I . Call to Order and Roll Call
The January 8, 2018 City of Lino Lakes Park Board Meeting was called to order by
Chair Pat Huelman.
2 . Setting Agenda
The Agenda was approved as presented.
3 . Approval of Minutes':
November 29 2017
Richard Jensen made a MOTION to approve the Meeting Minutes from November 29,
2017 Environmental & Park Board combined meeting. Abby Haworth supported the
MOTION. All in favor and MOTION carried.
4 . Open Mike
There was no one present for Open Mike. Open Mike was closed.
5 . New Business
Elimination of Recreation Supervisor Position
Mr. DeGardner updated the Board on the reduction in staffing levels within the
Recreation Department. He included the Agenda Item 3B as it was presented to the

City Council. He noted that unfortunate circumstances have resulted in the direction
of reducing our staffing levels to one Recreation Supervisor moving forward as of
January 8 , 2018 . Recreation Supervisor Brian Hronski will now be directly overseeing

all aspects of programming. The Board discussed the programs for 2018 . The
Recreation Department will continue to offer many of our well attended quality
programs and special events.
I Recommend 2018 Parks & Trails Capital Projects

Mr. DeGardner informed the Board that in the 2018 budget, the City Council
i
designated $500,000 for parks and trails capital projects. He included in the packet:
• Existing Parks Asset Worksheet
• New Assets of Existing Parks Worksheet
Trail Projects Needing Funding Worksheet
Existing Playground Equipment Replacement Timeline Worksheet
Mr. DeGardner requested the Park Board determine a method to prioritize potential
parks and tail projects and determine what public process should occur in relation to
these projects.
Chair Pat Huelman, Clark Gooder and the Board members discussed timelines with
Mr. DeGardner. These timelines will include determining projects, going out for plans
and specs, gathering project bids and final costs, having a public review process, and
going to the City Council for approval.
The Board discussed the needs for trail improvements in depth. They also discussed
park use, future needs parking and facilities, safety issues, heavily used assets, new
equipment needs and looking at overall park foundations . They noted the need to be
strategic in addressing the needs of all ages and user types, short term and long term
opportunities and also balancing locations around the City.
Chair Pat Huelman mentioned setting priorites based on need and demand then on
balance and distribution around the City.
The Board discussed including an article in the Spring/Summer City Newsletter
inviting residents to the upcoming Park Board meetings thus providing the public a

forum for input. Residents will also be invited to send an email directly to Mr.
DeGardner.

Mr. DeGardner suggested the Board review our current trail system and look for trail
segments that need to be constructed or repaired. Also, to consider what playground
structures need to be replaced, and bring ideas for Park and Trail projects to next
February meeting. The Board defined goals :

➢ February Park Board meeting — continue informal discussion and possibly
attend the Council Work Session to provide the City Council an update.
➢ March Park Board meeting define Parks and Trail projects. Attend City
Council Work Session and provide City Council an update on the considered
list of projects. Invite residents to Park Board meeting for input.
➢ April Park Board meeting — finalizing our Projects. Invite residents to Park
Board meeting for input. Submit recommendations to City Council for
consideration.
Mr. DeGardner also noted that park dedication fees have gone up to $3 ,000 per unit
effective January 1 , 2018 .

RE : Review Nature's Refuge Development
Nature' s Refuge is a 60 lot single-family residential subdivision located north of Main
Street and west of Lino Lakes Elementary School .
The Parks, Natural Open Space/Greenways and Trails System Plan does not identify a
_ new park in this area . However, the plan does indicate a greenway/trail system and is
included in the submittals.
Staff is seeking Park Board recommendations on the following :
• Collecting park dedication fees rather than land for a neighborhood park, and
explore options to working with the Forest Lake School District to provide
funding for enhancements to the outdoors at Lino Lakes Elementary.
• The linear trail corridor depicted on the eastern edge of the proposed plat.
• Placement of a paved trail along the north side of Main Street from Wood Duck
Trail to Lino Lakes Elementary School .
Additional information and visuals will be reviewed at the Park Board meeting.

As part of the City's approved 2018 budget, the City Council designated $500,000 for
parks and trails capital projects . The City Council directed staff to seek input from the
Park Board for City Council consideration .
The Park Board began discussing this topic during their January 8, 2018 meeting. For the
February meeting, it was determined to continue discussions of potential parks and
trails projects, welcome resident input, and possibly attend the City Council work
session to provide an update (This item has been placed towards the end of tonight' s
work session agenda ) . It is intended to continue this process during the March 5 and
April 2 Park Board meetings and ultimately submit final recommendations to the City
Council during the April 2 work session .
NOTE : Please bring the worksheets that were included in the January packet to the
February, March , and April Park Board meetings.

Re: Rice Lake Elementary School Playground Equipment Project
Background
The Rice Lake Elementary (RLE) School PTO has been raising funds to replace the
playground equipment structures at their school .
St. Clair Estates, a 35 single-family lot residential subdivision located on the north side of
Birch Street, directly west of RLE was final platted in February, 2017 . The City received
$ 87, 500 . 00 in park dedication fees. Since RLE provides the closest leisure opportunities
for this subdivision, designating these fees to improve RLE seems appropriate.
Mr. Bryan Carlson, Principal of Rice Lake Elementary School will attend the February 5
work session to provide additional information regarding the RLE Playground Equipment
Project.
Requested Council Direction
Provide direction whether to contribute park dedication fees for the RLE Playground
Equipment Project.

RE : Country Lakes Park Project Update
The Country Lakes Park Project has been postponed indefinitely. As we continued to
define the scope of work for YTS Companies, the final number of trees identified for
removal was much lower than YTS Companies originally anticipated when they first
approached the City.
It became apparent that YTS Companies needed to revise their original proposal .
Substantially less trees slated for removal resulted in lower projected quantities and
quality (since the final plan retained more hardwood trees) of mulch than originally
estimated . This resulted in a substantial increase in project costs for tree and brush
removal, from $2,500 to $ 18,750. Therefore, we have decided to postpone all facets of
the Country Lakes Park Project.
A copy of the original letter sent to area residents on December 7, 2017 as well as the
follow-up letter sent on January 23 is attached .

Re : Country Lakes Park Project
Dear Resident,
This letter is to inform you of some upcoming projects related to Country Lakes Park, located at
6600 West Shadow Lake Drive in Lino Lakes.
Country Lakes Park currently consists of approximately 22 acres of land along the shores of
Reshanau Lake and contains a gravel parking lot, some bituminous trails and picnic areas. A
fishing pier/canoe launch was recently removed due to the age and condition of the structure
and the park contains some outdated picnic amenities.
The park has a variety of landscapes, including some open lawn spaces, mature oak trees,
wooded areas, wetlands, and shore land . Many of these landscapes have deteriorated over the
years, which have resulted in degraded native cover now being suppressed by invasive species,
such as reed canary grass, buckthorn, and pioneer tree species.
The City of Lino Lakes has an opportunity to contract with YTS Companies, LLC to undertake
removal of many undesirable trees and vegetation within the park at a cost much lower than is
typically the case. This will allow the City the ability to start restoration efforts in the park to
increase the biodiversity of the ecological spaces and habitats, supporting many bird and
pollinator species. For example, there is potential to revive a wetland that may include the
reemergent of rare species in the native seed bank, and opening up sunlight to the forest floor
will encourage small oak trees to thrive and replace older species .
The City has undertaken an extensive site review of the trees and vegetation with the City
Forester/Environmental Coordinator, Parks Supervisor, Landscape Architects from WSB, and
myself to determine the undesirable vegetation to be removed . Many of the trees and
vegetation identified for removal will consist of:
• Ash trees (due to the emerald ash borer now present in Lino Lakes )
• Cottonwoods and other Poplar species
• Boxelders
• Invasive non-native species, such as Buckthorn
• Trees that are considered a potential hazard due to age or condition
• Vegetation that needs "thinning out"
(OVER)
Please note that not all invasive or undesirable species will be removed at this time . The City
wants to ensure that many of the highly desirable trees and vegetation remain protected
during the removal process but also identified some undesirable species to remain in place at
this time due to their location for screening, shade or aesthetics until further restoration efforts
can be achieved .
This project will provide the City the opportunity to manage the parks' natural resources more
effectively, but the visual impact will be substantial once the removals are complete . While you
will see some areas that are greatly impacted by the vegetation removals, some panoramic
views of the lake will be opened up and many park users may feel safer with more open
landscape areas . Please note that the entire park (including trails and parking lot) will be
closed during the removal process, tentatively scheduled for some time in January, for about
a week. We will post signs at Country Lakes Park when the dates are finalized.
There is also a road improvement project for West Shadow Lake Drive scheduled for 2018-2019
that may affect the park. With both the tree removal and road improvement projects taking
place concurrently, this is an opportune time for the City to undertake a master plan design
process for the park that will help guide future restoration, management, and improvement
efforts . The City would like to encourage you to be an active participant in the master design
process once this has begun in 2018 to help determine the future vision for park that will meet
the needs and desires of the community as a more passive use park. Additional information on
the master planning process will be included on the City' s website this spring .
