a written staff report including information on the development; staff is seeking

recommendations on the park elements that will be forwarded to the Planning and
Zoning Board . One possibility is to utilize park dedication fees from the development
to provide funding enhancement for updates being planned at Lino Lakes Elementary .
Mr . DeGardner also reviewed the preliminary plan for a trail corridor on the eastern
edge and a paved trail along Main Street from Wood Duck Trail . Information was
provided by the school principal and PTO president regarding changes in the ball
fields and work of the PTO on a plan to achieve playground improvements within the
next six months . The school district does not budget for playground improvements so
it is basically left to schools to put it together. The city and the school will plan on
further discussions to determine the viability of coordinating efforts .

property could occur behind Lot 12 , eliminating the need for the trail directly

6 . Recommend 2018 Parks & Trails Capital Projects - Mr. DeGardner indicated that
the City Council has designated $ 500 , 000 in this year ' s budget for parks and trails
capital projects . The Board intends to spend several meetings developing a
recommendation on use of those funds . Part of the process underway is seeing input
from the public through the newsletter and city website .

Chair Huelman suggested that the Board identify funding priorities by type : playgrounds ,
trails , shelters , and hard court (with multiple uses) . The Board established the following :
Playground equipment — Birch Park and Sunrise Park are priorities that will be
presented to the council immediately so that work can commence and improvements
ready for the 2018 summer season ; Additional comments : Rink paving at Sunrise Park
will be considered for possible use for pickleball , basketball ; a "wow factor" element
such as a zip line may be considered for Sunrise park because of its central location
and popularity .

7 . New Business
a . Rice Lake Elementary Playground Equipment Project — Director DeGardner said
earlier in the evening he joined the school principal and PTO president in their
presentation to the City Council . There is a campaign underway to fund
improvements to the equipment at the school playground and the park dedication
funding attached to the St . Clair Estates development is seen as a possibility since the

school is located directly adjacent to the development. The council asked staff to
provide additional information so they can continue the discussion.
8 . Old Business
a. Country Lakes Park Project Update — Director DeGardner explained that the idea to
contract for the removal of undesirable trees and vegetation in the park has been
explored but does not appear to be feasible at this time . The Park Board could revisit
the matter again in the future . Mr. DeGardner is keeping the area residents up-to -date .

Eastern Heights, located within the NW quadrant of County Road 1 and Hodgson Road , is
a 17 - acre proposed mixed - use development consisting of 50 townhomes, 80 apartment
units, and 32 memory care and high acuity assisted living units .
The Parks, Natural Open Space/Greenways and Trails System Plan does not identify a
new park in this area .
Therefore , staff is recommending cash dedication in lieu of land to fulfill park dedication
requirements .

In June , 2017, area residents were notified that the tennis courts at Arena Acres Park
needed to be removed due to the unsafe conditions . This was due to the deterioration
of the base material and asphalt . Tennis courts have an average life span of 20- 25 years ,
these courts were built in 1984 ( 33 years old ) . More detailed information is included in
the attachments .
On February 8, 2018, the attached letter was sent to area residents seeking input of
what suggestions they may have regarding the future of Arena Acres Park . The eight
responses are attached .
In addition to the suggestions provided by residents , including installing one or two
tennis courts , remaster planning Arena Acres Park by involving the neighborhood could
also be an option . The Park Board is encouraged to provide recommendations or
comments to the City Council for consideration . Funding for Arena Acres Park could
certainly be included in the 2018 Parks and Trails Capital Projects .

I recently moved here from a house near Centennial Schools, where they have numerous
playgrounds within walking distance . I have yet found many in Lino , so please don ' t take the
i existing ones away.

Tennis courts seem fine to me, but, basketball hoops need a net.
Wind screening — Nothing that would block visibility please.

I also run a daycare and have several young children.

My own kids are over 13 , however, I do daycare and have 10 children ages 6 mos . to age 9 .

The area should be patrolled more often, especially in the summer. Many bikes and roller

While I don ' t play tennis, the ten- us court area is used all summer long and in the spring and fall
evenings by many people , especially teens vho ride bikes and/or drive to the courts . Without the
courts being there , they could be simply out on the streets with too much time on their hands .
I have only seen someone use the tennis Courts once last summer.
If you remove it you should reduce our city taxes for maintenance .
The open grassy area would be a great area for the ( older) neighborhood kids to play football and
soccer or other games .
Plant trees and make into apark with benches ( open space) . Keep playground . We have a lot of
birds , etc .

If you keep building there will be no place to play . Please take care of what we have . If you
haven ' t noticed , if you do bulldoze it you could shove a house in there too .

i if you have recently utilized the tennis courts at Arena Acres Park, I am sure you have
noticed the poor condition of the court surface . As a result of the unsafe surface , we
have removed the nets and shut down the tennis courts . Unfortunately, the costs
associated with reconditioning/ repairing the court surface is too expensive to justify .
Therefore, we will be completely removing the tennis courts this summer . The Impacted
area will then be graded and seeded to create a maintained , open space/turf area . We
anticipate the demolition work to happen in July with the grading and seeding occurring
in August .

RE : Review Removal of Arena Acres Tennis Courts
The poor condition of the tennis courts at Arena Acres has been an issue for several years ( see
attached photos ) . The attached memo was sent to area residents last month informing them of
the decision to close the courts .
Some residents have expressed concerns of removing the tennis courts . For example , the
Mayor and City Councilmembers received the following email :

Good Afternoon Mayor and Council Members,
My name is Erika Weymann and I live near the tennis court and park off of Wood Duck Trail and Andall
Street (Areana Acres Park) . I recently received a letter in the , mail explaining that the tennis courts will be
removed and the area will be an open space in the very near future.
1 have concerns regarding the removal of the tennis courts . My daughter recently showed an interest in
playing tennis (now that she is old enough to play and understand the concept of tennis) and it has been
fun for us to walk to the end of our street and play for a little bit each night. We started playing this
spring and when we returned from our family vacation recently, we were very shocked that the nets had
been removed (this was prior to receiving the letter on June 9) . My daughter asked me why the nets have
been removed and started crying.
1 know that this tennis court is used on a regular basis by many individuals in the neighborhood. 1 also
know that there are younger children in the neighborhood that are up and coming and interested in
using the courts as well.
1 am wondering why this cannot be repaired and/or patched (assuming patching is cheaper than
replacing). How are the cracks unsafe ? Why has it been neglected in the first place ? There are no other
courts within the city limits of Lino Lakes (other than at Centennial Middle School, which 1 assume are
maintained by the school/school funds) .
Our neighborhood doesn 't need an open field. We have property of our own (along with all the others in
the neighborhood) and enjoy having the park and tennis courts within walking distance.

As a result of the proposed Nature ' s Refuge Development, the Park Board has initiated
discussions with the Forest Lake School District related to enhancing leisure
opportunities at Lino Lakes Elementary . Amenities including new playground
equipment, tennis/ pickle ball courts, basketball courts, turf fields, and trails are being
explored . Funding would be dependent upon dedicated park funds from Nature' s
Refuge .
Placement of a paved trail along the north side of County Road 14 from Wood Duck Trail
to Lino Lakes Elementary School to provide safe access for pedestrians and bicyclists is
also being explored .
Why does our 'older " neighborhood have to lose out and be neglected ?
What can we do to have the council and city reconsider removing the tennis courts ?

Attached is the letter that was sent earlier this month . Tennis courts have an average life span
of 20- 25 years . The tennis courts at Arena Acres Park were built in 1984 ( 33 years ago ) . Asphalt
deteriorates over time just as a road or parking lot does . Tennis courts in northern climates
tend to have a shorter life span due to annual freeze/thaw cycles that shifts the base material ,
causing cracks . Stability of the base material is the primary factor in extending the useful life of
tennis courts . The more the base material moves, the more cracks form . Once constructed ,
there is nothing that can be done from a maintenance perspective to correct movement of the
base material . Performance of the base material is also dependent on the quality of soils
beneath the courts related to drainage ( In general , Arena Acres does not have good drainage ) .
The tennis courts at Arena Acres Park are 33 years old and unsafe . The courts have many
structural cracks that go through the asphalt and into the base which are not repairable . There
are also low spots that hold water due to ground movement and shifting, as well as many
surface cracks throughout the court area . I attached some photos . This creates an unsafe
surface for court users which places the City potentially liable for any injuries that may occur .
The tennis courts were resurfaced in 1999 . In the early 2000' s ( around the 20 year mark ) , the
court surface and base material started failing measurably, causing numerous cracks . We filled
the cracks in 2005 . Crack filling and surface painting only provide a temporary fix and improves
the aesthetics of the court , but does not extend the useful life because it does not address the
deterioration of the asphalt and base material . Several cracks resurfaced the following year
indicating that the base material was continuing to fail . We met the contractor on - site to assess
the situation . His assessment was that any additional crack filling would be throwing money
away since more cracks would form each year .
Crack filling works for cracks that are %" to %" . Many cracks at Arena Acres are much wider . We
met with a contractor 6 - 7 years ago to see if there were any options . It was determined that
the only solution to create a safe playing environment on these tennis courts that were built in
the 1980' s is replacement . Since replacement isn 't a realistic option , each Spring staff evaluates
whether we feel the Arena Acres tennis courts are in satisfactory enough condition to remain
open to the public . For 2017 , we felt the court surface was not safe enough to remain open to
the public . Therefore, we removed the nets and sent the attached letter to area residents .
The City Council has never expressed any interest in utilizing general fund dollars for park
redevelopment projects ( ie . playground equipment replacement ) . I will include the replacement
of the Arena Acres tennis courts on the 2018 budget discussion agenda .

Hello ,
I received your letter asking for suggestions for Arena Acres Park . First I would like to say that my kids (41h and 71h grade )
are a 5th generation residents of Lino Lakes and when I was a kid and well into my twenty' s I would ride my bike Arena
Acres Park to play Tennis with my friends and we really enjoyed ourselves . Roughly 10 years ago I bought a home on
Wood Duck Trail and I was disappointed that the courts were in such bad shape we couldn ' t enjoy them . I ' m strongly
for putting up the courts again ! I haven ' t driven by the park since it was torn down and looked to see if the basketball
court was still up but my son would uses it all the time . Playground , Tennis court, and Basketball court, just the way we
had it would be great . Also I would suggest creating a hedge or fence on the east park property line .
As for the Trail along Main St . , that is a great idea ! My daughter wants to ride her bike to school but we hesitate because
of the high traffic . I ' m afraid that she would be done with Lino Elementary by the time its constructed but I' m all for
it ! It would also be great if that trail would eventually connect to the trail system in Centerville .

I find it interesting that you are now soliciting commentary on what to do with the park, since you did not take the time
to ask the residents what we wanted done prior to the decision to take the tennis courts out . Had you done so, I would
have told you to do a spot of maintenance and keep the tennis courts . There are quite a few families with kids in the
neighborhood , and adults who were using those courts . I suspect that the money needed to maintain the tennis courts
went for the expense that resulted from the mayor' s tantrum that led to the split from the fire service . ( I ' d like to see
how much money we " saved " on that one . I strongly suspect we lost a bundle , and will continue to do so . The split was

So , put the tennis courts, or at least one tennis court back in , and then install some other playground equipment of the
type that would promote physical fitness . Maybe some sort of a fitness circuit course would work . . . . AND plan to
maintain it so we don 't end up in this place again . Should you decide to make any future changes, please poll the
neighborhood to see what the residents want instead of going of on another narcissistic tantrum such as the one that
resulted in Lino Lakes leaving the Centennial Fire District .
As an afterthought, is there a way I can obtain the budget numbers for the fire service pre and post separation ? I am
strongly interested in seeing how much we " saved " after paying to train a bunch of police officers to be firefighters, built
a new station , purchased new equipment for the station , recruited and trained volunteer staff, etc .

Letter was confusing about proposed plans ? ?
It would be nice to hear what you guys are thinking ? We had no input with decision to remove tennis courts ! ?
Anyways, we have lived in Arena Acres 24 years —the tennis courts, basketball court and playgrounds all received active
use during the past 24 years so we were surprised to see the tennis courts go
The area back here is like a Nature Sanctuary , we have a lot of beautiful wildlife , birds, etc . It would be nice to see the
playground , basketball court stay and maybe bench seats with park like atmosphere where people can come and bring
their children to play and rest .
I would suggest you put up a sign —no motorized ATV vehicles in park area .

live just around the corner from the park on Andall St . It
looks like the basketball court got a facelift which was nice , as I have been known
to go over and throw an air ball or two . Considering the older demographics of the
neighborhood , you might do just fine with some grass seed . I could suggest a
picnic table and a BQ grill , but most everyone has that in their backyards here , I
doubt they would get used . I would consider the grass . . .

and paved used the park to play frisbee games with
friends and when I had two small dogs would take
them there to play ball .
Small frisbee golf course ? Off leash dog park ?
Maybe not too popular but who knows .

As part of the City' s approved 2018 budget, the City Council designated $ 500, 000 for
parks and trails capital projects . The City Council directed staff to seek input from the
Park Board for City Council consideration .
The Park Board had discussed this topic during their January and February Park Board
meetings . It is anticipated that the Park Board will continue discussions of potential
parks and trails projects at their March and April meetings , and ultimately submit final
recommendations to the City Council during the April 2 work session .
NOTE : Please bring all previous worksheets and documents to the March and April Park
Board meetings .
