. • Under "Inspections and Repair", add all inspection and repair reports must be emailed to City Hall Environmental and Engineering by the next day. An inspector certifications must be received and accepted at City Hall prior to Grading. • In the "Basement and Footing Excavation" section, add the following: "An initial City Inspection must take place for perimeter control before a building permit is received. Perimeter control must be in place around the entire perimeter of each house project regardless of slope. Alternative perimeter control to silt fence is only allowed when the ground is frozen. In addition, inspections must take place on each lot in the same manner as project inspection and repair, i.e. Inspector certification and timing issue requirements must be met. All Storm Drains within 200 feet must be protected including back -drain parts of all storm drains. Must be the basket type of protection. No fabric is allowed to be protruding from the edges of storm grates." 7 The following required parts of a SWPPP are missing and must be provided: • Maps showing the locations of all surface waters, including wetlands, stormwater ponds or basins within one mile of the site • A determination whether surface waters within lone mile of the site are special or impaired for one of the construction -related parameters and additional or enhanced BMPs that will be utilized to address the special or impaired waters. • Estimated quantities of all erosion prevention and sediment control BMP's to be used for the life of the project. • The following factors must be accounted for in design of BMP's to use at the site; o The amount, frequency, intensity and duration of precipitation o Storm water runoff and run-on and expected flow from impervious surfaces o Slope lengths and steepness, site location and drainage features o Flow rates and volume of channelized flow o Soils • Timing of installation for all erosion prevention and sediment control BMP's to be installed at the site along with the procedures to establish additional BMPs as necessary. • Methods to minimize soil compaction and preserve top soil at the site. • Documentation why certain design requirements or SWPPP components are not feasible and the methods to be substituted as allowable by permit. • Procedures for terminating permit coverage. Archeological _. An archeological study performed in 2006 by the 106 Group. The study found no impacts in the Nature's Refuge land. Landscape Plan Enough money will have to be escrowed at a rate of 1 tree per household frontage for boulevard trees... All trees must be 2" to 2.5" in diameter. A species list was submitted. The City will determine the species and location of each boulevard tree and plant them. The plan listed wetland seed mix 33-261 for wetland fringe areas (that are not in a rare plant areas) is ok. However; areas where there are listed or potential rare plant areas, the wetland seed bank will be enough to restore those areas. The plan should be more specific on the location of those different areas and tailor a restoration plan that is similar to Wollan's Park. The plan calls out a MN DOT 25-131mix for construction disturbed areas, areas not intended to be sodded, or retention basin. Staff recommends a native seed mix approved by the city for these areas. The MN DOT 25-131 mix is a low maintenance turf type seed, but still requires fertilization. Nitrogen runoff will change plant biodiversity by driving out native plants that don't need the nitrogen, and favoring non-native plants that need more nitrogen. As stated earlier, areas like wetlands in Outlot A, and on the east side bordering the large wetland to the north and east should not be excessively excavated (no more than an inch or two) and managed for the seed bank available and supplied by nature. RECOMMENDATIONS: 1. Design consideration must protect the rare features of this sit to the greatest and least invasive design possible; including turtle barrier elimination (dropped curbing, and preservation of continuity in turtle travel and breeding areas). Design should emphasize avoidance. 2. Recommend that design should capture all yard surface water runoff especially to the backs of lots that can pollute the surrounding wetlands. Bio swales is an example of a BMP that can mitigate this concern. 3. Recommendation is to move the trail location to a non -impacting alignment. 4. Manage all wetland restoration in this area in a manner similar to the Wollan's Park Management and Restoration Plan. Than is, restoration must look at thatch removal with little to no native soil removal. No additional native plant seed mixes should be used. 5. Look closer at the proposed borrow pits and make sure surrounding wells will not be contaminated with surface water runoff. 0 6. Staff requests documentation that supports no adverse effects of the proposed borrow pits and the water levels in surrounding wetlands. 7. Flood plain elevations in all preserved wetland areas must not change. 8. Soils for house pads and roads should be imported to the area instead of using borrow pits. Imported soils must be approved by the city. 9. An educational plan must be written, given to the homeowners before closing on the property, and placed in the city address folders to follow with the property. The plan must be approved by the city. The plan should educate and inform the resident of the uniqueness of natural resources on the site, alert them to the presence of conservation easements and rules associated with the easements, and offer advice on how they can help to protect the resources by minimizing contaminated runoff from their lot. Alternative lawn options should also be given to property owners. 10. Ash Trees on the site, and Siberian Elm must be removed from the site regardless of the tree locations. Wet Meadow/Carr System General Description According to the Minnesota DNR's Field Guide to the Native Plant Communities of Minnesota: The Eastern Broadleaf Forest Province, Wet Meadow/Carr (WM) communities are graminoid- or shrub - dominated wetlands that are subjected annually to moderate inundation following spring thaw and heavy rains and to periodic drawdowns during the summer. The dominant graminoids are broadleaved species such as lake sedge (Carex lacustris), tussock sedge (C. stricto), and bluejoint (Calomogrostis canodensis). Shrubs such as willows (Salixspp.) and dogwoods (Cornus slop.) are likely to be dominant on drier sites. Peak water levels are high and persistent enough to prevent trees (and often shrubs) from becoming established. However, there may be little or no standing water present during much of the growing season. As a result, the substrate surface alternates between aerobic and anaerobic conditions. Any organic matter that accumulates over time is usually oxidized during periodic drawdowns and may even burn during severe droughts. Soils range from mineral soils to muck and peat. Silt from flooding sometimes is intermixed with organic matter in muck or peat soils. Although WM communities can be present on deep peat, they are not "peat -accumulating" communities. Rather, the peat was usually formed previously on the site by a peat -producing community, such as a Forested Rich Peatland, that was flooded by beaver activity and converted to a WM community. Deep peat may also be present in some WM communities because of debris that has been transported into the wetland, forming sedimentary peat. Because surface water is derived from runoff, stream flow, or groundwater, it is circumneutral (pH 6.0-8.0) and has high mineral and nutrient content. WM communities are present statewide and are common throughout the Eastern Broadleaf Forest (EBF) Province in wetland basins, along streams and drainage ways, in drained beaver ponds, in shallow bays, or as semifloating mats along sheltered lake shorelines. The condition rank considers the species composition, vegetation structure, ecological processes and functions, level of human disturbance, and presence of non-native species, among other factors. Individual community occurrences are then assigned one of the following rankings as described below in Table 3.0. Conservation Status Ranks for Identified Native Plant Community Types In addition to classifying the thirty-six (36) native plant community polygons mapped within the Project boundary, CCES ecologists also assigned the appropriate conservation status rank to each native plant community polygon based on the Minnesota DNR's Conservation Status Rank for Native Plant Community Types and Subtypes (August, 2009). This guidance document provides information on the currently assigned conservation status ranks (S -Ranks) that reflect the risk of elimination of each native plant community type from Minnesota. The S -Ranks associated with the five native plant community types identified within the Project boundary are presented Table 6.0 below. Of the five Native Plant Community types classified within the Project boundary, none are considered to be rare (having an S - Rank of S1- S3) in the State of Minnesota. New goals for each year are taken to the City Council for approval, as well as reporting to the Council on action taken on the previous year goals. Attached are the Environmental Board Goals for 2018. The goals were discussed at the October and November Environmental Board and reorganized in the attached papers for consideration by Environmental Board Chair Steve Heiskary. The Board needs to look at this for approval and/or modifications that are still needed before they are sent on to the City Council in February. RECOMMENDATION Approve with any new modifications and forward on to the City Council for consideration. To meet or exceed our city recycling goal of 50 (2158 tons) percent or greater of our municipal solid waste. 7. Find innovative ways to promote and encourage recycling as a city. 8. Continue effort to establish curbside textile recycling. 9. Continue to look into ways for school facilities to reduce waste and increase recycling. Continue to enhance recycling efforts through grants from Anoka County Integrated Waste 3. Collaborate with Rice Creek Watershed District, Vadnais Lakes Area Water Management Organization, and city staff to promote development and practices that renews, preserves, and restores surface water including lakes, stream and wetlands through project review processes and public education. When possible, seek opportunities to do likewise in existing developments. Practical examples may include maintaining and enhancing stormwater conveyance and citizen education on yard waste management. 4. Monitor any activity in the AUAR as well as other proposed development areas, focusing on the values that citizens of Lino Lakes have expressed in the 2040 vision for our city and the unique ecological aspects of our wetlands, lakes and streams and subsurface waters, vegetation and wildlife populations. 5. Perform evaluation of past Environmental Board recommendations for development projects. Review a sampling of a variety of projects by on-site visits, discussion with city staff, landowners, and neighbors, on the outcomes of the board's recommendations. If necessary, submit a summary of significant findings resulting from the review in writing to the Community Development Director. 6. Support Conservation Development within the city through site review processes by incorporating The Resources Management System Plan components of the City Comprehensive Plan. The use of the planning documents within the Comprehensive Plan that enable Conservation Development include: • The Lino Lakes Handbook For Environmental Planning and Conservation Development, • The Minnesota Land Cover Classification System and Natural Resource Inventory for Lino Lakes • The Minnesota County Biologic SurveX • The Lino Lakes Assessment of Existing Ecological Conditions and Management Opportunities • The Lino Lakes Handbook For Environmental Planning and Conservation Development • The Minnesota DNR Regionally Significant Ecological Areas Assessment, Rare Wildlife and Plant Models built by the City • The Lino Lakes Parks, Natural Open Space/Greenways, and Trails System Plan • The I -35E Corridor Alternative Urban Area -wide Review (AUAR) assessment • The Rice Creek Watershed District/Lino Lakes Resources Management Plan • The Assessment of Development, Suitability and Natural Resources Conservation Opportunities study, • The City of Lino Lakes Local Surface Water Management Plan 7. Support the Community Garden site in conjunction with the Parks Department. Assist with any garden modifications that may be needed because of the 2017 land sale. 8. Continue implementation of the Lino Lakes EAB Plan. Update the plan as needed based on the 2017 identification of EAB in Lino Lakes, experience gained during implementation, and rapidity of the spread of EAB throughout the City's forests. Offer residents opportunities for tree purchasing and possibly tree treatment. 2 Obtain interns and train them in Ash Tree Treatment. Continue treating a third of our City boulevard trees. 9. Continue to work on Wollan's Park Wetland bank to achieve wetland bank credits by the end of the year 2019 and investigate new banking opportunities. Help to establish a city-wide process to fund wetland banking. 10. Continue to monitor the Heron rookery in the northern one-third of Peltier Lake and to support the protection of resources in that area. Update Council on these matters. Recruit volunteers, as needed, to help with rookery maintenance and monitoring. 11. Support efforts of our Community Development engineering department in the development of a NPDES inventory (2018) of our ponds. Support adequate funding for needed maintenance efforts as well. 12. Support the maintenance of established conservation easement areas where funding is available. Conduct education as needed for homeowners near or adjacent to these easements. 13. Consider becoming a "Green Step City, which would serve to support the 2040 City of Lino Lakes' Comprehensive Plan. This initial step recognizes previous (2012) EB interest in the program and would serve to familiarize the current board with this voluntary program and its benefits. In turn, should the EB express interest in moving forward, this would allow for effective communication of the program to the Mayor, City Council, and City staff as needed. 2017 Environmental Board Actions in Support of Goals This is a short summary of actions that were done in support of established EB goals for the year. Numbers correspond to the actual goals. 1. Promoting environmental stewardship with citizens of Lino Lakes. We used various media to convey conservation opportunities to the citizens of Lino Lakes 2. Promote Lino Lakes environmental issues to the public by: Most of these goals were achieved via participation in Earth Day, Blue Heron Days, and various activities associated with Anoka County Recycling Resource Solutions. For example, we collaborated with Anoka County in several areas including securing grant funding, hiring of interns, and assisting as needed on efforts to encourage business -based recycling and ways for schools to increase recycling. We continue to expand home organics recycling and successfully engaged one hauler to institute hauler - based organics recycling. The monthly recycling events (metals, electronics and other items) continue to be in high demand and help ensure the City meets its recycling goals. 3. Collaborate with RCWD, VLAWMO, and city staff to promote sound development practices... We continue to collaborate with the RCWD and VLAMO on development and environmental issues in the City. As needed, we have requested representatives from the organizations to make presentations to the EB to ensure we are up to date on their activities within the City. 4. Monitor any activity in AUAR In those areas where the AUAR applies, due consideration was given to requirements in that plan. S. Perform evaluation of past EB recommendations for development projects. We have incorporated field visits prior to EB meetings when possible. We visited Diversified Industries new development this past fall. At the site we reviewed handling of stormwater on the property. This visit followed a period of high rainfall and it appeared that ponding was adequate. We expect further stabilization of banks once vegetation becomes better established. A review of native planting on the easement, indicated more work needs be done (apparently by the city based on signed agreement) to improve soils so that more desirable vegetation will grow and prosper in this area. 6. Support Conservation Development within the site review process and employ various planning documents as needed to direct these efforts. The various documents/plans are incorporated into these efforts. 7. Support Community Garden site in conjunction with Parks Department. We continue our support as needed. With the City selling a portion of the land that the Community Garden is on, any expansion will need to occur toward the back of the property. However, at this time we are not aware of any funds to support an expansion. 8. Do an annual review/update in regards to the Lino Lakes EAB Implementation Plan. The City has an EAB plan and has been implementing it for the past few years. Example efforts have included targeted removal of ash trees on public property, treatment of select trees, and public education. With the identification of EAB in ash trees in the Target parking lot, the city has moved into a new phase of the plan. EB members met with a Department of Agriculture specialist, private contractors, and other interested individuals on-site to review the damage to identified trees. A follow- up meeting was held to discuss next steps for this site and the City as a whole. The DOA specialist felt that since we already had a plan and were well into implementation that the City was very well postured to address this threat, more so than some other cities she has worked with. A 9. Continue work on Wollan's Park Wetland bank. The Wollan's Park wetland is coming along very nicely thanks to the various management efforts that have been undertaken, including periodic burns and other efforts to address invasive plants and encourage the growth of native and sometimes rare plants. A late summer visit allowed EB members to see the range of improvements and view several native and in some cases rare plants. The current condition of the wetland is a stark contrast to conditions we saw a few years back on one of our site visits. 10. Continue to monitor Blue Heron Rookery. The EB continues to monitor status of nests in conjunction with local volunteers. Winter maintenance of sheathing on trees and related issues are addressed in conjunction with Anoka County staff and volunteers.
